Tacit collusion between National Power and PowerGen, the dominant generators in England and Wales for most of the 1990s, was widely speculated but was not definitively proven. In the event of a legal determination, the best available evidence is a test of suspicious patterns of bidding behavior. The methodology has two stages: the first is to show that the suspects behave differently from the rest, which are assumed competitive; the second stage is to ask whether or not strategies of suspects affect one another. Results: the impact of suspects on the aggregate bid function can not be explained away by costs and common market events, and a seemingly unrelated regression (SUR) on strategies of the suspects reveals bid inter-dependence and co-ordination on demand trends. A quarter of the dynamic indicators support an inference of tacit collusion. The existence of multiple equilibria in supergames, however, prevents a conclusive statement.  相似文献

This study investigated the willingness of African students in China to adopt and use e-government services. The Unified Theory of Acceptance and Use of Technology (UTAUT) was used as the theoretical framework for this study while the data were analyzed with SPSS. The results indicate that performance expectancy, social influence, culture, and facilitating conditions were significant in determining the willingness to use e-government services. Contrarily to our expectations, effort expectancy, trust in the internet and perceived service quality were not significant in influencing the willingness to use e-government services. Also, while social influence had a significant influence on the trust in the internet, it was, however, demonstrated that social influence does not have a significant impact on both the effort expectancy and performance expectancy of e-government services. The implications of these and other result findings of this study are thoroughly discussed.  相似文献

This article presents evidence that the effectiveness of receiving personal benefits from one's country EU membership may have been overestimated. Based on the findings of a longitudinal survey on Erasmus students' attitudes towards the EU, it shows that the beneficiaries of the EU-funded programme did not strengthen their EU support over time. The data analysis controls for a number of alternative explanations and finds that they did not affect the failure of the Erasmus study-abroad experience to instil higher levels of EU support. Neither EU money nor personal contact with other Europeans was capable of influencing students' support for the EU. The empirical results highlight that the increased expectations from both the Erasmus programme and the egocentric utilitarianism thesis are likely to be ill-founded.  相似文献

African smallholders face few opportunities that can be captured through new technologies alone. Analysis of the institutional context in which they work opens new pathways for innovation. This article synthesises nine studies that attempted such analysis. Using mixed appraisal methods, the studies identify institutional conditions that explain the, often unsatisfactory, outcomes of smallholders, as well as entry points for changing them. Instead of at the farm or community levels, Participatory Innovation System Analysis seeks at higher levels to identify actors, networks and mechanisms that maintain or can change the “pervasive bias against the small farm sector” in SSA.

Défier le « biais omniprésent » à l'encontre des petits cultivateurs africains: identifier les points d'entrée pour les changements institutionnels

Les petits cultivateurs africains ont à leur disposition peu d'opportunités qui puissent être saisies par le seul biais des nouvelles technologies. Une analyse du contexte institutionnel dans lequel ils travaillent ouvre de nouvelles voies pour l'innovation. Cet article synthétise neuf études qui ont tenté une analyse de ce type. À l'aide de méthodes d’évaluation mixtes, les études identifient les conditions institutionnelles qui expliquent les résultats, souvent insatisfaisants, obtenus par les petits cultivateurs, ainsi que les points d'entrée pour les modifier. Au lieu de le faire aux niveaux des exploitations ou des communautés, l'Analyse participative des systèmes d'innovation cherche à identifier à des niveaux supérieurs les acteurs, réseaux et mécanismes qui maintiennent ou peuvent modifier le « biais omniprésent à l'encontre du secteur des petits cultivateurs » en Afrique sub-saharienne.

Cuestionando “el prejuicio persistente” contra los pequeños productores africanos: identificando puntos de abordaje para lograr el cambio institucional

No existen muchas oportunidades de desarrollo dependientes exclusivamente del uso de tecnologías nuevas que puedan ser explotadas por los pequeños productores de África. El análisis del contexto institucional en el que éstos trabajan permite abrir nuevas vías para la innovación. El presente artículo sintetiza nueve estudios que realizaron dicho análisis. A partir del uso de distintos métodos de valoración, dichos estudios identificaron las condiciones institucionales que explican los resultados —a menudo insatisfactorios— obtenidos por los pequeños productores y señalan los puntos de abordaje para mejorar tales resultados. En vez de ser aplicado a nivel de parcela o de comunidad, el Análisis Participativo de Innovación de Sistemas procura identificar a aquellos actores, redes y mecanismos existentes a niveles superiores que pueden mantener o transformar el “perjuicio persistente contra el sector de las pequeñas parcelas” en el África Subsahariana.

