This study examines the relationship between vulnerability factors and recidivism by testing the hypothesis that first offenders who repeat delinquencies display more high-risk factors than those who do not repeat delinquencies. Four factors are identified which distinguish recidivists from nonrecidivists in a sample of first offenders matched by age and sex. Russian local governments now have primary responsibility for the administration of social assistance programmes thanks to a combination of decentralization of some responsibilities from higher levels of government and the transfer of certain administrative functions from state enterprises to municipalities. Over the past few years, there has also been a distinct shift to means‐testing of social assistance. This article reports on the results of a pilot project undertaken to improve the efficiency of programme administration conducted in the city of Arzamas (pop. 110,000). The municipal administration promotes it as a programme to ease client burden and improve access to benefits. Specifically, the pilot introduced a unified application form for all the major social assistance programmes in the city and required, regardless of how many programmes are applied for, that applicants visit only one office and supply one set of documents verifying their eligibility for assistance. Benefit processing is also consolidated. Staff efficiency improvements are substantial: under the one‐window system, 127 benefits are processed per month per staff member, while 85 benefits were processed per month per staff member under the old administrative system. Impressive time savings for clients were also observed: the statistically average client saves between 1.3 and 2.4 hours, depending on the degree to which a client was able to coordinate documentation collection and trips to the benefit agencies under the old system. While interest in green criminology has rapidly expanded over the past twenty-five years, much of this growth has occurred on the periphery of orthodox criminology. This article suggests that green criminology’s marginalization is partially a result of its non-quantitative methodology. We hypothesize that non-quantitative tendencies within green criminology distance it from orthodox criminology because orthodox criminology values quantitative methods (Tewksbury et al. in J Crim Justice Educ 16(2):265–279, 2005). Here, we examine how neglecting quantitative research methods may contribute to inattention to green criminology within orthodox criminology, and we consider what can be done to change that situation. We suggest that employing quantitative approaches within green criminology is one way to increase its appeal to mainstream criminology, and that quantitative studies, in conjunction with other research methodologies, can also enhance generalizability of findings, influence policy, and advance theory construction and hypothesis testing. 相似文献

Abstract: A vast majority of firearms‐related suicides involve the conventional use of a properly functioning, intact firearm. Occasionally, forensic investigators encounter a case wherein the firearm suicide victim employs some form of unconventional use of a weapon, or utilizes an unusual weapon type. In this case report, the authors present an unusual case in which a man committed suicide by using a shotgun shell, a shotgun barrel (separate from the rest of the gun), and a BB. Some confusion as to the cause and manner of death was present during the initial scene investigation. Examination at autopsy revealed the cause of death to be a shotgun wound of the chest and prompted further scene investigation. Therefore, this case serves as another example of the importance of cooperation between scene investigators and forensic pathologists when investigating a death. This article examines the attitudes of sample populations of urban, suburban and rural police officers in New Jersey in regard
to a hypothetical use of force scenario. The aim of the study is to identify similarities and differences in the perceptions
of officers who are faced with the same type of hypothetical situations but who are exposed to different training, procedural
and environmental factors. Police officers in the United States receive different types of training in each state that might
influence their attitudes towards the use of force. A pilot study was conducted comparing two urban police departments from
two different states and showed some differences in the attitudes of the surveyed officers. To further explore these differences,
a more refined look at three police departments in one state (New Jersey) was conducted as part of a doctoral dissertation
of the lead author. Research questions are aimed at identifying the differences in the frameworks for the justification of
force based on a host of variables. The research questions stipulated that there will be some significant differences in attitudes
towards the use of force by the officers, based on physical location of the communities they police. The findings of the study
identified additional factors that might influence the officers’ attitudes. Twelve focus groups, four at each of the sites,
were analyzed and it appears that there may be a geographic and demographic influence on how the officers respond to the scenario. 相似文献

Developing countries, particularly the BRIC countries of Brazil, Russia, India, and China, should accommodate their national systems of innovation to the worldwide intellectual property (IP) regime emerging after the adoption of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) in a way that maximizes global economic welfare in the foreseeable future. As many developed countries' experience demonstrates, badly configured, over-protectionist IP regimes stifle innovation by making inputs to future innovation too costly and too cumbersome to sustain over time. More carefully considered IP regimes, however, are an important way to protect innovative small- and medium-sized firms from predatory, larger competitors. The challenge is for emerging economies to capture the benefits of IP without importing the serious problems that developed countries have themselves failed to solve. Emerging economies can attain this balance by pursuing a policy of counter-harmonization in which they take advantage of existing exemptions in international agreements governing IP to establish regional, local, and international practices that promote more innovative, flexible uses of IP. Such practices include a research exemption for experimental uses of IP, government imposed nonexclusive licensing, anti-blocking provisions, an essential facilities doctrine, and compulsory licenses. Additional tools include an ex ante regime of compensatory liability rules for small scale innovation and sensible exceptions, particularly for science as well as general fair use provisions, to the exclusive rights of domestic copyright laws. Emerging economies will have to overcome strong economic pressure to accept more restrictive IP regimes as part of free trade agreements as well as a lack of technical expertise and internal government coordination. However, emerging economies have already accrued enough experience to be aware of the strengths and weaknesses of various IP schemes and their own ability to tailor IP to local needs. Developing countries will need to take advantage of that experience and defend innovative practices at international dispute resolution forums. Through creative, determined efforts, the developing countries can avoid other countries' IP excesses while establishing the kind of IP norms that address the real conditions of creativity and innovation in today's digitally empowered universe of scientific discourse. 相似文献
