Seeing eye to eye: organizational behaviour,brokering and building trust in Tanzania

The focus of this article is organizational behaviour in and around the private sector in Tanzania at a time of transition through liberalization and the promotion of private sector activity; how the private sector has re‐emerged in the very recent past; how it operates as a group or, more accurately, as a set of groups, and the relationships between its component parts and with other development organizations (notably public actors: the state and aid donors). Within this framework our interest is in how organizational behaviour is mediated and trust is built through the brokering of relations between different organizations which intersect the public and private (and what this means for the public sphere). The article assesses the usefulness of a three‐level framework for analysing organizational and institutional transformation, shows that some tentative but modest change is occurring, and that a range of incomplete but positive political processes are happening. Agency Costs in Environmental Not-For-Profits

We examine the behavior of not-for-profits using utility maximization. This leads to testable hypotheses regarding the costs of agency associated with the activities of not-for-profits. Our tests are similar to those previously employed regarding not-for-profit objectives, but our interpretation is different. Our empirical test uses data on environmental groups. Unlike previous studies biased toward a finding of service maximization, we account for endogenous explanatory variables. A weak statement of our results is that managers of environmental groups derive positive marginal utility from expenditures for purposes other than providing services. There may also be empirical support for a stronger conclusion.     

Engaging International Data in the Classroom: Using the ICB Interactive Data Library to Teach Conflict and Crisis Analysis

The challenges of teaching quantitative research methods in international relations are well documented. The key to igniting interest and engaging students lies in creating a participatory learning environment in the classroom. This article discusses these challenges and describes a new piece of software that may be helpful in that regard. The ICB Interactive Data Library , or the ICB Library for short, enhances access to the information available in the ICB data by organizing it into an interactive software package (Brecher, Hewitt, and Wilkenfeld, 2000). The ICB Library is an especially valuable teaching tool because it allows students to easily access the resources from a major data collection project which, in turn, exposes them to the challenges and opportunities offered by quantitative research in international relations. After describing the ICB Library , this article will discuss how it can be used in the classroom via problem-based learning techniques.     

The Comunidade dos Países de Língua Portuguesa at 20 years: An impact assessment

Established in 1996, the Comunidade dos Países de Língua Portuguesa – Community of Portuguese-Speaking Countries – set out an ambitious agenda to both protect and promote the Portuguese language worldwide and to pursue a range of multilateral initiatives of importance to its members. Rigorous, independent evaluation of the CPLP‘s role and impact has yet, however, to appear. This study moves some distance towards remedying this gap through evidence-based assessment of the enduring objectives of the organisation. It concludes that, while significant advance has occurred in specific respects, progress has been elusive in others. Moreover, such progress has tended to materially benefit specific members of the coalition somewhat more than others.
