In response to rising popular disenchantment with elected officials, numerous scholars have sought to defend politics and restate why it matters. For the most part, however, these theoretical arguments overlook the views and reflections of politicians themselves. As a step towards filling this gap, the author surveys politician-centred studies from around the world and the reflections of academics who have become politicians. By paying careful attention to what ‘insiders’ say about life in politics, the author constructs a practical rather than theoretical defence of the vocation and the people who undertake it. The author argues that politicians' views remind one that human endeavour is central to the purpose and function of politics and associated political institutions. To link the practical views and experiences of politicians with the emerging literature on demonisation, the author revisits the work of Arendt and Weber. The author concludes that while one may not always like who politicians are or the ways they operate, revaluing endeavour allows one to give credit where credit is due; politicians may regularly disappoint people but representative democracy does not work without them.  相似文献

Small states, and those in the Caribbean and Pacific regions in particular, are among the most stubbornly and disproportionally democratic countries in the world. And yet, they are rarely studied comparatively, despite sharing seemingly obvious similarities – aside from being small island states with developing economies they also tend to share a British colonial heritage and Westminster-inspired political institutions. This omission is all the more puzzling if we consider that the group does not conform to the standard battery of explanations developed by democratization theorists. To pave the way for further research across these two regions, this article provides a synoptic comparison of the process of democratization in Caribbean and Pacific small states. We highlight important similarities and differences that stem from the interaction between formal institutions and informal practices. We conclude by reiterating the benefits for scholars of democratization by looking at these significant yet hitherto rarely compared cases.  相似文献

Over the past 150 years few Western and Chinese scholars have examined the nature of the environment in Hutiao xia (Tiger Leaping Gorge) and its various inhabitants. However, as a unique geographical and geological feature, one of Asia's deepest gorges, part of the headwaters of the Yangtze River, and a common destination for tourists, the gorge has taken on greater and greater significance. Americans, Chinese literati, Party Cadres, and others have commented on Tiger Leaping Gorge. This essay will examine both the local environment and local environmental practices related to the gorge. Considering historical and contemporary land use practices, the gorge and its changing status can act as a microcosm of western China's various kinds of land development strategies, their implications for local and larger concerns, and land use ideologies of various sorts. Through discussing soil composition, water management, natural vegetation patterns, population growth, and recent developments in tourism, this essay will discuss the human impact on the natural environment of Tiger Leaping Gorge between the 1870s and 2002. It will not only demonstrate patterns in environmental degradation based on both natural and human processes, it will also show that depending on the form of institutional authority and local management practices, the environment in the gorge has been most effected by the political and ideological changes of the last half-century in comparison to earlier times. However, despite increasing challenges in the face of various human factors, some recent environmental practices have succeeded in helping to minimize elements of local soil and vegetation degradation.  相似文献

This paper addresses the question of the distribution of federal research funds. It is noted that the top five institutions in terms of federal funding occupy very stable and extremely high rankings in terms of the quality of their academic programs in a variety of fields. It is suggested that this is part of their overall strategy for achieving organizational effectiveness. The implications for technology generation and transfer are discussed. In view of the various theories of organizational effectiveness, it is noted that research oriented universities that consistently win in the quest for federal research funds have developed both the structure and atmosphere necessary for responding to external groups.  相似文献

In the field of crime-related education, examination of the characteristics of teaching, research, and institutional differences has recently been a concern. This study examines full-time faculty (N=929) and their patterns of entry, including academic degree held, academic major, past academic and agency experience, and type of institution; and the extent to which differing methods of access are associated with attitudes toward research, scholarship, agency practice, academic collegiality, and orientation toward crime-related study. Dual paradigms seem to exist in crime-related education: one centering on teaching, field practice, and professionalism; the other on research, scholarship, and the more traditional values of academe.  相似文献

Canada's House of Commons committee system, established to enhance the effectiveness of parliament, has operated in approximately its present form since 1986. However, information about what it accomplishes remains limited. This article focuses on the investigative/policy studies of committees. A questionnaire given to former cabinet ministers and analysis of previously unexplored committee data support the view that these studies have achieved a modest influence on governments, well short of expectations held in the mid-1980s. Furthermore, their influence is as a source of political intelligence more than the collaborative policy work and technical expertise given central importance by creators of the system. This supports scepticism about the influence achieved by the all-party agreement that continues to be reflected in about 70 per cent of committee reports, and may also be reflected in the written responses to committee reports by governments, an estimated 50 per cent of which are ambiguous. Nevertheless, the original vision reflected in the committees persists among many Canadian advocates of parliamentary reform.  相似文献

In the field of Conflict Transformation, Restorative Justice (RJ) is often perceived as a transformative process focused on healing relationships after a specific harm. The parties considered in a RJ setting are those harmed, those responsible and the community impacted. This is particularly true in the field of criminal and transitional justice, and in an extended and spiritual view, there is reconciliation with the parties and God. Despite cultural differences, RJ theory and concepts have been accepted favorably in the many countries. From a viewpoint focused on methodology and process, however, cultural differences have a significant effect for implementation. For example, important concepts such as control, choice, harm, responsibility, apology, shame, reconciliation and forgiveness vary greatly in the manner in which they are perceived from culture to culture and may create obstacles for successful implementation of a successful process when one culture’s process and definitions are forced upon another. Therefore, promotional factors (i.e., culture and religion) and the implication of semiotics (cultural definition or meaning) are an absolute consideration in developing a RJ process within a particular culture. This paper discusses the cultural differences between the United States and Japan with regard to semiotic obstacles in the implementation of a RJ model in the Japanese criminal justice system. While the exploration of cultural differences, particularly between the United States and Japan is not new and has been the focus of many disciplines, little has been considered regarding the assimilation and implementation of a Western RJ model into the Eastern culture of Japan. In sum, is an attempt to clarify and integrate the effects of cultural differences for some factors (i.e., Control/Choice, Harm, Apology, Responsibility, Shame, Forgiveness, and Reconciliation) as they apply to a RJ based reconciliation process focused in Semiotics, Social psychology and the Sociology of law as they apply to the United States and Japan.  相似文献
