In late twentieth-century federal systems, provinces and stateshave sought greater autonomy because of economic neglect, distinctivenessof society and political culture, administrative inefficiency,and local efficacy. This article examines both structural andpolitical avenues to autonomy in six stable democratic federalsystems. In general, structural attempts to increase provincialor state autonomy in federal systems are found wanting. Becauseamendments to federal constitutions require extraordinary majoritysupport, they tend to centralize power. Referenda may be usedto retard centralization only under exceptional circumstances.Secession has been a successful strategy in only a small numberof cases. Political strategies, such as judicial interpretationof the constitution and conferencing, have been somewhat moreeffective; but political system characteristics impose restrictionson their use. Two types of decentralization that apply universallydevolutionand deconcentrationappear to enhance powers of subnationalunits. However, they require significant facilitating conditionson the national plane. The article calls into question the practicalvalue of structural arrangements, suggesting that alternatepolitical strategies sometimes produce more decentralized effects. 相似文献

Policies directed at alleviating poverty rest on a set of assumptions regarding the demographic composition of the poor and the psychological dispositions of poor individuals. Evidence from a long-term study of a representative sample of low-income individuals shows that poverty is very widespread but not usually very persistent, and that the characteristics of the persistently poor do not conform to the conventional wisdom. Furthermore, the economic status of the poor does not appear to have been caused by psychological dispositions. Intergenerational data from the same study show generally weak links between the poverty or welfare status of parents and that of their children. Public policies for dealing with poverty can be properly devised without attempting to resocialize poor people and without undue concern that poverty programs will generate dependency among the majority of those they help. 相似文献

Runaway behavior has been viewed as a psychopathological problem by many. However, a review of the available research literature questions this perspective. An examination of the reported psychological profile of runaways suggests no clear relationship between personality and runaway behavior. Further, a multiplicity of factors can be noted which are potential causal agents for running away. These factors range from sociocultural values to school problems. Runaway research is shown to be methodologically limited by several factors, but the data are suggestive. Also, the authors conclude that future research on this growing social problem might utilize an “alternative values” or “deindivuation model” in generating testable hypotheses about runaway behavior. 相似文献

There has been an historic transition through which Type I terrorism and Type II terrorism are being combined. Type I terrorism consists of acts that attempt to impose terror by individuals or small groups on other individuals and groups, and through them indirectly on their governments. Type II terrorism is the imposition by governments on individuals or on groups of local or foreign populations, e.g., the use of atomic weapons, poison gas, Nazi camps for genocide. The new type of terrorism—Type III—has all the components for success. The article deals with how this new terrorism disrupts personal and historic memory through large‐scale catastrophe organized for that purpose. It is pointed out that this type of terrorism is met with self‐protection on the conscious level and has very little psychic cost on the perpetrators. Type III terrorism results from states disseminating high‐level technology. Target nations will not have open to them the conventional responses and will have to devise new methods.
