Violent political revolt has been common in independent Uganda. For a long time, such revolts were exclusively expressed as rural-based rebel groups fighting the government. Since the mid-2000s, however, this seems to have come to an end. Instead, urban riots, very rare in the past, have become much more common. This article analyses these changing patterns of types and location of violent political revolt in Uganda under the National Resistance Movement government. It argues that the earlier prevalence of rural rebellions can be explained by the combination of a coercive and militarised state, and weak and ethnically factionalised political forces who took their violent resistance to rural regional bases. Over time, however, government counter-insurgency became more effective and the conditions for insurgency were undermined by withdrawal of external support. Furthermore, the reintroduction of multi-party politics in 2005 opened up new avenues for political expression. The changes to the political system were, however, more nominal than real in many respects. While the rebel option had become less attractive and feasible, a series of social, economic and political grievances remained which were only partly channelled through party politics. They also found expression through sporadic urban violent revolt.  相似文献

In this introduction, we review the literature on intellectual property rights and access to medicines, identifying two distinct generations of research. The first generation analyzes the origins of new intellectual property rules, in particular the World Trade Organization’s Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), and the significance of TRIPS to developing countries. The second generation examines national-level experiences, as countries adjust their laws and practices to conform to TRIPS. Based on the insights provided by the articles in the special issue, we contribute to the second generation by considering a pair of overarching sets of issues. First, we highlight the domestic political challenges that affect how countries go about implementing their new obligations under TRIPS. We argue that alliances and coalitions are necessary to underpin the use of policy instruments designed to conform to TRIPS while taking into account local conditions and needs, and we present insights that allow us to understand why alliances and coalitions are difficult to construct and sustain in this area. Second, we explain why policies that many countries adopt in response to TRIPS often do not generate their desired or intended outcomes. In the last section of the introduction, we review the articles that appear in this special issue.  相似文献

The Singapore Statement on Research Integrity, articulated during the 2nd World Conference on Research Integrity in 2010, encompasses principles that apply to all research endeavours, including the various disciplines that comprise the field of forensic science Singapore Statement on Research Integrity (2010) (https://wcrif.org/guidance/singapore-statement). Cases of research misconduct and breaches of research integrity in any field undermine the trustworthiness of research and make it difficult if not impossible for others to rely upon and replicate research results. Moreover, problems in the research environment, whether in the academic, public, or private sector, can include bullying and harassment, discrimination, abuse of power and corruption, as well as competitive pressures related to employment and status.  相似文献

Postmortem stability of DNA   总被引:11,自引:0,他引:11
High-molecular-weight DNA was recovered postmortem in sufficient quantities from various human organ tissues as well as from blood, although not all organs were equally well suitable. Good DNA stability was found in brain cortex, lymph nodes and psoas muscle over a period of three weeks postmortem. Spleen and kidney showed good DNA stability up to five days postmortem but after longer periods, rapid degradation was observed. Yields of DNA from blood were not consistent because of the non homogeneity of samples. Blood clots were rich with DNA. Generally, the amount of degraded DNA correlated directly with the duration of the postmortem period. However in some cases, DNA degradation was already prominent after a short period. However in some cases, DNA degradation was already prominent after a short period. Case histories showed that high environmental temperature at the site of death and/or infectious diseases prior to death were the main factors for rapid autolysis. Gradual disappearance to complete loss of the long fragments (15-23 kb) was observed in DNA fingerprinting using the minisatellite probe 33.15. No extra-bands were noted, thus excluding erroneous conclusions. However, evidentiary value of older samples was lower.  相似文献
