In light of changing global trends that connect women’s empowerment and development, this paper extends debates by exploring how projects aimed at empowering women in the Global South intertwine with diverse women’s lived realities in ways that complicate assessments of “success” or “failure.” The article begins by analyzing the incorporation of the concept of empowerment into mainstream development, demonstrating that the conceptual fuzziness of empowerment has allowed it to be associated with vastly different development strategies: some have interpreted it narrowly to promote self-help strategies whereas others have interpreted it broadly to promote structural change. The former has targeted women with “choice-enhancing” resources that are thought to have spillover effects; the latter tends to adopt a more holistic approach. In order to explore how these contrasting strategies affect women’s empowerment experiences and outcomes on the ground, this article then draws on comparative ethnographies of two microfinance non-governmental organizations (NGOs) that are emblematic of these diverging approaches. It finds that despite their differences, both spillover and holistic approaches lead to diverse and contradictory experiences that defy easy classification as “empowering” or “disempowering.” This finding reveals the advantages and limitations of relying on the concept of empowerment for evaluating development outcomes and raises questions about our ability to generalize about the effects of the varying approaches encompassed under the current feminization of policy. The analysis also suggests that we should adjust our understanding of women’s agency to include the agency women exercise when they transform, challenge, or reject empowerment projects themselves.  相似文献

The proliferation of nongovernmental organizations across the developing world has sparked discussions of the “NGOization” of civil society and concern that NGOs have become increasingly uniform and internally homogenous. This article explores the evolution of NGOs in Guatemala since the 1960s and finds that NGOs historically and currently respond in diverse ways to external pressures—adjusting their strategies and actively attempting to shape their environment. Comparing two microcredit NGOs, it finds in addition that old and new models combine in unique organizational contexts in distinct ways. These two findings suggest that diversity is likely to persist among NGOs.  相似文献

For approximately two decades, the federal regulation for third‐party election spending was the focus of repeated constitutional debate. However, with the 2004 Supreme Court decision in Harper v. Canada, a relative level of policy stability has been established. This stability permits us to evaluate the performance of spending limits according to the principles of the egalitarian model on which it is based. Using an original data set compiled from third‐party election advertising reports from the 2004, 2006 and 2008 federal elections, this article offers the first empirical analysis of this important election policy. A number of observations can be offered. First, third parties are not spending large amounts relative to spending limits. Second, despite legislative changes in 2006 banning all federal party contributions except those from individuals, there appears little strategic action by third parties in spending “around” contribution limits. During this three‐election cycle, third parties quite simply did not spend significant amounts. Current third‐party spending limits therefore appear to be situated comfortably within the expectations of the egalitarian model, though why third parties of all types spend so little remains in question.  相似文献

The transition to high school has been identified as a potentially difficult time in adolescents’ lives. Reductions in both academic and social functioning often accompany this transition. While these effects have been documented in urban youth, the move to high school has not been extensively studied in rural minority youth. Toward that end, the academic grades and substance use in ninth grade of 447 (184 male and 263 female) African-American adolescents from two rural counties in a state in the deep South were examined in relation to configurations of adaptation from sixth through eighth grade. Results indicate that individual with consistently positive patterns across middle school had higher grades and lower rates of substance use compared to individuals with persistent difficulties or those that transitioned to problem behavior. Many individuals who improved in their patterns of adaptation had relatively high grades, but also rather high rates of substance use in the ninth grade. David B. Thompson is a research associate at the Center for Developmental Science at the University of North Carolina at Chapel Hill. Her research interests include peer social relations and developmental transitions into early adolescence. Bryan C. Hutchins is a research assistant at the Center for Developmental Science at the University of North Carolina at Chapel Hill. He is also a graduate student in the Educational Psychology, Measurement, and Evaluation Program at UNC. His research interests include child and adolescent social development and school based emotional and behavioral interventions and prevention programs. Erin M. McDonough is currently a doctoral candidate in School Psychology at the University of North Carolina at Chapel Hill. She received her Bachelor of Arts degree in Psychology from Emory University. As a research assistant at the Center for Developmental Science, she has been able to explore her interests in student achievement as well as rural education. Through the story of a former rebel fighter, this article examinessome of the justice and reconciliation challenges in northernUganda today. While talks between the Lord's Resistance Army(LRA) and Government of Uganda have generated the best chancefor peace in the 20-year conflict, the International CriminalCourt's indictment of rebel leaders threatens this process.The rebels refuse to disarm if indicted; the Chief Prosecutorrefuses to withdraw indictments as he believes withdrawal willfoster impunity. To resolve this dilemma, local cultural andreligious leaders advocate adapting local justice and reconciliationmechanisms to the situation, arguing that these will both holdrebels accountable and achieve peace. However, little is knownabout local justice processes or their potential to foster reconciliationin war-torn northern Uganda. On the basis of participatory research(2004–2006) with war-affected persons, the article seeksto address this gap, illustrating the potential and limitationsof such locally relevant mechanisms.  相似文献

The present study tested whether theoretically derived risk factors predicted increases in body dissatisfaction and whether gender moderated these relations with data from a longitudinal study of 428 adolescent girls and boys because few prospective studies have examined these aims, despite evidence that body dissatisfaction increases risk for various psychiatric disturbances. Body dissatisfaction showed significant increases for girls and significant decreases for boys during early adolescence. For both genders, parental support deficits, negative affectivity, and self-reported dietary restraint showed significant relations to future increases in body dissatisfaction. Ideal body internalization and body mass index did not demonstrate significant relations to future increases in body dissatisfaction; peer support deficits showed a marginal relation to this outcome. Gender did not moderate these relations, despite adequate power to detect interactive effects.

In this article, we identify legal knowledge as a key difference between workers who desire workplace change and those who do not. Based on surveys with 121 day laborers, we find that not all day laborers are equally dissatisfied with their jobs, despite uniformly difficult working conditions. Some day laborers do not want to make any real changes to the day labor industry, while others desire a range of industry changes, from higher wages to greater government regulation and unionization. A key difference between these workers is their knowledge of employment law: Those who know the law are more likely to desire workplace change.  相似文献

At least one‐quarter of covered workplaces violated the parental leave requirements of the Family and Medical Leave Act of 1993 (FMLA) when surveyed in 1997. What explains this noncompliance? Using a survey of 389 U.S. workplaces and qualitative interviews with managers in 40 organizations, I demonstrate that noncompliance comes in distinct forms. Some forms of noncompliance result from a failure to update institutionalized—and gendered—policies, practices, and norms. This form of noncompliance (indicated by illegally short leaves) is better explained by the institutional perspective, while outright noncompliance (as evidenced by a lack of leaves) is best explained by rational choice and deviant culture theories.  相似文献
