Campaign finance contributions may influence policy by affecting elections or influencing the choices of politicians once in office. To study the trade‐offs between these two paths to influence, we use a game in which contributions may affect electoral outcomes and signal policy‐relevant information to politicians. In the model, a campaign donor and two politicians each possess private information correlated with a policy‐relevant state of the world. The donor may allocate his or her budget to either an ally candidate who has relatively similar preferences or a moderate candidate whose preferences are relatively divergent from the donor's preferred policy. Contributions that increase the likelihood of the moderate being elected can signal good news about the donor's preferred policy and influence the moderate's policy choice. However, when the electoral effect of contributions is too small to demand sufficiently high costs to deter imitation by groups with negative information, this informational effect breaks down. 相似文献

Although a considerable amount of thoughtful scholarly research on state crime has been conducted and published, researchers have failed to assemble a comprehensive model of the process and reactions that begin after state crime has occurred and been detected. This article outlines a heuristic model that presents the major political actors that participate in this process and the relationships that can develop among them. In order to create the model, research that has been conducted on state crime is reviewed and integrated, difficulties with this work are analyzed, and recommendations about future research that can be conducted using the model are made. 相似文献

Policy innovation is a significant challenge for the public sector. This article illustrates its magnitude through a case study of the National Innovation Summit. The article concludes that the Summit represented an elaborate process of search and engagement that sanctioned an outcome that was, in most respects, largely pre‐determined. Its outreach and deliberations served the political purpose of mobilising industry and media attention and communicating the government's commitment. But there is no evidence that it exercised any substantive influence on policy development. The obstacles confounding any other outcome are considerable. Strategic thinking is inhibited by various organisational factors including lock‐in to a present successful strategy, the constraints on policy choices associated with multiple veto points and the need to maintain medium term fiscal and policy discipline across a wide range of agencies and claimants. Little is known about the social networks of homeless youth in emerging adulthood despite the importance of this information
for interventions to reduce health risks. This study examined the composition of social networks, and the risks and supports
present within them, in a random sample of 349 homeless youth (33.4% female, 23.9% African American, 17.7% Hispanic) between
the ages of 18 and 24. Social network members who were met on the street were among the most likely to be perceived as engaging
in risky sex, as well as to engage in substance use with the youth. Youth were more likely to count on relatives and sex partners
for support compared to other network members, but they also were more likely to use substances with sex partners and perceived
them as engaging in risky sex. Interventions may need to recognize the importance of intimate relationships during the developmental
stage of emerging adulthood by enhancing supportive bonds and reducing substance use and risky sex in these relationships. 相似文献

Intercommunal, socio-economic, and political relations in the North Caucasus have historically revolved around access to this mountain region’s prized pasturage and scarce farmland. Given the centrality of the land question in the North Caucasus, it is unsurprising that historiography on land relations in the region has been highly politicized. This article examines how indigenous writing on the history of land relations in the central Caucasus – a region inhabited by today’s Kabardians, Balkars, Ossetians, Ingushes, and Karachais, and dominated by the princely confederation of Kabarda before the tsarist conquest – has been subject to wide revision in response to changes in local and national political dynamics and the emergence of ethnicized identity politics. In the late-imperial and early Soviet periods, Karachai, Balkar, and Ossetian elites-cum-historians, writing for an audience of imperial policy-makers, crafted histories to influence state policies toward land reform. By the 1930s, historians from the region tailored their histories of land relations to the prerogatives of Soviet nationality policies. The ideas contained in these histories impacted the construction of national identities in the Soviet period. Post-Soviet Karachai and Balkar intellectuals, seeking to establish new post-colonial national histories for their peoples, have reinterpreted the history of land relations in order to depict their ancestors as independent of Kabarda’s land-based dominance. This revisionism is part of the struggle of the Karachais and Balkars against their historiographical erasure, which was a product of the exclusion of the Karachais and Balkars from the family of Soviet nations during their deportation and exile to Central Asia from 1944 to 1957 and their subsequent political and cultural marginalization. 相似文献

AbstractThe Internet has been widely acknowledged as facilitating many forms of youth offending. Existing research has identified important drivers of young people’s involvement in online crime, yet this has overwhelmingly relied on school or college samples. As such, it tells us little about those young people that have left the formal education system—a group who are more likely perpetrators of juvenile crime more generally. Focusing on young people’s involvement in online piracy offenses, our analysis draws on data from a nationally representative survey of England and Wales to better understand the dynamics of involvement in online crime across the population. We assess the potential overlaps between online and offline offending, the role of differential association and deviancy neutralization techniques in shaping offending behavior, as well as the protective effect of strong family support networks in reducing involvement in piracy. We find that illegal downloaders tend to be young, male, and have a higher number of delinquent friends. We also find that many of these offenders do not confine their offending to online spaces, with involvement in offline property offenses also high among this group. 相似文献

This article shows how wildlife and marine conservation in Tanzania lead to forms of ‘green’ or ‘blue grabbing’. Dispossession of local people's land and resources has been gradual and piecemeal in some cases, while it involved violence in other cases. It does not primarily take the usual form of privatization of land. The spaces involved are still formally state or village land. It is rather the benefits from the land and natural resources that contribute to capital accumulation by more powerful actors (rent-seeking state officials, transnational conservation organizations, tourism companies, and the State Treasury). In both cases, restrictions on local resource use are justified by degradation narratives, while financial benefits from tourism are drained from local communities within a system lacking in transparent information sharing. Contrary to other forms of primitive accumulation, this dispossession is not primarily for wage labour or linked to creation of a labour reserve. It is the wide-open spaces without its users that are valued by conservation organizations and the tourism industry. The introduction of ‘community-based conservation’ worked as a key mechanism for accumulation by dispossession allowing conservation a foothold in village lands. The IAASTD – the International Assessment of Agricultural Knowledge, Science and Technology for Development – which ran between 2003 and 2008, involving over 400 scientists worldwide, was an ambitious attempt to encourage local and global debate on the future of agricultural science and technology. Responding to critiques of top-down, northern-dominated expert assessments of the past, the IAASTD aimed to be more inclusive and participatory in both design and process. But to what extent did it meet these objectives? Did it genuinely allow alternative voices to be heard? Did it create a new mode of engagement in global arenas? And what were the power relations involved, creating what processes of inclusion and exclusion? These questions are probed in an examination of the IAASTD process over five years, involving a combination of interviews with key participants and review of available documents. The paper focuses in particular on two areas of controversy – the use of quantitative scenario modelling and the role of genetically-modified crops in developing country agriculture. These highlight some of the knowledge contests involved in the assessment and, in turn, illuminate four questions at the heart of contemporary democratic theory and practice: how do processes of knowledge framing occur; how do different practices and methodologies get deployed in cross-cultural, global processes; how is ‘representation’ constructed and legitimised; and how, as a result, do collective understandings of global issues emerge? The paper concludes that, in assessments of this sort, the politics of knowledge needs to be made more explicit, and negotiations around politics and values, framings and perspectives, need to be put centre-stage in assessment design. 相似文献
