Abstract

Alas there has been no serious effort to sponsor research in the field of cultural relations. Because governments and other major bodies concerned with funding cannot see any obvious application or “pay-offs” for such investigations, they simply have not been carried out. (Mitchell 1986)

Public transit and the spatial distribution of minority employment: Evidence from a natural experiment

A recent expansion of the San Francisco Bay Area's heavy rail system represents an exogenous change in the accessibility of inner‐city minority communities to a concentrated suburban employment center. We evaluate this natural experiment by conducting a two‐wave longitudinal survey of firms, with the first wave of interviews conducted immediately before the opening of service, and the second wave approximately a year later. Within‐firm changes in the propensity to hire minority workers for firms near the station were compared with those located farther away. Also estimated was the effect of employer distance to the new stations on changes in propensity to hire minorities. Results indicate a sizable increase in the hiring of Latinos near the new stations, but little evidence of an effect on black hiring rates. © 2003 by the Association for Public Policy Analysis and Management.     

A Liberal Marxism? Mutual Care,Global Humanity and Minimum Utopia

This article surveys The Norman Geras Reader: ‘What’s There is There’, a recent collection of the work of Norman Geras, edited by Eve Garrard and Ben Cohen. The article explores the relevance of Geras’s attempted reconciliation between liberalism and Marxism to some of the key issues confronting the contemporary left: foreign policy and the failures of humanitarian intervention and non-intervention; internationalism and the necessity for solidarity across borders in an age of nationalist populism; left approaches to totalitarianism and antisemitism; the possibilities and limitations of alternatives to and critiques of liberal capitalism; and the reinvigoration of utopian imaginaries and the futures they promise. It suggests that important lessons for the left can be unpicked from the contested legacy of the ‘decent leftism’ Geras represents, where reapplied in the wake of new political and diplomatic challenges.     

Editorial introduction: international marriage,rights and the state in East and Southeast Asia

The dramatic increase in intra-Asia cross-nationality marriage is a distinct, yet relatively under-researched, aspect of globalization and regionalization. Most existing research focuses on individual experiences of international marriage, but articles in this issue are intended to examine the politics of legal recognition: namely, how states categorize, legitimate and de-legitimate various intimacies, and how gender, religion, nationality and class play their roles in this process. More specifically, the articles address the following four themes: (1) the links between the institutionalization of marriage and ideologies of family in the process of nation-building; (2) the coexistence and conflicts between different legal systems vis-à-vis marriage and the related social implications; (3) gender and its implications for access to citizenship; and (4) recent policy changes in nationality laws and the reconstruction of ‘national identities’ in the transnational context. Thus, collectively this volume deepens our understanding of citizenship issues in East and Southeast Asia by teasing out how, in the case of foreign spouses, membership of a nation is determined legally, politically, culturally and socially.     

Family values reconsidered: a response

Abstract

It is wonderful to receive so much careful attention. But it’s also frustrating. Each paper poses important questions, and between them they cover a wide range of issues. It is challenging, on such big topics, and in so few words, simultaneously to set the record straight, to identify the various objections posed by our critics, and to respond to them in a way likely to advance our collective understanding of the issues. Still, here goes.     

The 3rd Scheme between Secularism and Religion

Muslim societies and Islam in the West are in need of an anthropological shift in Islamic thought. Global regimes abuse the religious argument for the purpose of obedience towards totalitarian rule. Hence, Islam as a kind of regal religion becomes the basis for the violation of the ethical standards it stands for: peace, justice and security. However, the contingent situation between religious and secular world-views requires new pragmatic approaches in terms of conflicting assumptions of authority. The Koran entails some intriguing answers to this challenge that deserve further attention.
