The study of typewritten strokes on paper with an optical stereomicroscope or an optical microscope at high magnifications is deceptive and does not permit differentiation between impressions made with different ribbons, or identification of a certain ribbon brand. The role of Christian Democratic parties after World War II in helping to build stable parliamentary regimes in Western Europe deserves attention simply for their ability to survive. Such parties took root in Catholic countries and electorates and incorporated electoral organizations from the early twentieth century. After the war, Christian Democrats provided an alternative to the large Communist parties that were particularly strong in France and Italy. They also represented a link to the European past that was not implicated in the crimes of the Nazi era. Germany's Christian Democracy has proven the most successful of its kind. It moved beyond its original Catholic base to include a significant Protestant minority. And it has survived amidst the social and cultural changes and charges of corruption that have reduced their counterparts elsewhere to a secondary parliamentary force.  相似文献

Although differences between the Mexican and U.S. political systems have narrowed of late, a huge gulf continues to separate the two systems. At the heart of this disparity lies the phenomenon of corporatism, a social concept that is virtually absent in U.S. political discourse and traditions. This article considers the intellectual origins of corporatism, why it meshes so well with Ibero-Hispanic society, and how Mexico City's former mayor, Andrés Manuel López Obrador, fashioned his own brand of corporatism to confront the administration of Felipe Calderón Hinojosa, who defeated him in the July 2006 presidential race.  相似文献

Whether or not nato still matters depends on whether or not it is able to deliver security where needed, which in turn depends on whether a broader agreement on its overall mission can be developed and sustained. U.S. security policy goals and the Europeans’ ability to share American priorities and accept the attendant risks are the main variables as nato's problems with ongoing operations deepen, especially the increasingly uphill battle its troops face in Afghanistan. Fundamental transformations of identity within Europe have historically resulted in great wars, which in turn resulted in fundamental transformations of identity. This essay discusses, first, four great periods of war in Europe and the succession of identities they produced, and then the new war that Islamist terrorists, and Islamism more generally, have brought to Europe and the West. It considers the inherent weaknesses and failures of the now-dominant Western ideology and identity, liberalism, in dealing with this new war, and concludes with a consideration of the once-dominant Christian identity in Europe. India confronts the conflicting imperatives of Indian domestic politics and its strategic interests when dealing with Iran. As India's global profile has risen in recent years and its ties with the United States have strengthened, this conflict has come into sharper relief. India's traditionally close ties with Iran have become a major factor influencing how certain sections of U.S. policymakers evaluate a U.S.-India partnership. India has tried to balance carefully its relations with Iran and the United States; however, due to intense American pressure, especially after the signing of the U.S.-India civilian nuclear energy cooperation pact, India has moved closer to the United States concerning the Iranian nuclear program. But strong domestic constraints remain that will prevent India from completely abandoning its ties with Iran, even as a re-evaluation of India-Iran bilateral ties is long overdue.  相似文献

Sommaire: Malgré I'abondance des écrits sur la haute fonction publique, une question aussi simple que le taux de satisfaction des ministres envers leurs hauts fonctionnaires n'a guère été traitke. Afin de contribuer à combler cette lacune, une série dentrevues auprès de 20 ministres de I'ancien gouvernement du Parti qutéebAcois a été conduite. Il a été demandéà ces anciens ministres s'ils avaient été satisfaits de leurs sous-ministres, et pourquoi. Au total, ils se sont déclarés satisfaits dans 43 cas et insatisfaits dans 10 cas, ce qui donne un taux de satisfaction de 81%. L'objectif du texte est dexpliquer ce taux de satisfaction. Il met en lumière les qualités que les ministres recherchent chez leurs hauts fonctionnaires, les causes des con flits et les raisons pour lesquelles la grande majorité des relations se vivent dans I'harmonie. La conclusion dégage les enseignements généraux pour une meilleure comprèhension de la relation entre le ministre et son haut fonctionnaire. Abstract: In spite of the abundance of literature dealing with the senior civil service, an issue as simple as the ministers' satisfaction rate regarding their senior civil servants has not been dealt with at all. A series of interviews with twenty ministers of the former Parti Québécois government was conducted in order to fill this gap. These former ministers were asked whether they had been satisfied with their deputy ministers and why. Overall, they said they had been satisfied in forty-three cases and dissatisfied in ten cases, which yields a satisfaction rate of 81 per cent. The purpose of the paper is tb explain this satisfaction rate. It highlights the qualities the ministers are looking for in their senior civil servants, the causes of conflict, and the reasons why the overwhelming majority of relationships are harmonious. The conclusion states the general principles for a better understanding of the relationship between the minister and his senior civil servant.  相似文献

Faced with an overflowing caseload and imperatives of nationalreconciliation, Rwandan authorities have established a systemof justice, meted out through gacaca courts under the legalframework created by organic laws. The following contributionanalyses this framework, within the context of national andinternational legal systems, and pinpoints the shortcomingsof the proposed form of justice. These include legal issuessuch as the problem of retroactivity, as well as the definitionof crimes and concerns over due process and the right to a fairtrial for defendants. Practical and material obstacles arisein implementing the organic laws, alongside broader implicationsowing to the traditional nature of such courts and possibleinterference by political authorities. In this respect, thegacaca courts may be victims of their own ambitions, by seekingto respond to judicial, societal and philosophical concernsalike.  相似文献

Purpose

This article provides a critical review of the state of research on the gang membership-violent victimization relationship.

Methods

This study examines a comprehensive list of published quantitative studies that have assessed the relationship between gang membership and violent victimization.

Results

By examining strengths and weaknesses of the design features of various studies, this article identifies theoretical, conceptual, methodological, and statistical issues that should be considered when interpreting the causal effect of gang membership on violent victimization. Some of the methodological and design issues discussed include, but are not limited to, consequences of failing to establish temporal order, failure to conduct sensitivity analyses to determine treatment effects, use of bootstrapping methods with propensity score analysis, measurement of violent victimization, and corrections for dependence in matched samples of gang and non-gang members.

Conclusion

Suggestions for future research are provided that will help advance the empirical study of the gang membership-violent victimization nexus.  相似文献
