This paper analyses the role of partisan politics in determiningthe local tax burden. Property taxes are the most important revenuesource which municipalities in the Netherlands can decide uponthemselves. Using a new data set on Dutch local property taxes in1996, it is concluded that municipalities with a council dominatedby left wing parties have a higher tax burden. We also find thatlarger coalitions have lower levels of taxation. Finally, taxexporting increases tax rates. 相似文献

Management tools are often argued to ameliorate public service performance. Indeed, evidence has emerged to support positive outcomes related to the use of management tools in a variety of public sector settings. Despite these positive outcomes, there is wide variation in the extent to which public organizations use management tools. Drawing on normative isomorphism and contingency theory, this article investigates the determinants of both organization‐oriented and client‐oriented management tool use by top public sector executives. The hypotheses are tested using data from a large‐N survey of 4,533 central government executives in 18 European countries. Country and sector fixed‐effects ordinary least squares regression models indicate that contingency theory matters more than normative isomorphism. Public executives working in organizations that are bigger and have goal clarity and executive status are more likely to use management tools. The only normative pressure that has a positive impact on management tool use is whether public sector executives have a top hierarchical position. 相似文献

Traditionally, scholars have assumed that multiple office-holding (i.e. the combination of a local and national directly elected political mandate) leads to an enhanced electoral performance. Although the prospect of electoral benefits for such a mandate combination seems plausible, it remains unclear whether accumulating a national and local mandate does indeed provide an additional boost compared to holding either one prior to the election. Previous studies have only offered limited support for this assumption. For instance, they have focused exclusively on French national elections. This article, however, scrutinises whether dual mandate-holding pays off individually, for the candidate, as well as collectively, for the list as a whole in both Belgian national and local elections. The results here strongly suggest that cumul des mandats does not yield an additional electoral reward compared to single office-holders, contradicting both theoretical presumptions and normative beliefs. 相似文献

This article explores NATO's support mission to the African Union's peacekeeping operation in Darfur, Sudan between 2005 and 2007. NATO policies are commonly presented as functional responses to events, but how did a conflict on the African continent become the Atlantic Alliance's business? In this essay, a poststructuralist practice-oriented approach is used to understand the way in which discursive practices progressively establish a policy option as ‘natural' in a given situation. It is argued that the normalization of NATO's support mission to the African Union in Darfur and the integration of this operation in NATO's security identity were the result of complex and conflict-ridden social interactions between different discursive practices supported by different actors. 相似文献

In bloodstain pattern analysis, it is important to know the point of origin (PO) of an impact pattern. This point can be estimated by means of the stringing method, the tangent method, or by commercially available computer programs. In this study, the accuracy of two computer programs was investigated under different conditions. Impact patterns were created by means of a modified mouse trap, and subsequently the PO was calculated. By examining the characteristics of single bloodstains, the influence on the deviation could be determined. To improve the estimation of the PO, it is important to select bloodstains that lie close to the presumable location of the blood source, that are large (width >1.5 mm) and that show an elliptical form. If possible, bloodstains from different walls should be taken into account. Our recommendations may improve the PO determination of impact patterns. 相似文献

The predecessor of the European Union (EU), the European Coal and Steel Community, was successful in its dual goal of providing
peace and prosperity to the European subcontinent in large part because its institutions fostered enduring relations between
government officials. Mirroring the European focus on coal and steel, this paper suggests inter-Korean cooperation in the
fisheries industry. The Yellow Sea border and the disputed Northern Limit Line has been the scene of deadly clashes between
the two Koreas. Cooperation in the fisheries industry would provide economic benefits while it can build trusting relations
between the two Koreas as a necessary condition for political cooperation. As coal and steel were only a start for the EU,
and implemented clearly with greater political goals in mind, so can the integration of the fishery industries provide a similar

Despite various studies evincing the huge potential locked up in public sector information (PSI), this potential is far from being fully exploited. To a large extent, this failure is caused by the immensely complex legal labyrinth surrounding PSI re-use. This complexity works in two ways: public sector bodies do not comply with the regulatory framework and re-users do not avail themselves of the legal instruments offered, resulting in unexploited economic potential. What makes the legal framework so complex is the transcending nature of PSI re-use, as it blends four areas of law - freedom of information law, ICT law, intellectual property law and competition law - that, throughout the years, have been regulated at a European, national and even at a sectoral level, but in isolation. The fundamental impact that ICT developments have on our society, subsequently also rocking the legal rules and underlying principles and axioms, makes the picture even more complicated. Taking the maximization of utility of PSI as a starting point in this article, I will anatomize each of these legal frameworks and demonstrate how they interact, culminating in a conceptual framework that may help public sector bodies and re-users, and courts where necessary, to apply and rely on the rules involved and to bring to the surface areas for policy action, both at the national and European level. 相似文献
