Wildland fires constitute a major crisis in American environmental policy, a crisis created by a longstanding policy failure. This article explores the political processes that generated and reinforced this policy failure over time. The concepts of bounded rationality, punctuated equilibria, and self- reinforcing mechanisms are applied to study the evolution of American wildfire policy between 1905 and the present. This study finds that a self-defeating wildfire suppression policy was established in the period 1905 through 1911, and subsequently reinforced for more than five decades. This policy did not include a complementary program to counteract the gradual accumulation of flammable organic materials (fuels) that occurred in many ecosystems when fires were suppressed. The resulting fuel accumulations have greatly increased the risk of damaging, high-intensity wildfires in a range of American wildlands. A combination of fire suppression and fuel reduction programs will be needed to manage this risk in the future. 相似文献

This paper examines the issue of harmfulness of tax competition commenting on issues like welfare, growth, redistribution,
harmonization and individual freedom. A simple game theoretical ap
proach is formulated, where for the first time the two players start from unequal initial conditions, thus influencing strategy
and outcomes. Next we propose the new criterion of Optimal Tax Area under which the possibility and feasibility of tax harmonization
is examined. The policy implication of our paper is that we do not expect harmonization for direct taxes like corporate taxes
in the EU in the near future and if so, harmonization of corporate tax rates on low levels. We conclude that both more theoretic
research and empirical evidence are needed before we can answer with certainty whether tax competition is harmful or not.

Although 'Law in Context' is a well-known motto for law-and-society scholarship, the idea could benefit from closer examination. This paper introduces a principle of `fidelity to context' and suggests that contexts may be transcended by invoking general purposes and principles. These issues have special relevance for contextual analysis of free speech, academic freedom, and other rights and responsibilities. Amid a period of increasing political anxiety generated by the BSE crisis, the Irish Government sought to replace a confusing medley of food regulations with a single agency responsible for regulating food from the 'farm to the fork'. Presented as a radical departure from a regime previously discredited, its remit would be to redefine the relationship between risk assessment, management and communication. In this context, the paper puts forward three principal arguments. First, that while the Minister for Health and Children was keen to extol both the scientific credentials of the agency, and the importance of shifting regulatory responsibility from the Department of Agriculture and Food (DAF) to the Department of Health and Children (DOHC), what remains novel is the manner in which reform has managed to retain political access for influential agri-business interests. Second, that any reform undertaken should be fully cognisant of the international agreements between the European Union and the World Trade Organisation which extended further a free market in food trade. The agency's institutional architecture therefore was framed with the intention of restoring market confidence without threatening the habitat of those multi-national companies that occupy this arena. Finally, that the role of science (and risk) in food regulation has altered. Under the policy of direct certification for free school meals, school districts use information shared by state agencies about household eligibility for means‐tested programs in the state in order to determine the potential eligibility for free meals of students enrolled in the district. This information allows districts to automatically approve students in these eligible households for free meals without requiring the household to complete the application process. This paper examines the impacts of direct certification on students' likelihood of becoming certified for free meals, using data from a national survey of school food service directors as well as statelevel administrative data on program participation. A state‐level fixed effects model is estimated to account for the possibility of selection bias. The key finding is that direct certification leads to a statistically significant increase in the number of children getting free school meals. More generally, this finding highlights a promising approach for improving access to means‐tested programs without compromising program integrity. © 2008 by the Association for Public Policy Analysis and Management. 相似文献
