Abstract More than ever, companies are confronted with the importance of developing and maintaining relationships with their strategic stakeholders, such as employees. These relationships should be aimed at balancing the interests of the company with the interests of said stakeholders. Managing relationships with stakeholders is difficult in itself and even more so within the complex context of the South African mining industry. The aim of this article is to determine guidelines that could be used to ascertain employer–employee relationship type and relationship quality in the mining sector. In 2004, a quantitative questionnaire survey was conducted with a stratified quota sample of 508 company employees as part of a commissioned stakeholder perception survey. In addition, qualitative focus-group sessions were conducted to contextualise and clarify the quantitative results. The research indicated that the employer–employee relationship at Lonmin Platinum could be classified as an exchange, rather than a communal relationship. Employees generally perceived the quality of their relationship with the company in a negative way. Employees from all job levels had low levels of trust in the company. This study contributes to a growing body of research aimed at trying to understand the nature of employer–employee relations within large companies in a developing society, where companies are faced with the challenge of communicating to and managing diverse workforces. 相似文献

The aim of this study was to evaluate the accuracy and reliability of standard anthropometric linear measurements made with three different three-dimensional scanning systems namely laser surface scanning (Minolta Vivid 900), cone beam computed tomography (CBCT), 3D stereo-photogrammetry (Di3D system) and to compare them to physical linear measurements. The study sample consisted of seven cadaver heads. The reliability and accuracy were assessed by means of a series of 21 standardized, linear facial measurements derived from 15 landmarks taken both directly on the face with a set of digital callipers and indirectly from a three-dimensional (3D) soft tissue surface models derived from CBCT, laser surface scans and 3D photographs. Statistical analysis for the reliability was done by means of intraclass correlation coefficients (ICCs). Accuracy was determined by means of the absolute error (AE) and absolute percentage error (APE) by comparison of the 3D measurements to the physical anthropometrical measurements. All the 3D scanning systems were proved to be very reliable (ICC>0.923-0.999) when compared to the physical measurements (ICC; 0.964-0.999). Only one CBCT measurement (t-g) and one Di3D measurement (t-sn left) had a mean AE of more than 1.5mm. There are clear potential benefits of using 3D measurements appose to direct measurements in the assessment of facial deformities. Measurements recorded by the three 3D systems appeared to be both sufficiently accurate and reliable enough for research and clinical use. 相似文献

Public Financial Management Reform in South African Provincial Basic Education Departments

Since the transition to democracy in 1994, the South African government has engaged in a sustained programme of public financial management (PFM) reform across the national, provincial and local spheres of government. This study evaluates the progress of the nine provincial education departments (PEDs) in implementing the Public Finance Management Act of 1999 and explores the factors that facilitated or impeded reform. A PFM progress (PFMP) index is constructed to track each PED's performance from 1997/1998 to 2013/2014 and then used to benchmark its progress over time and relative to the education sector as a whole. The indicators comprising the PFMP index assess key PFM functions (budgeting, accounting, financial auditing and audits of performance information), financial leadership and the effectiveness of governance institutions such as audit committees. While there has been considerable progress in PFM, distinct differences in the quality and effectiveness of PFM practices across the nine PEDs remain. Stable top administrative leadership, availability of PFM skills, varying degrees of accountability and departmental capacity to establish PFM systems that conform to new accounting standards drive variances in reform outcomes. Past South African governments already felt the need for honours as instruments of diplomacy in the 1930s, but only instituted the Order of Good Hope in 1973. Inherited British attitudes to honours, the cessation in 1925 of the award of honours bearing titles, and long periods in which civilian honours were not awarded contributed to its frugal use. Wishing to recognize foreign assistance to the liberation movements, from 1994 President Mandela frequently put the Order to use, freely awarding leaders of foreign governments. However, restraint returned after the initial surge. Since instituting new orders in 2003, President Mbeki has emphasised substantial merit as the key to admission.

Abstract The South African democracy has survived three national and provincial elections and three local elections, since 1994. In comparison to other young democracies in Africa, South Africa has experienced a relatively stable transition to democracy. However, the ruling ANC has not been under pressure from opposition parties. Although this has helped pave the way, a dominant governing party does not necessarily encourage the growth of a mature, democratic political culture. The assumption of this article is that political parties in developing societies have a normative obligation to do more than canvas votes during election campaigns. Political parties should also be instrumental in fostering a democratic political culture by communicating democratic values, encouraging participation in the democracy and enabling voters to make an informed electoral choice. Although political posters contribute mainly to image building, the reinforcement of party support, and the visibility of the party, posters are the agenda setters or headlines of a party's campaign – it is therefore argued that political parties in developing societies also need to design political posters responsively, in order to sustain the democracy. In general it seems that the poster campaigns of parties have matured since 1999, in the sense that there was less emphasis on democratisation issues in the past, and the campaigns conformed more to the norm of Western political campaigning. 相似文献
