Disunited in ethnicity: the racialization of Chinese Mainlanders in Hong Kong

In the current climate of increasing antagonisms and populist discontents surrounding the visible presence of mainland mobilities in postcolonial Hong Kong, there is an acute need to understand how those from Mainland China are racialized. Lowe and Tsang's article provides an examination of the campaign against Mainlanders prevalent in Hong Kong society. The emergent conflicts between Hong Kong and Mainland Chinese migrants overlap with the duality of time or differing time-inflected cultural habits of Mainlanders and Hong Kongers. As Hong Kong's citizenry and Mainlanders contest the status of the former colony and claim rights over it in ways aberrant to both factions' national consciousness, discrimination increases as Mainlanders are castigated by Hong Kongers for grazing their territory with mannerisms deemed unsettling to Hong Kong's everyday notions of time and space. Hong Kongers' sense of collective identity is shored-up as they reject the People's Republic of China’s favoured concept of pan-Chinese ethnicity by constructing Mainlanders as the inverse of themselves.     

The Evolution of International Conflict Resolution: From Cold War to Peacebuilding

Shaped by the changing nature of international conflict, the field of international conflict resolution evolved significantly throughout the latter years of the twentieth century and continues to be redefined. The end of the Cold War created space for a major transformation of the international conflict resolution field. This transformation was marked by three trends: (1) an expansion from a focus on superpower negotiating strategies to a wider peacebuilding agenda, (2) an increase in the role of nongovernmental actors as both disputants and third parties in international conflicts, and (3) a growing concern about human security in addition to state security, creating both tensions and opportunities for collaboration between governmental and nongovernmental bodies. This article presents a brief overview of each trend, as well as some concluding questions to frame the field's further development at this important juncture.     

Exploring Citizen Assessments of Unilateral Executive Authority

This study investigates the interaction between constitutional considerations and democratic context in evaluations of executive authority. An identical experiment is conducted using undergraduate and Mechanical Turk samples. A hypothetical article raising the question of executive power varies the (1) issue context, (2) expert assessment of constitutional authority, and (3) level of public support for proposed action. Measures of participants’ issue preferences and level of satisfaction with President Obama are also included in the analysis. Results indicate that participants think differently about the desirability and legitimacy of proposed executive action. Constitutional considerations and satisfaction with the President weigh most heavily in assessments of the appropriateness of executive conduct. Differences observed across samples demonstrate that institutional rules have the potential to constrain the influence of political factors in assessments legitimacy, but this is not inevitably the case. Feelings about the President may be especially important where experts agree that he lacks authority to take action. This could indicate that citizens will rally behind presidents they like, and think more critically of those they do not, in times of constitutional crisis.     

Financing multifamily rental housing: The changing role of lenders and investors

Abstract

A broad consensus exists that there are significant barriers to accessing capital markets for multifamily rental housing, particularly for housing targeted at low‐and moderate‐income households. While there is a growing secondary market for multifamily mortgages, the market is in the early stages of development and remains quite small. Expanding this market requires increasing standardization of mortgages, increasing credit quality with better underwriting and credit enhancement, and educating investors as to the risks and returns of multifamily investments. In addition, dramatically improved data collection on the performance of multifamily investments and analysis on the determinants of success are needed.     

Hate Crime: Record or Perception?

Public policing in Northern Ireland has gone through a process of reform and governance change in reaction to the peace process and the requirement to shift from a police force, largely engaged in conflict-centred policing, to a policing service dedicated to civil policing and normalisation. During the past decade, Northern Ireland has witnessed a significant decline in recorded sectarian crime. This decline in ethnic conflict has been accompanied by a growth in support for the police, especially within the Catholic community. However, information pertaining to support for public policing is determined at national level and we know little about how residents of sites of previously high levels of political and sectarian conflict feel about policing reform and delivery. In this paper we show that the perception of sectarian crime is much greater than recorded sectarian crime. Moreover, the perception of sectarian crime is a significant predictor of negative attitudes regarding police performance. The paper offers a unique quantitative insight into perceptions of sectarian crime and posits a predicament that is not discussed or debated with regard to the delivery of community policing. The evidence presented offers a benchmark upon which such a debate could occur. We argue that knowledge of sectarian hate crime should not be centred at the national level, but at the more discrete scale of neighbourhood. Perceptions, whether linked to reality, signal or prejudice, can at times destabilise the peace-building process, yet are rarely attended to or discussed. Knowing the difference between recorded and perceived crime as either sectarian exaggeration or actuality would aid localised police-community interaction. Here we provide a statistical basis to stimulate such enquiry.     

STATEWIDE INITIATIVES TO ENCOURAGE ALTERNATIVE DISPUTE RESOLUTION AND ENHANCE COLLABORATIVE APPROACHES TO RESOLVING FAMILY ISSUES

Over the past 27 years, since the concept of the multidoor courthouse was first introduced, methods for resolving family issues have increasingly focused on less adversarial and more collaborative approaches. Infrastructures have developed in a variety of ways in different states to initiate, support, and promote these approaches, and pilot projects have provided an invaluable avenue for testing and implementing changes. This article will describe some of the current statewide initiatives to develop infrastructure and implement change through creative pilot projects and will propose strategies to sustain these changes.     

Using laboratory experiments for policymaking: An example from the Georgia irrigation reduction auction

In recent years, interest has been growing in policy applications of different auction systems. This paper reports a series of experiments that were used to design and implement an auction in a unique policymaking environment. In April 2000, the Georgia legislature passed a law that mandated that the state hold an auction in drought years to pay some farmers to suspend irrigation. This paper reports the results of laboratory experiments state policymakers used to determine the auction institution that would be used to fulfill the requirements of this new law. Experimental results are compared with farmers' bidding behavior in the state‐run irrigation auction used to reduce water usage in Georgia. © 2004 by the Association for Public Policy Analysis and Management.
