Recent years have witnessed an increasing concern about the impact of New Public Management (NPM) reforms on public servants' ethics. The academic literature about this topic is still characterized by considerable confusion and the article proposes a falsifiable theory as a way out of this. Specifically, it demonstrates that, when all the claims in the literature are translated into the proposed conceptual framework, they amount to an integrated set of propositions (that is, a theory) about the causal relationship between organizational processes (as changed by NPM-reforms) and public servants' ethics. Such an integrated theory is possible because, although the normative positions taken by the authors are clearly rival ones, their empirical claims are complementary. With the diverse claims thus integrated into one theory, the article provides a basis for empirical research and for the NPM-ethics debate to proceed in a more explicit and systematic way.  相似文献

While adaptation tends to be approached as an issue for policy analysis, framing and powering strongly interact with policy analysis (puzzling) and are at least as important for adequate outcomes in such an ambiguous context. The present contribution compares and analyzes two Dutch adaptation strategies in the Central Netherlands: (1) realizing a flood bypass channel near the town of Kampen and (2) exploring possibilities to raise the water level of Lake IJssel, enhancing the country’s freshwater storage capacity. The article concludes that in both trajectories there is an important role for policy analysis (puzzling) but the cases differ strongly in the way actors frame the intervention, their corresponding powering strategies and the policy outcomes.  相似文献

A sometimes heated debate between authoritarianism researchers takes place on the issue of authoritarianism on the left. Some researchers argue that authoritarianism is typical for right-wing political orientation while other researchers assert that authoritarianism can also be found at the left side of the political spectrum. The aim of this paper is twofold. First, we aim to contribute to the ongoing discussion on left-wing authoritarianism. Using representative samples, the relationship between authoritarianism and political preferences is examined in 13 ex-communist Eastern European countries. Employing six different indicators of left-wing/communist political orientations make clear that, despite cross-national differences, left-wing authoritarianism is definitely not a myth in Eastern European countries. Second, it was aimed to survey whether authoritarian persons in Eastern European countries might be a possible threat for the transition to democracy. Based upon five items it was demonstrated that in general the Eastern European population seems to hold a positive opinion on democracy. However, it becomes also clear that authoritarian persons in the ex-communist countries are significantly less positive towards democracy.  相似文献

Abstract: In response to issues about municipal-led regulatory enforcement, governments in Canada have been reforming their regimes of building regulation and control since the 1980s. As a result, private-sector inspectors were introduced as an alternative to local government control on the adherence to building regulations. However, this privatization has resulted in variations among jurisdictions. The main difference is the degree of private-sector involvement. Based on a series of interviews with forty-seven insiders, this article addresses the implications of such differences in privatization on the practice and process of building code enforcement. It draws some general lessons for the redesign of control over building regulations but at the same time warns against copy-pasting best practices.  相似文献

Bureaucrats are considered to play a determining role in how much media signals influence the allocation of foreign aid. As foreign aid decision-making is assumed to be a predominantly bureaucratic matter, bureaucratic responsiveness to media has often been concluded from the observation that foreign aid responds to media attention. Yet, studying this bureaucratic responsiveness directly has proven to be a challenging task due to the difficulties in quantitatively measuring bureaucratic activities. This study examines the different determinants of foreign aid in Belgium from 1995–2008 and addresses the question of bureaucratic responsiveness to media directly by isolating aid that is exclusively decided by the bureaucracy.  相似文献

This paper addresses two empirical questions. Is fiscal policy affected by upcoming elections? If so, do election-motivated fiscal policies enhance the probability of re-election of the incumbent? Employing data for 65 democratic countries over 1975–2005 in a semi-pooled panel model, we find that in most countries fiscal policy is hardly affected by elections. The countries for which we find a significant political budget cycle are very diverse. They include ‘young’ democracies but also ‘established’ democracies. In countries with a political budget cycle, election-motivated fiscal policies have a significant positive (but fairly small) effect on the electoral support for the political parties in government.  相似文献

This paper examines competition in the Dutch and Belgian service sector for the period 1995–1999. The paper explores the link between firm profitability and market structure, and provides evidence of a non-optimal functioning of both markets. While analysis reveals the existence of a market sector effect in both countries, this effect is larger in the Dutch sample than in the Belgian sample, implying that the Dutch service sector is less competitive than the Belgian service sector. An analysis of the market friendliness of regulations in both countries does not provide a comprehensive explanation for this finding. JEL Classification: L12 · L16 · L51 · L80  相似文献

On the basis of goal/expectation theory, it was predicted that just as in interpersonal relationships, cooperation in social dilemma groups would increase only if both trust was high and group members had a common goal of cooperation. Introducing new measures of both these two processes to the social dilemma arena, the goal of mutual cooperation was assessed by the process of self—other merging (the IOS scale), and trust by assessing the extent to which one trusted others and one believed one was perceived as trustworthy by the others. The results showed that when both self—other merging and trust was high, cooperation was indeed highest. Implications for the specific functions of trust and self—other merging in social dilemmas are discussed.  相似文献

Starting from the observation that the technological potentials are underutilized in economic and in social tems, this article raises the question of what role technology assessment (TA) can play in technology policy to address this problem. The causes of the problem of underutilization are analyzed and discussed in relation to developments in technology policy and TA. Against this background, the actual state of TA in Europe at national and supranational levels is described, gaps and flaws in the European TA Infrastructure (ETAI) are identified, and suggestions for improvement are made. It is concluded that TA can play an important role in increasing the social and economic returns on investments in the development of new technology. Growing interest in, and budgets for, TA at European level — together with the shift from a supply side toward a more demand oriented technology policy — create a favorable environment for this. However, attempts to strengthen TA will only be successful if the TA community recognizes this role and is not satisfied with the marginal position it still has.  相似文献
