Policy-making in a Restructured State: The Case of the 1991 Health Reform Policy in New Zealand

The pressure for efficiency and accountability that led to reform of public institutions worldwide has had implications for public policy-making as well as the management of public services. The difficulties of providing a coordinated and efficient policy process that can respond to the requirements of a more managerialist style of government were evident in New Zealand in the 1980s and early 1990s. The policy process in 1990–91 leading to the introduction of health reform proposals provides an illuminating case study of the tension between participation and speed, and between traditional pluralist and managerialist approaches to policy development. The implications of this for subsequent implementation are discussed.     

Preliminary investigations into tris(2,2'-bipyridyl) ruthenium III as a chemiluminescent reagent for the detection of 3,6-diacetylmorphine (heroin) on surfaces

The use of tris(2,2'-bipyridyl) ruthenium (III) as a chemiluminescent spray reagent spot-test for heroin is discussed. Two forms of the reagent are investigated an aqueous and an anhydrous where both were found to give vastly different results. The aqueous reagent giving slow, low intensity chemiluminescence whilst the anhydrous reagent gave a fast, bright response in the presence of 3,6-diacetylmorphine. The anhydrous reagent is less sensitive the slow, intensity response is characteristic of only two opiates tested 3,6-diacetylmorphine and 3-monoacetylmorphine.

Alcohol use in male spouse abusers and their female partners

Patterns of alcohol use of 181 maritally violent and maritally nonviolent men and their female partners differed on subscales of the Quantity-Frequency Index. Two abuser groups (43 uncounseled and 46 counseled) drank significantly greater amounts and for different psychological reasons than two nonabuser groups (50 satisfactorily married and 42 discordant). However, group frequency rates did not vary. The abuser groups had experienced and observed significantly more violence during childhood than the nonabuser groups; further, they reported significantly more current life stress. The female partners of the abusers did not differ in global alcohol use; however, they drank substantially more than their counterparts. They were especially prone to drink in response to battering. About one fourth of the abusers and one fifth of their wives drank frequently during abusive episodes. Stressors and depressors most likely precipitated both drinking and battering, with strain, hostility, and alcohol myopia (altered perception) serving as intervening variables. Results clarify contradictory reports concerning the role of alcohol in family violence.     

Small-scale irrigation in sub-Saharan Africa: Sparse lessons,big problems,any solutions?

This paper identifies from studies made of specific schemes the major social and administrative problems confronting the improvement and extension of small-scale irrigation in Africa. The first section reviews the studies and notes the conclusions to be drawn from each separate one. Underlying these separate conclusions six general problems are identified and in the second section of the article each of these six is elaborated and discussed: the relation between the direct producer'S benefit and wider social benefits: problems of control, commitment to hierarchy, the working of production units, and how to learn from farmers in respect of water use; and finally the general problem of how to plan for the further change that follows after irrigation is introduced.
