Political settlements as a violent process: deconstructing the relationship between political settlements and intrinsic,instrumental and resultant forms of violence

Abstract

This article explores the opportunities and conundrums of understanding violence at critical junctures following ruptures in political orders through the prism of political settlements. While there is an emerging body of scholarship on political settlements, we specifically examine its relationship to violence, which we argue has been under-theorised. Through comparative country case studies (Bangladesh, Egypt, Kenya, Sierra Leone), we examine in a historicised manner how these types of settlements interact with various forms of violence at various scales. The article reconceptualises political settlements in relation to three forms of violence, intrinsic, instrumental and resultant, and shows how multi-scale dynamics and formal/informal interactions shape the violent nature of political settlements in different contexts.     

Evidence-Based Practice: Challenging the Rational Wisdom

The field of performance measurement (PM) is firmly entrenched as a management practice in many governments, agencies, and nonprofit organizations. Though emerging later, the field of evidence-based practice (EBP) has developed simultaneously as a new approach to enhance agency performance. While both rationality-oriented reforms intend to enhance program or agency performance, these two related rational approaches are seldom considered in concert. This essay examines the conceptual underpinnings and practical linkages between PM and EBP to explore how EBP and PM can be jointly implemented as tools to advance agency goals. As rational approaches aimed at improving performance, these two distinct tools are not substitutes, but integrated components of a results-driven strategic management approach. As a conceptual assessment, the article offers practical advice and broad appeal to performance-oriented practitioners seeking to improve agency performance.     

THE NORTHWEST QUESTION: CAPITALISM IN THE SANDS OF NATIONALIST CHINA

Abstract

At the onset of the Great Depression, right-wing intellectuals in China beseeched their compatriots to part ways with the decadence of coastal cities and rediscover their ancient homeland in the northwestern corner of their country. This article explores this intellectual reorientation through the speeches and essays of the leading Guomindang ideologue Dai Jitao, who retooled Sun Yat-sen's ideas of frontier development in order to address perceived crises of territoriality, capitalism, and spirituality. Dai's vision for a national revival structured around the material and cultural resources of the Northwest is shown to be crucial to his articulation of concepts shared with a global fascist current. In spite of widespread enthusiasm in the press and conservative intellectual circles, support for “Opening Up the Northwest” was uneven in Nanjing. To explain how this region ultimately remained underdeveloped, this article turns to the technocrat Weng Wenhao, who believed natural barriers and ecological frailty posed major challenges to economic development in the Northwest.     

The primacy of national security? American responses to the British financial crisis of 1949

The financial crisis of 1949 threatened to bankrupt Britain and destroy the American economic and political system constructed after 1945. The US government was unable to respond effectively to this challenge. Truman's administration was split, as the Treasury and State Departments advocated diametrically opposing responses. Only the secret British decision to devalue sterling, a judgement not shared with the Americans until much later, stopped Washington from offering aid packages to London that would have totally changed US postwar foreign, economic and strategic policies. Therefore, this episode questions the assertion that national security concerns dominated the American government in the early Cold War.     

Pubertal timing and adolescent delinquency†

Early pubertal timing (PT) increases the risk of adolescent delinquency, whereas late development reduces this risk; however, the mechanisms explaining PT effects on delinquency remain elusive. Theoretically, the PT–delinquency relationship is as a result of changes in parental supervision, peer affiliations, and body-image perceptions or is a spurious reflection of early life risk factors. Using intergenerational data from the Millennium Cohort Study, a prospective sample of children followed from infancy to age 14 years in the United Kingdom (N = 11,556 parent–child pairs), we find that for both boys and girls, early PT is associated with heightened risks of delinquency, relative to on-time puberty, whereas late PT is associated with lower risks, even after controlling for a large share of childhood confounders. Mediation test results indicate that changes in parental supervision, peer affiliations, and body-image perceptions from ages 11 to 14 partly account for associations between off-time PT and delinquency. Our findings are most consistent with criminological theories in which the psychosocial, familial, and peer group changes that accompany off-time pubertal development are emphasized. Changes in peer substance use, in particular, were the primary explanatory factor for the relationships between early and late PT and delinquency, for both boys and girls.     

Enhancing Australian Regional Policy: A Conceptual Framework for Assessing the Role of Regional Development Australia

Australian regional development has suffered from ‘fragmentation’ with policy responsibility shared between different tiers of government. The Rudd government sought to improve regional policy with the establishment of the Regional Development Australia (RDA) network. However, uncertainty surrounds the role of RDA. This paper seeks to illuminate this problem by drawing on the literature on types of multi-tiered governance, especially the work of Hooghe and Marks and Skelcher on Type I and Type II bodies. It is argued in a normative framework that the RDA network has the characteristics of Type II entities and that this gives it a comparative advantage in specific respects.
