探究民营银行发展之路

民营银行之争由来已久。中国的银行业不缺数量,缺的是结构,缺草根金融。该文回顾了民营银行艰难的探索历程,指出应科学界定民营银行经营范围和服务对象,消除制度障碍和现实阻碍,秉承先试点,后推广,循序渐进的发展思路,不断完善顶层设计,提升自身实力,让民营银行逐渐成长为金融体系中一支审要的力量。     

Public administration in hong kong: Crises and prospects

Current studies on Hong Kong public administration have overlooked three emerging crises of the administrative system -- the crises of mediocrity, the public service, and the metapolicy -- which may result in a complete collapse of the colonial regime. The analysis reveals the following. Firstly, operating within a paradoxical context, civil servants find it difficult to maximize their contribution. Hard pressed by the delimma of “to strive for excellence or to observe medicoirty,” many choose the latter. Thus, the overall performance of many Hong Kong public agencies and civil servants is unacceptable. Secondly, at the absence of a political theory which redefines the relationship between the political system and socio-economic system and thus the mission of the public service, many civil servants lack commitment to the public service and therefore the norm of medicority is reinforced. And thirdly, the government has reformulated its metapolicy in a way that system overloading is likely, thus making Citizen insubordination probable. It is conclusded that the future of Hong Kong is bleak and that remedial actions are awaiting: the first task is the quest for a new set of political ideology and public philosohgy; the next is reformulation of a new metapolicy, followed by forceful pulbic sector management reform.     

Local Governance and Local Democracy: The Barcelona Model

Using Barcelona as a case study, this article examines the relationship between local governance and local democracy. It begins with the terms of the debate and continues by identifying the context in which a particular model of governance arose in Barcelona. The article then looks at the extent to which governance fosters democracy, by strengthening the role of civil society organisations in government and creating new spaces of deliberation between the state and the citizenry. The final section examines the limitations of Barcelona's model of local governance in enhancing local democracy. The key finding is that the predominant role of the local council in facilitating citizen participation has as many strengths as it has weaknesses. In short, when participation becomes public policy it becomes a double-edged sword.     

Digging up Spain's past: consequences of truth and reconciliation

Over the last decade the issue of transitional justice has attracted considerable media and academic attention. Diverse countries including such high profile cases as Chile, South Africa and the former East Germany have attempted to grapple with the complex question of how to respond to human rights abuses committed under a previous regime. Transitional justice generally surfaces as an issue during democratic transition. It is less common for this issue of past human rights abuses to be raised when democratic transition has been completed and democracy is fully consolidated. The subject of this article, however, is Spain, where the human rights abuses committed during the 1936–39 civil war, and the long Francoist dictatorship that followed, have only recently come to the fore, a full quarter of a century after the transition to democracy. The article argues that the current struggle to recover the bodies of the disappeared, and their historical memory, represents a significant case which not only provides new insights into the particular democratization process in Spain but also provides more general lessons for other countries grappling with similar problems.     

Stuck in transition: electoral processes in Zambia 1991–2001

Zambia has held three multiparty elections since its restoration of democracy in 1991. This peaceful transition raised expectations of a smooth process towards democratic consolidation. But similar to experiences in other African countries and Eastern Europe, the Zambian democratic process has remained stuck in a ‘transitional zone’ between actual democracy and authoritarian systems. This article argues that Zambian elections fall short of the expectations of a democratic process due to the institutional uncertainty surrounding elections and the weakness of the Zambian Electoral Commission in particular. The continued uncertainty – of the rules and regulations guiding elections and electoral administration – has maintained the same party in power through three consecutive elections, despite an alarming economic record.     

From contention to social bargaining: labour unions and democratic consolidation in Spain

The main objective of this article is to examine how the links between trade unions and affiliated political parties of the left influenced the strategies of labour during the transition and the early years of democracy in Spain. It argues that political partisanship is a key factor for understanding the unions' strategies. After a period of intense labour conflict during the transition to democracy, labour mobilization decreased and Spain's unions and other social actors initiated distinctive processes of social bargaining, starting in 1979. The central argument is that the relationship of unions and political parties in the authoritarian and transition periods was a major factor in conditioning strategies in the post-authoritarian period. In the end, the consolidation of Spanish democracy has led to the strengthening of the main trade unions. Contrary to what happened in other historical periods they used this power to contribute to governability and the consolidation of the new democratic regime.     

试论我国深化乡镇管理体制改革的目标

明确当今中国深化乡镇管理体制改革的体制性目标,在当前不仅是乡镇机构改革探索中亟待解答的一个重大而现实的命题,而且是全面深化农村综合改革所要迫切完成的一项基础性与根本性任务,更是新农村建设整体推进的必然诉求。为此,本文提出了我国深化乡镇管理体制改革的基本目标与核心目标之范畴,即重构公共管理体制与公共领导体制。     

导入ISO9001:2000背景下地方政府绩效考核指标体系述评

地方政府在导入ISO质量管理体系的背景下,其绩效如何考核?国际标准化组织设计了一套完整的指标体系,包括"好政府的制度发展、经济的可持续发展、全面的社会发展和环境的可持续发展"等四个维度。本文对这套指标进行了介绍,并结合中国的具体情况进行了分析,目的在于为地方政府导入ISO质量管理体系进行理论上的指导。文章认为,导入这套指标体系符合我国建设和谐社会和落实科学发展观的要求,有利于促进政府职能转变,有利于解决当前我国的社会问题。因此,它在我国具有相当强的可适用性。     

基于GEM模型的资源型企业可持续发展障碍因素分析

资源型企业可持续发展对于经济生产和生态保护具有重要意义。本文以GEM模型为分析框架,探讨了我国资源型企业可持续发展的障碍因素;通过进一步对各个因素的理论分析,找出了影响我国资源型企业可持续发展的"瓶颈";最后,针对我国资源型企业可持续发展的现状,提出相应的对策与建议。     

美国注册会计师行业监管制度变迁及其启示

向国际惯例靠拢是研究制定我国资本市场监管机制的一项重要指导思想,也是我国审计规范建设的一项十分重要的目标。本文回顾了20世纪70年代以来美国对会计职业管理体制的两次变革,分析了1984年的《美国统一会计师法案》与2002年《萨班尼斯—奥克斯利法案》的立法过程,以期为完善我国注册会计师行业的监管提供一些有益的启示。
