Global economic trends and pressures on governments

Abstract: Over the last decade, Canada and the United States have performed better in relative economic terms than many had predicted. Their combined share of world output is roughly the same as it was in the early 1980s, and their success in economic restructuring suggests that both countries are well placed to meet the challenges of global competition. Global pressures on governments are reviewed under four categories. Competitive pressures will tend to reduce the scope for tax increases and increase demands for government spending in areas previously mandated through regulation. Financial pressures will induce spending to stay in close balance with revenues and will affect many areas of government policy making. “Intellectual pressures” in the form of the unusually strong consensus on what constitutes appropriate economic and social policy will influence decision-making in most countries, for at least the rest of the decade. Institutional pressures in the form of influences of foreign governments and international agencies will be less direct in the case of Canada than for economically weaker countries, but will still play an important role in shaping public policies. These global pressures also have implications for the conduct of public administration in Canada, including the need to streamline some activities, to build up others, and to adjust the compensation framework so it will attract and retain the talent needed to safeguard the competitive advantage provided by Canada's tradition of competent and honest public services. Sommaire: Au cours de la dernière décennie, l'évolution économique relative du Canada et des États-Unis a dépassé les prévisions de nombreux spécialistes. Leur part combinée du produit mondial est à peu près identique à ce qu'elle était au début des années 1980, et leur restructuration économique réussie semble avoir placé les deux pays en bonne position pour faire face aux défis de la concurrence mondiale. Nous examinons ici, dans quatre catégories, les pressions mondiales exercées sur le gouvernement. Les pressions compétitives auront tendance à réduire les possibilités d'augmentation d'impôt et à favoriser les demandes de dépenses par le gouvemement dans les domaines qui étaient auparavant réglementés. Les pressions financières feront que les dépenses resteront en équilibre avec le revenu et elles influeront sur de nombreux domaines de prise de décisions gouvernementales. Les pressions intellectuelles, sous forme d'un consensus exceptionnellement uni sur ce qu'est une politique économique et sociale appropriée, influeront sur la prise de décisions dans la plupart des pays pendant au moins le reste de cette décennie. Les pressions institictionnelles sous forme d'influence des gouvernements étrangers et des organismes internatio-naux seront moins directes dans le cas du Canada que dans celui des pays écono-miquement plus faibles, mais elles joueront néanmoins un rôle important dans la formulation des politiques gouvernementales. Ces pressions mondiales auront aussi des effets sur la conduite de l'administration publique au Canada, par exemple en créant le besoin de simplifier certaines activités, d'en renforcer d'autres et d'ajuster le régime de rémunération afin de pouvoir attirer et garder le personnel nécessaire pour maintenir l'avantage concurrentiel que représente la tradition canadienne d'un fonctionariat compétent et honnête.     

Party,State and the Control of Information in the Lao People’s Democratic Republic: Secrecy,Falsification and Denial

ABSTRACT

Since taking control of Laos in 1975, the Lao People’s Revolutionary Party and the government of the Lao People’s Democratic Republic (Lao PDR) have relied heavily on secrecy, denial and information management and control to govern. These tools have been used for presenting the Party and state as united in support of the country’s one-party communist political system and as being the only real political option. This article presents a number of examples of the particular ways the Party and state have done this. The following are discussed: the little-known rift between the “Red Prince” Chao Souphanouvong and Kaysone Phomvihane; conflict between the Lao PDR and Vietnam and China; the anti-Lao PDR insurgency; calls for political change via the “Social Democratic Club” in 1990; unsuccessful student protests for political change in 1999 and 2009; the forced disappearance of Sombath Somphone; and recent attempts to control social media to publicise anti-government viewpoints. Secrecy, falsification and information management and control have important implications, both with regard to conducting research about Laos and in relation to how outsiders tend to analytically frame the study of Party and state.     

The Logic of Collective Inaction: Senatorial Delay in Executive Nominations

While most executive nominees are successfully confirmed, this success masks wide variation in how long it takes the Senate to decide. Delay of critical nominees influences the character and effectiveness of agencies while hampering the policy ambitions of presidents. The exact logic of which nominees are targeted for delay and why, however, remains difficult to uncover. Building on prior literature, this project suggests that delay can be used to protect allied agencies from presidential politicization. Using a data set of several thousand executive nominations from 1987 to 2012, the ideological predisposition of an agency relative to the president is demonstrated to influence senatorial delay. Ultimately, these findings help explain why some nominees are delayed while other, seemingly similar, nominees are not.     

Non-government Organizations,Villagers, Political Culture and the Lower Sesan 2 Dam in Northeastern Cambodia

The Lower Sesan 2 (LS2) Hydropower Project in northeastern Cambodia is presently under construction. As the largest dam to ever be built in Cambodia, it is expected to cause serious and widespread environmental and social impacts. This article analyzes, on the one hand, the relationships between Cambodian non-government organizations (NGOs) and villagers who will be negatively impacted by LS2, and on the other, NGO relations with the Cambodian state. While development actors frequently attempt to construct particular narratives in order to control development trajectories, this research demonstrates that such attempts can meet with serious resistance from local people, even when facing powerful opponents, including in this case NGOs that prefer to advocate for better resettlement and compensation conditions rather than for the cancellation of projects. Focusing on interactions, positioning, local agency, and the particular political culture of Cambodia, this article highlights the importance of particular types of patronage relations in Cambodia between NGOs and villagers, NGOs and the state, and associated territorialization.     

Prison Legitimacy and Procedural Fairness: A Multilevel Examination of Prisoners in England and Wales

The procedural justice model has been widely used as an explanation for understanding legitimacy and compliance with the law, particularly within the context of policing. Central to this model is the importance of procedural fairness—in which the treatment of citizens and offenders by criminal justice agents can play a key role in building legitimacy and influencing compliance with legal rules and values. This paper examines the relationship between procedural fairness and legitimacy within the context of corrections. Drawing on data from a longitudinal survey of more than 3,000 prisoners across England and Wales, we identify an important link between procedural fairness and prisoner perceptions of legitimacy. We further examine variations in legitimacy in terms of individual prisoner characteristics, conditions within prison, as well as differences between prisons.