Desafiando o “preconceito difundido” contra os pequenos proprietários africanos: identificando portas de entrada para mudança institucional

Os pequenos produtores africanos possuem poucas oportunidades que só podem ser aproveitadas com novas tecnologias. A análise do contexto institucional no qual eles trabalham abre novos caminhos para a inovação. Este artigo sintetiza nove estudos que visaram tal análise. Utilizando métodos de avaliação mistos, os estudos identificam condições institucionais que explicam os resultados, frequentemente insatisfatórios, de pequenos produtores, além de portas de entrada para modificá-los. Em vez dos níveis rurais ou comunitários, a Análise Participativa do Sistema de Inovação busca em níveis mais altos identificar agentes, redes e mecanismos que mantêm ou podem mudar o “preconceito difundido contra o setor dos pequenos produtores rurais” na África Subsaariana.  相似文献

ABSTRACT

Studies on Restorative Justice (RJ) ideology in school settings have largely focused on Western societies, to the neglect of African societies. This means that variables relevant to the Ghanaian setting that might be associated with RJ ideology have not been examined. The current study investigates the association between High School teachers’ Collectivism, Openness to Experience (OE), and their idea of Restoration. Analysis of data from 191 (Male = 128, Female = 63) teachers in Accra indicated that Collectivism and OE both predicted the idea of Restoration. This suggests that both Collectivism and OE are important resources that may help teachers embrace the idea of restoring a student offender to morally acceptable behaviour. Without the right political will to battle corruption, systems and institutions are put in place and tend to be façade and window dressing. Ghana, especially, in the new millennium has seen the proliferation of various institutions ostensibly to curb the phenomenon of corruption, yet its impact has only been marginal. This study adopts two models of corruption to critically assess the institutional development of Ghana since the Fourth Republican Dispensation and how these institutions have impacted the fight against corruption. The study adopts mainly secondary data and resources from the 1992 Republican Constitution, Acts of Parliaments and Legislative Instruments relevant corruption combat. An analysis of the corruption perception index of Ghana from 2000 to 2014 and other data portrays poor performance. What accounts for this phenomenon? Are there really demons who obstruct the spirit and letter of the institutions? Are the systems weak or the human elements (demons) rather stronger in adapting and outsmarting the institutions? The interaction between organizational superiors and their subordinates has a practical implication on the entire organizational life cycle in terms of ethical conduct. This study explores how ethics among public leadership could trickle down on the conduct of public employees by using two empirical cases from developing African countries context. Using the attraction–selection–attrition and social learning models, the study assesses how superiors influence street level bureaucrats' interaction with clients or customers. Drawing from existing cases and other secondary data, we propose a leadership‐ethical diffusion model that argues that subordinates' perception and experience of superiors' behavior tend to create a kind of organizational ‘ethical groupthink’, which spans the rank and file of the organization. The impact organisational reputation has on employee attitude is very crucial to the fortunes of any organisation, and employees are the fuel that runs the engine of the organisation, and it is believed that their attitude towards the organisation creates a positive performance for the organisation. This study, therefore, sought to determine organisational reputation and the impact on employee attitude by determining the contribution of employee in achieving the reputation of the organisation. The type of research design was a survey, and it relied on secondary information such as reviewing available literature and primary data through the dissemination of questionnaires. The findings suggests that employees contribute earnestly and effectively to organisations reputation, and this creates an enabling environment for creativity and growth, as employees see themselves as stakeholders who play part in the achievement of organisations reputation to the market. It was also revealed that when employees are taken for granted, they become dissatisfied and apathetic, which is likely to adversely affect organisational performance and goes a long way to drag the image of the organisation into the mud. It is recommended that employees' feelings are sought on matters that affect their lives and work, and they should work under conducive and healthy environments as this would give employees the feeling that their employers are concerned about their wellbeing, and this builds a positive attitude to work within employees who in turn work to achieve the goals of their organisation. The article argues that many of the issues that are causing trouble in the eurozone today had long been debated, but not solved, prior to the beginning of the so-called euro crisis. Three thematic examples are used to show this: the decade-long discussion surrounding economic convergence and the question of a transfer union; the dispute over the alleged use of financial mechanisms as a substitute for addressing structural economic weaknesses; and the development of European banking regulation and supervision before the creation of the single currency. Finally, the article argues that even though some of the features of today’s crises – in particular the debt and deficit issues – were outlined at the time of the euro’s introduction, some important recent developments such as the various new operations undertaken by the European Central Bank were not. This should command modesty and cautiousness in the analysis of the evolution of the euro crisis.  相似文献
