Perspectives on disability originating from non-Western cultures are beginning to appear in disability literature, however discussions may become lost in rhetoric unless grounded in experiences of people with disabilities themselves. The purpose of this study was to investigate the lived experience of physical disability in Timor Leste with the assistance of a group of Timorese participants with disabilities who were employed in the disability sector. These participants recounted experiences of disability from their own lives together with their observations of people with disabilities living in remote parts of Timor Leste who often lived with stigma or deprivation. The participants thus described their own lived experiences against a backdrop of a non-Western culture. A picture emerged of a stigmatising culture where acceptance of disability is uncommon yet where significant attempts are being made to change attitudes to disability within the culture of Timor Leste. 相似文献

The Evangelical reformer Hannah More hoped to change the educational practices of the British upper classes. In Strictures on the Modern System of Female Education (1799), Hints Toward Forming the Character of a Princess (1805), and Coelebs in Search of a Wife (1808), More lays out a program devised primarily for girls, but to some extent also applicable to the education of boys. All these works assert that education should focus relentlessly upon the inculcation of Christian principles and such a proposal was implicitly critical of current practices. In order to promote her program effectively, More had to suggest that it was not incompatible with the most influential eighteenth-century pedagogical theories. Criticisms have been made against international laws and conventions on asylum and refugees, arguing that these have been
based on a male model of definition, which have ignored women’s persecutions. This article will argue that recent developments
in European asylum policy have the potential to deepen this discrimination and to further reduce the rights of female asylum
seekers. Although there have been some positive developments in jurisprudence that have recognised that gender-specific persecution
may be the basis for granting asylum, these advances remain relatively sporadic and are undermined by the operation of random
and discretionary exercises of power by bureaucrats and decision makers in many cases. Further, although new developments
in asylum policy are in theory “gender neutral,” differences in the material circumstances of men and women who arrive to
seek asylum may mean in effect that the implications of these policies are deeply gendered.

The relation between timing of first sex and later delinquency was examined using a genetically informed sample of 534 same-sex
twin pairs from the National Longitudinal Study of Adolescent Health, who were assessed at three time points over a 7-year
interval. Genetic and environmental differences between families were found to account for the association between earlier
age at first sex and increases in delinquency. After controlling for these genetic and environmental confounds using a quasi-experimental
design, earlier age at first sex predicted lower levels of delinquency in early adulthood. The current study is contrasted
with previous research with non-genetically informative samples, including Armour and Haynie (2007, Journal of Youth and Adolescence, 36, 141–152). Results suggest a more nuanced perspective on the meaning and consequences of adolescent sexuality than is commonly
put forth in the literature.

Will the British welfare state revert to an Americanisation trajectory or retain features of the European model after April 2019? After a period of historically prolonged austerity and substantial working age welfare reform, with the UK facing yet another renegotiation of the social contract in a post‐Brexit world, the question of whether there remains space for an alternative to the ‘American’ model is of crucial importance. We argue that there has been a blurring of differences across the American and European welfare states in terms of working age benefits, as most countries have adopted aspects of work‐based conditionality reforms, which attach the receipt of benefits to the active pursuit of work and, to varying extents, the underlying politics of US welfare reform, where there are large coalitions supportive of more punitive policies towards low‐income adults and minorities. These trends are taking place against the backdrop of a second major shift: increasing restrictions on benefits for immigrants. This double narrowing of the welfare state, making benefits conditional for citizens and excluding those who are not citizens, seemingly sets the agenda for a more restrictive post‐Brexit welfare state. The experience of the last two decades suggests, however, that the adoption of the American model has not been wholesale; steering a middle path between punitive conditional American benefits and more traditionally generous universal benefits is on the agenda across advanced welfare states. 相似文献

This article examines the budgetary politics in China and the United States. It illustrates the inherent political nature
of fiscal policies produced by different political and economic systems. Although both countries are concerned with the distributive
effects of reform, the study indicates that the central government of China confronts issues related to the distribution of
power between the center and the provinces during economic transformation. In contrast, the debate in the United States is
produced by the distribution of costs and benefits brought about by federal fiscal policy. The context of the debate is influenced,

In 1997, Canada's youth custodial facilities held 3825 sentenced youths. Eighteen years later, this number was 527—an 86 percent reduction. Overall youth imprisonment (sentenced + pretrial detention) decreased by approximately 73 percent. This paper uses Canada's successful decarceration of youths to understand what might be learned about decarceration more broadly. By examining the reforms that transpired in Canada's treatment of young offenders since the 1960s and the political/cultural shifts that occurred since the 1990s, we demonstrate that the decline resulted from changes occurring in various parts of the system. Finally, we contrast this decarceration with more than 60 years of relative stability of Canadian adult imprisonment rates as well as Canada's failure to substantially decrease youth pretrial detention in order to identify those factors seemingly necessary to reduce imprisonment more generally. 相似文献
