Abstract. The energy crisis has produced a confrontation between the federal government and the Canadian oil industry which has significantly reduced the latter's autonomy. This article postulates three hypotheses, which are then explored in the context of the energy crisis: that pressure group influence declines during a crisis situation; that if the crisis necessitates federal-provincial negotiation this tendency is accentuated; and that when facing a serious threat from government action the group under attack will seek to exert its influence as widely as possible. The article goes on to examine the oil industry's various channels of influence — the Senate, the Alberta Conservative caucus, the Alberta Liberal party, informal contacts with Alberta politicians, the Technical Advisory Committee on Petroleum Supply and Demand, and others and concludes that these were inadequate for serving the industry's objectives during the crisis. The speed at which events unfolded during the crisis and the consumer concern that arose led the federal government to respond rapidly, with little advance consultation with the industry or the producing provinces. In the federal-provincial Confrontation that ensued, the industry was excluded from a significant decision-making role. It will now seek to exert more public pressure on the federal government, but it must do so within a new set of rules under which the various levels of government will be more intimately involved in its activities. We hope to stimulate more systematic research on all areas of legal integration by making available for free and open use a comprehensive data base on preliminary references in EC law. The Data Set, which has been under construction since 1996, is now online at various websites. The data are not publicly accessible elsewhere. In this article, we provide a brief summary of the data base and its potential uses. We begin by introducing the main features of the Data Set. This article provides a case study on embedding employability skills into law courses at one higher education institution. The aim of the project was to further embed employability skills within curriculum delivery as part of a holistic student skills development strategy. The authors used the four-stage process, suggested by the Higher Education Academy’s Framework on Embedding Employability in Higher Education to design the project: defining employability, reviewing and mapping current employability skills, prioritising actions and measuring impact. The authors draw out three ways in which the project has wider potential relevance. From an educational theory perspective, the project represents a way to embed employability skills in a Framework for Higher Education Qualifications level appropriate way, through reference to Biggs’ taxonomy of learning. For higher education institutions, the project is particularly topical in light of the rapidly changing regulatory landscape that is becoming increasingly skills focused in nature. It is suggested that embedding employability in law courses now will assist future institutional engagement with the potentially new route to qualifying as a solicitor through the Solicitors Qualifying Examination. This article provides a review of the history of jihadi foreign fighters in Afghanistan over the last 30 years. It details the post-9/11 period and the invasion of Afghanistan by U.S. forces, focusing on the ethnic origin of the foreign fighters and how different groups engaged in different aspects of the conflict. This study examines the effect of fiscal decentralization between states and their local governments on the financial condition of municipal governments. There are strong theoretical arguments on both sides of the federalism debate about the benefits for and against decentralization. Most of the research in this area investigates economic and social welfare consequences of fiscal decentralization. There is limited research, however, on the effects of fiscal decentralization on the financial health of local governments. The period of tenure of Anthony Eden and Yvon Delbos as the foreign ministers of their respective countries coincided with a remarkable improvement and convergence in Anglo–French relations. This was no accident. Both men had similar ideas in relation to the challenges confronting Britain and France in international affairs. Neither wanted really close relations with Soviet Russia and both supported non-intervention in the Spanish Civil War despite their growing concern over German and Italian intervention. Delbos was highly critical of Mussolini's Italy and was firmly opposed to a Franco–Italian rapprochement while Eden, having originally given the Duce the benefit of the doubt, came to distrust him and to oppose even conversations with Italy without prior concessions, such as the withdrawal of Italian volunteers from Spain. A review of recent quantitative studies on the International Monetary Fund reveals that much of the conventional wisdom is
incorrect. Recent studies have demonstrated a new degree of methodological rigor, have drawn more heavily upon insights from
political science, and have asked a number of new questions. We review studies of participation in IMF programs, design of
IMF conditionality, implementation and enforcement of IMF conditions, conventional program effects and catalytic effects.
At every stage, we find substantial evidence of the influence of major IMF shareholders, of the Fund’s own organizational
imperatives, and of domestic politics within borrowing countries. We conclude that very little is known with certainty about
the effects of IMF lending, but that a great deal has been learned about the mechanics of IMF programs that will have to be
taken into account in order to obtain unbiased estimates of those effects.
