To Survive, Decentralize!: The Barbarian Threat and State Decentralization

What happens when states or empires face multiple and geographically dispersed assaults along their frontiers from non-state, tribal actors? It is plausible to argue that the result may be state decentralization, both military and administrative. In some cases, this may be a conscious strategy pursued by the central authorities, but in others, it may be the result of centrifugal tendencies pursued by disaffected local leaders. This article illustrates this argument by describing the end of the Roman empire, caused by multiple assaults of barbarian groups. The lesson is that in such an environment a centralized state that arrogates to itself all the functions of security provision may undermine its own safety.     

The Faulty Logic of the European Union & Its Consequences for the United States

The European Union is in crisis because it is based on a wrong understanding of political development. Its founding assumption is that a common market and a common currency would lead to a unified polity; that Europeans would arise out of the euro. This has not happened and Europe is fraying economically and politically. And the United States is not a disinterested spectator because a weaker and more divided Europe undermines a key foreign policy objective pursued over the last century—of a Europe whole, secure, and free. Consequently, it is premature for Washington to reorient its strategic attention away from Europe.     

Population genetics of the STRs D3S1358, FGA, D2S1338, D8S1179, D21S11, D18S51 and D19S433 in the Pomerania-Kujawy region of Poland

Allele frequencies for seven STRs were obtained from a sample of 789 unrelated individuals born in the Pomerania-Kujawy region of Poland.     

Transnational cooperation of Turkish political parties as an ineffective tool of Europeanization

This paper investigates the impact transnational cooperation with European Union (EU) partners has had on Turkish political parties – the ruling Justice and Development Party and the Republican People’s Party. Two main platforms of transnational cooperation, i.e., affiliation with political families in the European Parliament and the workings of the EU–Turkey Joint Parliamentary Committee, are scrutinized. The article posits that transnational cooperation with partners on a European level has had a limited – if any – socialization effect on Turkish political organization. This stems mainly from ideological divergences between Turkish political parties and their European counterparts, EU scepticism which permeates political elites in Turkey as well as rising anti-Turkish sentiments within the EU establishment.

Comparative criminal justice

Present state of electronic technology makes it possible for state authorities to control citizens' activity in every moment oh his/her life. On the other hand none of us want to be controlled this way and democratic rights shall guarantee our privacy to be preserved. Yet proactive police techniques can be useful in protecting us against those of our co – citizens who do not respect the legal order. The criminal investigation nowadays cannot exist without using proactive techniques – no matter if it takes place in Poland or USA. Thus the problem emerges how to choose when these techniques should be used and who should make this decision. The key-guarantee of respecting human rights in this case is external control of police activities. Proactive techniques are usually kept secret; therefore control seems to be impossible. Disclosure in criminal trial is the necessary condition for preventing abuses. Post fact revealing of all the actions taken by the Police is the best way to ensure legality. Both Polish and American legal systems try to balance the right to a fair trial and efficiency of an investigation. Surveillance, infiltration and police "provocation" are used in both countries but the legal solutions are quite different; especially considering checks and balances. It seems that polish legislator intentionally omitted most strict limitations as they cause problems for state authorities. Police lobby must have been much more effective than "human rights" lobby. Analyzing the level of protection of the citizen during criminal trial, it must be noticed that current American solutions are much more appropriate.

Allele frequencies for 15 short tandem repeats (STRs) included in AmpFlSTR Profiler and AmpFlSTR SGM Plus kits were obtained from populations of Pomorze Gdanskie, Wielkopolska, Kujawy, Pomorze Zachodnie, Mazury and Mazowsze regions of Poland.
