Early students of political tolerance projected a rapid rise in levels of tolerance, but subsequent research has failed to offer conclusive evidence regarding whether tolerance has, in fact, increased. The General Social Survey (GSS) included the same 15 dichotomous tolerance items in the period 1976–1998, seemingly permitting assessment of trends in tolerance through examination of a standard 0–15 scale. Unfortunately, the validity of these data is uncertain because we cannot rule out the possibility that changes in affect toward the five GSS target groups, not true changes in tolerance, drive movement in the longitudinal series. To address this problem, we reexamine the GSS data from the perspective of past discussions of the meaning of tolerance and intolerance. We argue that that the GSS scale captures two aspects of tolerance: whether respondents are tolerant or intolerant; and, among the intolerant, the breadth and depth of their intolerance. We further argue that the first of these dimensions can be measured validly using the GSS data. Our analyses reveal that, at most, tolerance has increased only marginally in the period 1976–1998.  相似文献

The process of preparing lawyers and other professionals to work for the benefit of troubled children requires an understanding of concepts that extend far beyond the traditional course structure currently employed in American law schools. It is clear that mental health problems of children and families, compounded by substance abuse, influence behavior, resulting in children entering family and juvenile courts as victims of abuse or neglect and committing criminal acts. It is incumbent on law schools to incorporate training in fields far different from the traditional didactic experience in legal curricula if they are to address the current needs of children and familes who are ensnared in the nation's juvenile justice system. The beginning point of this process is within the legal training apparatus of America. Law schools must expand their curriculum to incorporate other disciplines to produce an advocate capable of serving the interest of children and society.  相似文献

In 2011, ABC Television’s Four Corners broadcast “A Bloody Business”. The program’s confronting subject was the live cattle trade to Indonesia, and in particular, disturbing slaughtering practices. Notable was repeated use of the phrases “Australian cattle”, “Australian livestock” and “Australian animals”. The inference was that these were “our” cattle, some of which suffered shockingly cruel deaths. The implicit nationalism informing the program’s emotional provocation begs the question in what sense were the cattle, an introduced cloven-hooved domesticated animal, Australian? This raises related questions: if cattle are “ours”, why not other exotic flora and fauna, and what of settlers and more recent immigrants too? After briefly discussing this program, the paper considers a range of different engagements with Australian landscapes. Of principal interest are affinities to landscape based on social organisation. Pivotal to this are notions of lifescapes and emotional geographies. These notions form the foundation for following discussion on several disparate entanglements with landscape. The discussion ranges across cattle, pastoralists, Aborigines, water buffalo, other exotic flora and fauna, kangaroo shooters, shearers and immigrant responses to national parks. In doing so, the paper explores the vexed issue of who and what can be included in the embrace of Australian nativeness.  相似文献

A significant goal of public administrators in this era of shrinking public funds has been to find ways to enhance and measure organizational capacity and sustainability with minimal outlays of resources. One attempt to address this goal was the Rural Pilot Program, funded by the Office of Violence Against Women in the U.S. Department of Justice. Based on the evaluation of the program, this article (1) describes how capacity was measured, (2) discusses the validation and utility of a self‐administered instrument, and (3) examines whether and to what extent organizational capacity is enhanced by an intermediary funding model. Modest positive changes were found in two areas—organizational staffing and information technology—but no changes were found in other areas. The article concludes with recommendations for designing future programs to enhance capacity and sustainability and for public administrators and grant makers in utilizing self‐administered capacity instruments.  相似文献

Since the Supreme Court's decision in City I of Richmond v. J. A. Croson in early 1989, disparity studies or minority business studies or discrimination studies have become a focal point in state and local government jurisdictions' Minority Business Enterprise set-aside policies. Disparity studies have been conducted in more than sixty jurisdictions around the United States. This article discusses (1) the status of MBE set-aside programs after Croson, (2) examines the efficacy of disparity studies as mechanisms for justifying the adoption or continuation of set-aside programs in state and local governmental jurisdictions, (3) provides discussion of specific procedural analyses which have been major components of a disparity study and (4) provides a summary discussion of disparity studies conducted in five jurisdictions. The conclusion notes several weaknesses of disparity studies that, if addressed, would enhance their utilty.  相似文献
