AbstractThis paper applies the distance-to-crime approach to the case of Improvised Explosive Device (IED) and shooting attacks conducted by the Provisional Irish Republican Army (PIRA) during the Northern Ireland conflict, 1970–1998. The aim is to (a) measure the typical ‘distance to crime’ (b) detect whether a distance-decay effect is noticeable and (c) investigate whether there is a discernible difference in the distance traveled depending upon individual offender characteristics or aspects of how the offence was committed. In particular, it highlights that many of the same dynamics that influence offender decision making within the volume crime world, also apply within the terrorism realm. Five findings stand out in particular. First, a distance decay effect is identifiable. Second, younger offenders travel significantly smaller distances. Third, complex attacks typically involve greater distances. Fourth, our results show the ability of leading decision-makers within PIRA to impact upon the day-to-day operations of the field operatives. Together the results reinforce the argument that when we focus on terrorism from a preventative angle, we should focus on their behaviors: what they do rather than remain preoccupied with concerns about who they are and/or what they might be like. Collectively the results also highlight the fact that for a finer-grained understanding of terrorist behavior we need to disaggregate on a number of levels: within the cadre of operatives, across terrorist attacks, across targets and within conflicts. 相似文献

Recently, for many health economics researchers, empirical estimation of the monetary valuation of a quality-adjusted life year (QALY) has become an important endeavour. Different philosophical and practical approaches to this have emerged. On the one hand, there is a view that, with health-care budgets set centrally, decision-making bodies within the system can iterate, from observation of a series of previous decisions, towards the value of a QALY, thus searching for such a value. Alternatively, and more consistent with the approach taken in other public sectors, individual members of the public are surveyed with the aim of directly eliciting a preference-based - also known as a willingness-to-pay-based (WTP-based) - value of a QALY. While the former is based on supply-side factors and the latter on demand, both in fact suffer from informational deficiencies. Sole reliance on either would necessitate an acceptance or accommodation of chronic inefficiencies in health-care resource allocation. On the basis of this observation, this paper makes the case that in order to approach optimal decision making in health-care provision, a framework incorporating and thus, to a degree, reconciling these two approaches is to be preferred. 相似文献

This study analyses image and text to investigate the way slimming advertising exploits women’s fear of being overweight to the extent that they feel obliged to do something about their own bodies. We show how Malaysian slimming advertisements construct certain types of female body which reinforce cultural stereotypes, namely the overweight body that exceeds culturally acceptable limits of desirable body size, and the desirable and attainable slim body with no excess fat. Three sample advertisements were selected from a Malaysian English newspaper and analysed using Jewitt and Oyama’s framework to identify the way images and text are used to give specific meanings relating to the female body. The images were examined in terms of representational, interactional and compositional meanings, and the analysis provides evidence of how the extremely overweight female body is pathologised, making it the focus of critical scrutiny. The advertisements use body images to illustrate the problem of being very overweight and the desirability of being slim, and the consumption of slimming services as a quick and easy solution to the problem. 相似文献

At the heart of any theoretical problem of justice lies the problem of motivation: Even if we could conceive of a way to develop a comprehensive system of just laws, and even if we could rationally believe in the justice of these laws, how could we ever ensure that we—or anyone else—would be motivated to abide by them? By unearthing how the problem of motivation sways canonical discussions of justice, the article brings forth intrinsic similarities and differences in these discussions that are often overlooked in the literature. In particular, the article highlights intrinsic similarities in the analysis of the concept of justice in two central works that belong to the continental and the analytic tradition respectively and are otherwise rarely discussed together: Hegel’s Outlines of the Philosophy of Right and Rawls’s Theory of Justice . 相似文献

This mixed-methods study examined the long-term associations between two kinds of politics courses—required political science courses and required family policy courses—and the political participation, knowledge, skill, efficacy, and politically engaged identity of child and family studies alumni. Two special cases were examined: those who remembered their required political science and policy courses compared with the other groups. Additionally, open-ended responses were coded and analyzed. Together, the quantitative and qualitative data suggest that college courses impacted alumni political awareness in college but political awareness did not translate as strongly into later political participation as previous literature has assumed. Findings highlight the importance of postcollege personal connections and work experience in shaping political participation. Educators and researchers should consider this complex relationship between what students learn in college and what they may later experience in adulthood when developing curriculum for students who are not political science majors. 相似文献
