Spouse-Specific Dependency Scale: Scale Development

Extreme emotional dependence in the primary relationship has been noted as a central motivational feature in wife abuse. We report the development of gender-specific scales on dependency specific to the marital relationship. One hundred fifty nine items were assigned to 15 scales according to conceptual similarity, and administered to 196 individuals in steady dating relationships. Principal components analysis followed by item analysis resulted in three factors that best represented the 15 rational scales for both men and women: Anxious Attachment, Exclusive Dependency, and Emotional Dependency. Clinical implications are discussed and areas for further research are suggested.     

Gender mainstreaming and the framing of women's rights in Europe: The contribution of the Council of Europe

Drawing on published materials from the Committee of Ministers, Assembly and expert working groups of the Council of Europe, this paper investigates the distinctive contribution made to the framing of women's rights over the last two decades by this regional organisation, which recent studies of the `Europeanisation' of public policies have largely neglected. Elements of congruence are identified between the major mobilising themes of second wave feminism and the Council's emphasis on protecting individual rights, and its sensitivity to the incompleteness and shortcomings of `actually existing' democratic institutions and practices. The relative openness of its agenda-setting processes is also underlined. The Council's flag ship policies for women are shown to have centred since the mid-1980s on a `politics of presence' frame and the (contested) concept of `parity democracy', and the tensions between these and the more recent turn to gender mainstreaming are explored. But the paper also points to the Council's role in diffusing into the E.U. governance arena women's claims to equal participation and presence in the policy process, and notes recent French and U.K. legislation as testifying to the continuing salience of these claims at the national level. Judicial Deference under the Human Rights Act

Judicial deference to the other branches of government has become a common judicial technique in cases arising under the Human Rights Act. The author outlines the current approach of British courts in deciding when to defer, arguing that it is flawed and unprincipled. The author goes on to argue that a principled approach to deference is necessary, and offers examples of when and how courts should defer to the other branches of government when considering constitutional claims.     

New Matching Requirements for Housing Programs: Intergovernmental Conflict and the National Affordable Housing Act of 1990

This article describes the surprisingly diverse matching requirements for new federal housing programs that were introduced by the National Affordable Housing Act of 1990 and analyzes their development through the political compromise of the federal legislative process. It explains how the matching requirements reflect the divergent interests of the federal government and state and local governments in the policy outcomes of the new programs.     

Why do adolescents use drugs? Age,sex, and user differences

This paper makes four points: (1) There is substantial substance use among adolescents in our large rural southwestern sample. (2) Adolescents explain their drug use with five kinds of reasons (i.e., Belonging, Coping, Pleasure, Creativity, and Aggression). (3) Different reasons for using drugs are related to frequency of substance use. (4) There are age, gender, and user differences in the reasons adolescents have for their drug use. After summarizing traditional ways of thinking about drug use, we describe an alternative way for examining such behavior. We use this approach to study relationships between drug use reasons and age, gender, and substance use in 2637 6th–12th-grade students. The blood feud in Waziristan

Water puppetry has become an iconic representation of Vietnam, and Hanoi's Th?ng Long Water Puppet Theatre is flourishing as part of the international tourist package. This article documents the radical modification in this theatre's performance themes in 2013 – from traditional to explicitly ethnicised – and subsequent reversion the following year. In exploring the possible role of state propaganda in these changes, and the government's mechanisms of influence over water puppetry, the politics of representation within Vietnam's art and performance sector are exposed.
