The development of Chinese political science was not a relatively neat and tidy event. It was profoundly impacted by two revolutions, war, civil war, and political turmoil throughout most of the 20th Century. In the first three decades of New China, political science suffered from both ideological rigidity and political suspicion. With the heralding of Reform and Opening-up, Chinese political science has experienced a renaissance, influenced as much by the concept of indigenization (ben tu hua) as Western ideas. Much like its American counterpart, Chinese political science is now experiencing a healthy debate about the primacy of the discipline’s contending intellectual influences and traditions, as well as its core functions and future direction. The on-going debate suggests that Chinese political science is developing, in the words of Deng Zhenglai, “its own plurality of methodological approaches to the study of politics”. This article examines the rise and growth of contemporary Chinese political science, with particular emphasis devoted to the influence that a burgeoning political science with “Chinese Characteristics” will have on the discipline both within and outside China.  相似文献

Posttraumatic stress disorder (PTSD) criteria in DSM-5 included a dissociative diagnostic subtype characterized by a depersonalization item and a derealization item. Researchers have queried whether this was too restrictive, as alternative dissociative symptomatology may also be characteristic of the subtype. The current study utilized data from 318 Northern Irish students, of which 165 were trauma exposed. Participants were assessed for PTSD symptomatology based on DSM-5 criteria via a modified version of the PTSD Symptom Scale-Self-Report (PSS-5) and dissociative experiences via the Dissociative Experiences Scale (DES). Confirmatory factor analysis of PTSD and DES models revealed an optimal four-factor DSM-5 PTSD model including reexperiencing, avoidance, negative alterations in mood and cognitions, and alterations in hyperarousal and reactivity factors, and an optimal three-factor DES model including absorption, amnesia, and depersonalization/derealization factors. When comparing the correlations between depersonalization/derealization and the four PTSD factors, significant Wald tests of parameter constraints revealed that depersonalization/derealization is more related to alterations in arousal and reactivity (r?=?.432) compared to avoidance (r?=?.289), χ 2 (1, N?=?165)?=?8.352, p?=?.004. We discuss whether the mechanism for comorbid PTSD and dissociation may be related to PTSD’s arousal factor.  相似文献

Forensic mental health providers (FMHPs) typically do not release records to the examinee. The Health Insurance Portability and Accountability Act (HIPAA) federal regulations might change this position, given that they have created a basic right of access to health care records. This legislation has led to a disagreement regarding whether HIPAA regulates forensic evaluations. The primary argument (and the majority of scholarly citations) has been that such evaluations do not constitute “health care.” Specifically, in this position, the nature and purpose of forensic evaluations are not considered related to treatment (amelioration of psychopathology) of the patient. In addition, it asserts that HIPAA applies solely to treatment services; thus, forensic evaluations are inapplicable to HIPAA. We describe the evidence for and against this argument, the strengths and limitations of the evidence, and recent court decisions related to it. The weakest part of the “HIPAA does not regulate forensics” argument is that HIPAA has no exclusion criteria based on type of services. It only creates an inclusion criteria for providers; once “covered,” all services provided by that provider are thence forward “covered.” Authoritative evidence for patient access can be found in the HIPAA regulations themselves, the US Department of Health and Human Services’ commentaries, additional statements and disciplinary cases, the research literature, other agency opinion, and legal opinion. It appears that the evidence strongly suggests that, for those forensic mental health practitioners who are covered entities, HIPAA does apply to forensic evaluations. The implication is that FMHPs potentially face various federal, state, and civil sanctions for refusing to permit patient access to records.  相似文献

The United States and Canada regulate firearms, particularly handguns, quite differently. With only a few state and local exceptions, the U.S. approach emphasizes the ability of most individuals to purchase, possess, and carry handguns. By comparison, Canada has a form of restrictive licensing for handguns that places a premium on community safety. The authors first review the potential individual and community level harms and benefits associated with these differing fre-arm policies. Using this information, they explore the ethical dimensions of the U.S. and Canadian approaches through three major themes of autonomy, prevention of harms, and social justice. The authors conclude that the Canadian approach is consistent with respect for the autonomy of persons, fosters the prevention of harms, and more appropriately furthers social justice.  相似文献

Modern institutional theory specifies two different aspects of institutions. The first aspect—and by far the predominant perspective—sees institutions as recurrent patterns of behavior, values, norms and practices which guide social and political behavior. The second aspect refers to the manifest institutional systems of the state. These two sides of institutions are supposed to be mutually reinforcing. Thus, institutions are "embedded" in overarching systems of values at the same time as they "constrain" behavior. This article takes exactly the opposite approach and seeks to separate the two different meanings of institutions in order to explain changes in the effective capabilities of manifest institutions. Using the Japanese Ministry of International Trade and Industry (MITI) as an empirical case, the argument advanced in the article is that variations in the institutional leverage and capacity of MITI can to a significant extent be explained by changes in the relationship between "abstract" and "manifest" institutions, i.e. the extent to which the institutional arrangement of the state reflects predominant systems of values, norms and beliefs in society. In addition to the vast literature on institutional theory, the article draws on a series of interviews with MITI senior officials between 1988 and 1996 as well as on the literature on Japanese political economy.  相似文献

As the EU expands to include the Central and East European (CEE) countries, its capacity to adopt and implement environmental policy will be negatively affected—this has been a widely held assumption. The CEE countries have been expected to be laggards, slowing down, weakening or even reversing progress in environmental policy-making. More than 2 years have now passed since the enlargement, and the new member-states have begun to make their mark on EU decision-making and implementation. This article confronts gloomy expectations with evidence in three issue-areas: genetically modified organisms, air pollution and climate change. The main conclusions are, first, that there is no indication that enlargement will result in any breakdown of EU environmental policy. Second, the consequences vary across issue-areas. The new member-states have strengthened the group that favours strict regulation of genetically modified organisms, weakened the implementation of the EU emission trading directive and have affected EU air policy hardly at all. These results can give an indication of what is to come. On the other hand, only a short time has passed since enlargement, and the picture may change with regard to other issue-areas.  相似文献

A retrospective review was performed on the disciplinary records of 1,659 convicted murderers who had been admitted to the Texas Department of Criminal Justice between February 2001 and November 2003. Institutional violence was disaggregated by type of infraction, inmate or staff victim, extent of injury, and weapon usage to determine baseline prevalence and rates. Characteristics of the perpetrators, including younger age, more serious murder conviction, and longer sentence were associated with a higher incidence of prison assaults. Logistic regression analysis of a restricted sample of 1,440 male, non-death row inmates resulted in modestly predictive models for potentially violent acts (AUC = .668), assaults (AUC = .700), and assaults resulting in serious injury (AUC = .750). The findings suggest that the choice of measure used when operationalizating prison violence is crucial in determining baselines, but may have a more limited effect on identifying correlates and predicting outcomes.  相似文献
