ADMINISTRATIVE CHRONICLE VICTORIA*

In its final months the outgoing Thompson Liberal Ministry was largely pre-occupied with the implementation of its New Directions strategy. It introduced a public service bill in December to bring about greater effectiveness in the public service and ensure that its policy priorities were understood, thus complementing the Effectiveness Review Committee already set up, and it began a review of the three central coordinating agencies, the Public Service Board, the Treasury and the Department of the Premier, with an independent American consultant. The thrust of these three measures was to advise the government on proposals to set up new departments, relocate personnel and manpower resources, to set up programs for effectiveness reviews, and to bring forward amendments to the Public Service Act of 1974 which had followed Sir Henry Bland's inquiry in the early 1970s. These were intended to give the Public Service Board extended powers to allow it to conduct effectiveness reviews into statutory authorities, to extend Board employment powers to such authorities and to bring them into the public service framework, ensuring a more cohesive and less fragmented State public service. Senior staff could now be employed on term appointments, with performance-oriented objectives, giving greater flexibility at the top. And finally, the Board was to have power to become involved in specific industrial issues at the departmental level, sharpening its current generalized industrial powers.     

Inequality,Ethnicity, Political Mobilisation and Political Violence in Latin America: The Cases of Bolivia,Guatemala and Peru*

The paper explores the relationship between political violence and ‘horizontal’ inequality in ethnically‐divided countries in Latin America. The cases studied are Bolivia, Guatemala and Peru. Preliminary results are reported on the measurement of horizontal inequality, or that between groups, defined in cultural, ethnic and/or religious terms. The Latin American cases are shown to be often more unequal than the cases from Africa and Asia included in the wider study of which the work forms a part. The complex relationship between such inequality, ethnicity and political violence is explored historically. Ethnicity is today rarely a mobilising factor in violence in the Latin American cases, but the degree of inequality based on ethnicity is shown to be highly relevant to the degree of violence which results once conflict is instigated. History explains why.     

Development of interest and enjoyment in adolescence. Part II. Boredom and psychopathology

Significant changes in both the capacity and the content of attention emerge during adolescence. Part II of this two-part article argues that a central task of adolescence is to utilize increased information-processing capacities in order to develop attentional habits which shape interests, provide enjoyment, and avoid boredom. Reports of chronic boredom or of extreme efforts to escape from boredom during adolescence may signify substantial difficulty in forming the attentional habits required for developing a separate identity. When adolescents are bored, they may resort to habits of attention and enjoyment which have deleterious personal, social, and ecological consequences. Further study of attention in adolescence may help to explore preventive educational approaches to the problem of boredom and of “pathological” solutions to boredom.
