Resource Material for Ethical Psychological Assessment of Symptom and Performance Validity,Including Malingering

The present paper offers resource material for evaluation of malingering, response bias, and symptom and performance validity. The material mostly consists of noncontroversial, paraphrased excerpts from relevant consensus statements, guidelines, codes, books, and articles. The five principles of the American Psychological Association (APA) ethics code were used to integrate the material. In addition, five other principles were needed (e.g., on science). The companion article on a new consensus statement on the ethical use of symptom and performance validity written for the Association for Psychological Advancement in Psychological Injury and Law (ASAPIL) in the journal Psychological Injury and Law (PIL; Bush, Ruff, & Heibronner, 2014) was instigated by and written partly based on the resources described in the present paper. The resources offered in the present paper are divided into the following sections: I. Malingering; II. Related Terms; III. APA Ethics Code; IV. Other Ethics Guidelines; V. Practice Guidelines; VI. Assessment Guidelines; VII. Other Ethical Sources; IX. Biases, Fallacies, Errors; X. Prior SVT-M/PVT-M Statements; XI. A New Ethical Model of Ten Principles; and XII. Instrumentation, and followed by Conclusions. The ten principles of the present ethical guidelines could be used to help revise the APA ethics code. The companion statement constitutes a major advance in the field and the present resource material facilitates its use.     

Coalition Governments Versus Minority Governments: Bargaining Power, Cohesion and Budgeting Outcomes

Recent empirical work investigating the role of minoritygovernments in the selection of fiscal policies has shown thatthe majority status does not affect the budget size. Thispaper presents an analytical framework which accounts for thisresult. It combines a government formation game and a budgetgame involving cabinet and parliament. A general indifferenceresult applies. An exogenous shock to the bargaininigenvironment which absorbes the cohesion of the governmentincreases the demand for expenditures. At the same time theconditions for the formation of a minority government arefulfilled. If the formateur is strong, a minority governmentcan be a device for cutting expenditures.     

The Reparations Debate

This paper examines the reparations question from the perspective of its role in the post-1924 period. Particular attention is paid to the work of Albert Ritschl on the reparations regimes between 1924 and 1934. He stresses the competition between Germany's public and private debts and the importance of Germany's role as a sovereign debtor that could not commit national suicide by fulfilling its obligations at any social and political price but that sought to maintain its credit by giving primacy to its private obligations at the expense of reparations. There was some learning from the past after 1945. The London Debt Agreement of 1953 precluded a conflict between private and public debts by an exclusive concentration on private debts and the restoration of German credit.
