The federal prison disciplinary records of federal capital inmates (n=145) who were sentenced to life without possibility of release (LWOP) by plea bargain, pre-sentencing withdrawal of the death penalty, or jury determination were retrospectively reviewed (M=6.17 years post-admission). Disaggregated prevalence rates were inversely related to infraction severity: serious infraction =0.324, assaultive infraction =0.207, serious assault =0.09, assault with moderate injury =0.007, assault with major injuries or death =0.00. Frequency rates of misconduct were equivalent to other high-security federal inmates (n=18,561), regardless of infraction severity. Government assertions of "future dangerousness" as a nonstatutory aggravating factor were not predictive of prison misconduct. These findings inform federal capital risk assessments and have public policy implications for procedural reliability in death penalty prosecutions.  相似文献

Few political institutions are as central to theories of lawmaking as the executive veto. Despite its importance, institutional continuity at the national level has precluded identification of empirical effects of the veto on legislative behavior. We address this limitation and present evidence from the states demonstrating how the veto affects the formation of legislative coalitions and, indirectly, executive influence over policymaking. We find consistent evidence that the presence and strength of gubernatorial veto powers affect the lawmaking behavior of state legislatures. Our analysis shows how institutional provisions condition executives' ability to affect policy outcomes in separation‐of‐powers systems.  相似文献

Bueno de Mesquita and Lalman's version of an expected utility theory of war has become one of the most widely cited theories of international conflict. However, the testing of the theory has lagged behind its theoretical development. In its most sophisticated formulation, the theory has been tested on only 707 dyad-years, all drawn from Europe between 1816 and 1970. We present a test of the expected utility theory of war (as developed in War and Reason ) on the international system from 1816 to 1984. Specifically, we examine the relationship between the main equilibrium variables derived under the "domestic variant" of the international interaction game and behavioral outcomes using multinomial logit. We find that the equilibria correlate with actual behavior in both the set of all dyads and a subset of politically relevant dyads, even after including a set of control variables. The relationship is somewhat less clear among the population of all interstate-directed dyads, however, with key equilibrium variables having smaller effects at increasing the odds of interstate conflict among all dyads. We also present a new software program, EUGene , which generates expected utility data and can serve as an important data management tool for international relations researchers.  相似文献

Today, men make up the vast majority of the workforce in the tobacco fields of the American South. This was not always the case. For more than two centuries, enslaved women worked alongside men in the tobacco fields. In the late nineteenth century, the unpaid labor of female kin made possible the household's replacement of the plantation as the center of production, and it remained critical for farm families well into the twentieth century. Following World War II, agricultural engineers developed new technologies to eliminate tasks traditionally done by women. In the 1980s, the process of defeminization accelerated as growers began to hire male guestworkers from Mexico as more women moved into the non-farm labor market to supplement their families' farm incomes. The transition from family to wage labor in the tobacco South was far from a ‘natural’ process, but one nurtured by state agricultural, labor, and immigration policy.  相似文献
