This article examines state welfare policy choices since thepassage of the Personal Responsibility and Work OpportunityReconciliation Act(PRWORA) of 1996. IT argues that neither priorpredictions nor existing explanations of welfare policymakingfully capture the realities of reform. Using data from nationalstudies and comparisons of policymaking in six states, thisstudy demonstrates that diversity, not uniformity, characterizesstate responses to devolution. Accounting for these choicesrequires an understanding of the context of policymaking. Conventionalanalyses of welfare reform have ignored the institutional structuresthrough which policy is formulated and thus miss an importantdeterminant of choices: the actions of administrative officials.Analyses that ignore institutional settings, and the actionsof administrators within such settings, will continue to missmuch that is crucial to our efforts to understand policy decisions. 相似文献

This paper uses cross–national data for 21 OECD nations to examine whether there is evidence of a connection between measures of political and fiscal decentralization and the major, long–term, performance parameters of the post–war political economy. Findings of what is necessarily an exploratory analysis of a wide range of policy outcomes suggest that federalism and the proliferation of constitutional veto–points have inhibited the expansion of the socially protective state and that a low level of fiscal centralization appears to have restrained post–war inflationary pressures and gone along with higher rates of post–war economic growth. In this study, long-term trends in joint parent-child television viewing are taken as prototype for developmental changes of the parent-child relationship during adolescence. To describe and compare trends of television coviewing in different configurations of family members, trajectories of daily television viewing, tmeasured with Nielsen-type people meters over a time period of three years, were analyzed using time series methods. The findings show the transferability of hypotheses about general developments in relations between the generations on coviewing behavior of adolescents aged 14–16 with their parents to predict differential declines in the four parent-child dyads.Received Ph.D. from Free University of Berlin in 1976. A crisis in leadership, political instability and extreme state control of natural resources has marred Africa’s economic development over the years. these negative extremities paradoxically exist amidst a copious and generous endowment of abundant and diverse natural resources. State actors dominate the political scene, clamping down on any form of opposition to their hegemonic rules. they appear to seek to change leadership, often unconstitutionally, not for the wider benefit of the society, but to satisfy their selfish and narrow interests. The illegitimacy of the mode of change generates feelings of insecurity that compel such leaders to want to perpetuate themselves and their cronies in office. In order to finance their costly security requirements or manage the crisis they might have created, they fall back on state resources, exploiting them unsustainably to generate income and foreign exchange without channelling such earnings towards state development. this article reviews the development trajectory and challenges facing political transformations in post-independence Africa. Africa’s development stalemate is blamed on the tragedy of self-inflicted and constantly erupting political crises; failure to raise investment capital from abundant natural resources; and limited capacity of states to provide the necessary infrastructure for development. The injury patterns resulting from fatal high (?3 m) free falls have previously been documented in clinical and medico‐legal contexts; however, details relating specifically to the skeletal blunt force trauma (BFT) have been limited. This study aimed to augment what is known of the skeletal fracture patterns resulting from fatal high free falls. Skeletal trauma was analyzed from full‐body postmortem computed tomography scans of 95 individuals who died following a high free fall. Fracture patterns were documented using the five general anatomical regions, axial and appendicular regions, and postcranial unilateral and bilateral regions. Patterns were analyzed in the context of the extrinsic and intrinsic variables that may influence fractures using multiple logistic regression. Fracture patterns involved all aspects of the skeleton, with 98.9% exhibiting polytrauma, and were influenced primarily by the height fallen, manner of death, and landing surface. This improved understanding of fracture patterns will augment anthropological interpretations of the mechanism of BFT in cases of suspected high falls. 相似文献

Despite the rising crime rates on U.S. university campuses, few empirical studies—either quantitative or qualitative—have examined the rate of fearfulness among college students. The present analysis supplements previous efforts by exploring racial effects on college students' feelings of fearfulness and determines the influence of individual characteristics on white and nonwhite students' fear of crime. Using cross-sectional data from a large public university in the United States, results show that nonwhite students have greater levels of fear of crime on campus than their white counterparts. Moreover, gender and perceived police effectiveness also influenced students' levels of fear of crime. The effects were true for both white and nonwhite students. 相似文献

Police legitimacy is crucial to the maintenance of law and order in any society. In communities marred by high instances of societal manifestations of dysfunction, tenuous legislative frameworks, poradic implementation, and dismantling of crime fighting strategies, there is greater emphasis placed on quick-fix crime fighting solutions and policing initiatives. The focus is placed primarily on what police officers are mandated to do as opposed to practical applications underscored by systematic hindrances to professional practice. Examining interview data from a pilot study on police fear of crime in Trinidad and Tobago, this study is intended to explore connections between police perceptions about personal powerlessness and the exercise of state power. Here we examine the discourses of N = 12 senior police officers with an average of 22.83 years of service to attain a preliminary understanding of instances presenting a conflict between professional practice and perceptions of self-preservation. The findings suggest a need for officers’ constant consideration of the repercussions of professional competence and the need for continued navigation of blurred constructions of police legitimacy and subjective determinants of criminality against a backdrop of acknowledged personal powerlessness. 相似文献
