Abstract Despite its potential policy relevance, public opinion about homelessness has received little attention from researchers. This deficiency is addressed here by bringing together data obtained in four recent surveys. The survey results indicate that many Americans accurately perceive the characteristics of homeless people, consider homelessness a serious problem with structural roots, and support a variety of measures intended to solve it. Certain segments of the public— Democrats, liberals, blacks, and residents of communities that have homeless populations—are especially likely to hold these views. The extent to which the public's thoughts on homelessness have been shaped by the media is difficult to determine. However, an analysis of the volume and content of print and broadcast news coverage of the issue hints at a plausible causal connection. 相似文献

Abstract The Low‐Income Housing Tax Credit (LIHTC) has been the de facto federal rental housing production program since its creation in the Tax Reform Act of 1986. In this article, using a detailed database on 2,554 LIHTC projects, we analyze the costs of building these projects, where they are built, their financial viability, whom they serve, who finances them, and the size of the subsidies provided to them. The LIHTC is a flexible program that has built different types of housing in various markets. While LIHTC projects serve low‐ and moderate‐income households, their rents are beyond the reach of many poor households without additional subsidy. Revenues just cover costs for many LIHTC projects. Over time, considerably more of each tax‐credit dollar has ended up in the projects, and returns to equity investors have dropped significantly, perhaps reflecting an increased understanding of project risks. We estimate that LIHTC projects developed by nonprofits are 20.3 percent more expensive than those developed by for‐profits. 相似文献

Abstract In his 2005 article “Valuing the Suburbs: Why Some ‘Improvements’ Lower Home Prices,” Robert E. Lang proposes an explanation of why improvements to a home may either add to or detract from its value. He suggests a dual housing market: “one for conventional low‐density suburbs, and one for cities and denser suburbs” (8). The former values features implying a natural or less intense use, and the latter values features adding “intensity or utility to a property” (8). This article reinterprets Lang's explanation as an example of interaction (something having a different effect under one condition than it does under another) arising via summation followed by a nonlinear function of the result. An alternative explanation in terms of the fit between characteristics of a home and its location is also noted. 相似文献

ABSTRACT The usefulness of performance indicators increases when organizations compare their data. However, most discussions have failed to emphasize two lines of action that could improve the relevance of such comparisons: a) agreement among service managers on the indicators to be used in the evaluation; b) homogenization of the indicators to be used by organizations, and of the process used to calculate them. In this context, this paper proposes a methodology based on the participation of and consensus among managers, which helps to standardize the construction and presentation of performance indicators. The aim of this proposal is to improve the comparative evaluation of organizations. ABSTRACT This article focuses on the broad package of modern management tools that are used by Norwegian state agencies. These tools are regarded as forms of regulation inside government as well as a “shopping basket.” We describe the range of different tools and look at how intensively they are used and how they are interrelated. We also examine variations in use of these tools by different agencies. The empirical basis is a survey addressed to all organizations in the Norwegian civil service, apart from the ministries, in 2004. Our theoretical approach is primarily based on neo-institutional organization theory. Our main empirical findings are that the use of modern management tools is widespread; that some are very common while others are more marginal; that there are different families of tools that supplement each other; that there is significant variation in the use of different tools; and that size is the most important independent variable in explaining the use of different tools. Neo-institutional considerations, particularly normative isomorphism as a source of legitimacy, do not appear to be a major explanation for tool adoption. 相似文献

As spaces of complex layering of multiple relations, each with their own space–time dynamics and reach, policies of urban governance and their tangible outcomes can be materially experienced as conjunctions of multiple meshworks of assemblages with different scopes and different systems of values. This paper investigates a case example of a Private Finance Initiative for the construction of Throckley Middle School in Newcastle upon Tyne. Completed in 2003, Throckley school closed in 2005. A Deleuzean-inspired tracing of several Throckley assemblages is presented and the paper concludes by discussing the challenges of adopting a Deleuzean perspective for analysis of urban governance and infrastructure development. 相似文献
