Intelligence by consent: on the inadequacy of Just War Theory as a framework for intelligence ethics

This article contributes to the current discussions concerning an adequate framework for intelligence ethics. The first part critically scrutinises the use of Just War Theory in intelligence ethics with specific focus on the just cause criterion. We argue that using self-defence as justifying cause for all intelligence activities is inadequate, in particular in relation to the collection and use of intelligence for preventive purposes. In the second part of the paper, we tentatively suggest an alternative moral framework for preventive intelligence, understood as intelligence activities with no specific suspicion or aggressor. We suggest that the moral permissibility of such activities requires a civilised moral framework, in which openness, transparency and informed consent constitute crucial elements.     

News Media Use and Political Engagement Among Adolescents: An Analysis of Virtuous Circles Using Panel Data

This study analyzes reinforcing spirals between news media use and two manifestations of political engagement: political interest and participation intention. Drawing on a three-wave panel study among adolescents, we test the Virtuous Circle Thesis (VCT) in both an online and an offline setting, by distinguishing between selection effects and media effects as key ingredients of the VCT. Overall, the findings lend mixed support to the general argument. While the relationship between specific forms of news media use and political interest appears to be driven primarily by selection effects, reciprocal relations were found mainly between television news and participation intention. The VCT assumption of reciprocal influences was supported most clearly when adolescents’ total news media use was considered. Taken together, virtuous circles appeared to operate rather similarly online and offline.     

Implementation Challenges of the National Health Insurance Scheme in Selected Districts in Ghana: Evidence from the Field

Ghana’s National Health Insurance Scheme, introduced in 2003, aims to remove financial barriers to health-care access and bridge the inequality gaps in health care. This paper reports on a study of the implementation process in four local government areas in southern and northern Ghana. The paper profiles key institutional actors and draws on qualitative interview data from 33 in-depth interviews. Findings highlight the gaps and challenges that have emerged in the implementation process. Issues of managerial capacity, inadequate and uneven distribution of medical facilities and health-care professionals, cost escalation, fraud and abuse, and reimbursement of providers threaten the sustainability of the scheme.     

Informal Archives: Historical Narratives and the Preservation of Paper in India’s Urban Slums

Historical research is challenging when studying informal spaces like urban slums, where extant scholarship is limited, government data are sparse or absent, and populations change rapidly due to eviction, environmental shocks, and the everyday churn of migration. Moreover, written materials and political ephemera generated within slums are rarely preserved in accessible state archives, limiting the usefulness of conventional archival research. In such contexts, the discovery of informal archives—unmapped, non-systematized collections of materials kept by individuals and groups in the spaces under study—can contribute to the reconstruction of local histories. This article draws on 20 months of fieldwork in India’s urban slums to offer insights on the collection and use of informal archival materials. These materials afford an intimate look at how the urban poor organize and make claims on the state. Their analysis, however, involves inferential challenges. Researchers must consider how processes of production, preservation, and provision shape the content of gathered historical materials and thus the inferences that can be drawn from them. Beyond urban slums, informal archives are likely to be useful sources of historical data for a range of studies in comparative politics, especially those that focus on informal institutions and local quotidian politics.

The Peltzman Effect is a well known and controversial theory in the literature. Studies have struggled to find a dataset that can accurately test for the presence of the effect. We have created a unique dataset and use a natural experiment from the sport of stock car racing to test the theory. Using race-level data from NASCAR events, we find strong evidence that a major safety regulation has led to more on-track accidents and an increased risk to both spectators and pit crew members.     

Collective Memory from a Psychological Perspective

The study of collective memory has burgeoned in the last 20 years, so much so that one can even detect a growing resistance to what some view as the imperialistic march of memory studies across the social sciences (e.g., Berliner 2005; Fabian 1999). Yet despite its clear advance, one area that has remained on the sidelines is psychology. On the one hand, this disinterest is surprising, since memory is of central concern to psychologists. On the other hand, the relative absence of the study of collective memory within the discipline of psychology seems to suit both psychology and other disciplines of the social sciences, for reasons that will be made clear. This paper explores how psychology might step from the sidelines and contribute meaningfully to discussions of collective memory. It reviews aspects of the small literature on the psychology of collective memory and connects this work to the larger scholarly community’s interest in collective memory. The first three authors contributed equally to this paper. The order in which they are listed reflects the throw of a die.     

'Contractual Governance' of Deviant Behaviour

This paper seeks to analyse and make sense of the growing role and implications of forms of 'contractual governance' that are emerging in diverse fields of social life and public policy in England and Wales, both within and beyond criminal justice. Collectively, these modes of control mimic and deploy 'contracts' and 'agreement' in the regulation of deviant conduct and disorderly behaviour. The rise of contractual governance is explored against the background of a crisis in penal modernism and the challenge of crime prevention. Contractual governance in a number of fields is outlined and discussed, including home-school agreements in education; acceptable behaviour contracts and introductory tenancies in social housing; restrictive covenants in private residential neighbourhoods; domestic security and private residential patrols and youth offender contracts. It will be argued that, in these contexts, contracts seek to induce conformity and order through modes of governing the future that depart significantly from traditional modes of policing and that recast social obligations in forms of parochial control.
