This paper Compares and Contrasts the Australian and Scandinavian welfare states with a view to demonstrating that, whilst the extent of welfare expenditures and the instruments of social policy vary quite markedly in these countria, policy outcomes in terms of levels of inequality and poverty and social protection are much more similar. In the course of this comparison. the paper casts serious doubts on the usefulness of both the prevailing paradigms for evaluating welfare state performance: measures of expenditure effort and measures of welfare decommodification. Instead. it is argued that welfare state performance can only be properly assessed, as Richard Titmuss pointed out many years ago, by evaluating the impact of fiscal and occupational welfare in addition to the extent and character of the explicit expenditures of the state. When we broaden our conception of social policy in this way. Australia appears much less of a welfare state laggard than it is often taken to be and the oft mooted Scandinavian claim to welfare superiority is. perhaps. rather less compelling than is sometimes argued. 相似文献

Abstract: This article argues that obligatory, simultaneous, and simple Treaty ratification by referenda is the next step in the consolidation of the political core of European citizenship. In the first part, general remarks about the special nature of EU citizenship highlight the relevance of referenda on EU Treaties for EU citizenship. In the second part, the normative and empirical case in favour of direct democracy is put forward. It is followed by the assessment of direct democracy in European integration as we have known it so far. The practice is irreversible and gaining in momentum. But it is in need of substantial reform due to procedural dysfunctions and discriminatory consequences for the citizens. Section V relates this result to a legal analysis of EU citizenship. The suppression of the discriminatory consequences of the Treaty ratification procedure is necessary from a legal point of view, but it cannot be expected from the ‘judicial incrementalism’ that has characterised the development of EU citizenship regarding free movement and residence. In section VI , the conclusions of the previous sections are drawn into the final proposal of obligatory, simultaneous and simple Treaty reform by referenda in all Member States. A number of governments in the 1960s and 1970s pursued the goal of equal access to legal services by establishing publicly funded legal aid schemes. Some societies also promoted Legal Expense Insurance (LEI) to fill some of the gaps in legal aid. The recent trend to small government means many societies are keen to experiment further with legal services policy. This article examines one such experiment in Sweden where reforms included major cuts to public legal aid and requiring most people to rely on private LEI. But how well does this policy mix promote equal access to legal services? And are there lessons for other societies? In this article I describe and assess the policy remix.
