Abstract Despite their declaratory support for the United Nations' adoption of the “responsibility to protect” (R2P) principle, Association of Southeast Asian Nations (ASEAN) governments nonetheless reject the UN proposition that military intervention can and should be employed for implementing the R2P. However, this reluctance has not precluded the development of an ethic of responsible sovereignty in Southeast Asia. But rather than responsibility as protection as assumed by the R2P, ASEAN countries arguably define responsibility in terms of provision for the well-being of their populaces. The development of such an ethic in Southeast Asia has been uneven as evidenced by the Myanmar government's initial reluctance to receive foreign humanitarian assistance following Cyclone Nargis in 2008. That said, as the contemporary policy debate and regional institutional developments in Southeast Asia together attest, an ethic of responsible provision is emerging among ASEAN states. 相似文献

Estimates of intimate partner violence (IPV) during pregnancy vary by population being studied, measures, and other methodological limitations, hindering the ability to gauge the relationship between IPV and negative birth outcomes. The authors report aggregated data from a subsample (n = 148) of the first three waves of the Women's Employment Study. The authors compared groups of women who did and did not give birth to low birth weight infants on demographic, material deprivation, risk behavior, mental health, and IPV factors. The prevalence of domestic violence was more than twice as high for women with low birth weight infants as those women who had a normal weight infant. When considering additional risk factors, including food insufficiency, substance dependence, and depression and/or posttraumatic stress disorder, IPV remained a significant indicator, but it was most strongly associated with low birth weight among women also experiencing depression and/or posttraumatic stress disorder. 相似文献

This paper examines views of the respondents regarding homeland security and traditional crime in the United States. Using questions from the 2007 Penn State Poll, a sample of 862 Pennsylvanians participated through a telephone interview. Participants were questioned about their concerns regarding the effectiveness of homeland security, their fear of crime (white-collar, property, violent and terrorist attacks). The results revealed that citizens were satisfied with the effectiveness of homeland security since the September 11, 2001, attacks. The results indicate that fear of crime is different for demographics, and we were able to show that those that thought homeland security had been effective increased the likelihood of fear of white-collar crime. We were also able to show demographic differences for national spending on crime. In addition, we were able to show that those who believed that homeland security was effective did not believe that national spending was at the proper level for property, violent, or white-collar crime. Do judges ruling on redistricting litigation increase electoral competition in congressional races while simultaneously drawing districts favoring their party's congressional candidates? I offer a novel theory of judicial partisan calculation, arguing that judges draw more competitive districts than legislatures or commissions, but that judge‐drawn districts favor the electoral interests of their copartisans. These claims are reconcilable because judges target districts held by contrapartisan legislators to maximize their copartisans’ fortunes. I find that Democratic judges draw competitive districts by adding Democratic voters to Republican‐held House constituencies. Court‐administered redistricting increases competitiveness, ostensibly due to judicial neutrality. This mask of neutrality, however, conceals sophisticated partisan calculation. 相似文献

Inmate classification is a key aspect of prison management and inmate programming. It guides inmate housing assignment, level of supervision and control, and inmate programme placement. The Philippines formally incorporated these principles to modernise its prisons. However, structural, organisational, and cultural challenges posed barriers to successful implementation. Utilising qualitative data gathered through interviews and focus group discussions with prison personnel, inmates, and volunteers in a major prison in the Philippines, this paper investigates the practices that impact on inmate classification and how these affect housing assignment, levels of supervision and control, and inmate programming. Implications towards developing an integrated correctional management in the Philippines, and other similarly situated countries, are discussed. 相似文献

Religious reasons are frequently described as considerations that shape support for or opposition to capital punishment; however, there are many inconsistencies in the literature. This study represents a systematic review of the extant research on religious affiliations and beliefs as correlates of public attitudes toward capital punishment. Searches conducted in five databases identified 33 articles, representing 97,570 respondents. Results revealed that people belonging to Protestant affiliations and with negative images of God were more likely to support capital punishment. People possessing positive images of God and with strong beliefs in compassion were less likely to support capital punishment. The religious correlates commonly assessed in the extant literature, such as fundamentalism, are not significant correlates of attitudes toward capital punishment. Findings also revealed that the predominance of research examined Christian religious affiliations, to the exclusion of other common affiliations, such as Buddhist or Islamic affiliations. Taken together, findings suggest that compared to affiliations, religious beliefs better explain attitudes toward capital punishment. Further research is needed to investigate the ways religious correlates influence death qualified jury selection and capital sentencing decisions. An increased understanding of the nuanced relationship between religion and capital punishment attitudes can better inform capital punishment policy and practice. 相似文献

This article discusses the occupation of an oil-related structure called the Brent Spar in the British sector of the North Sea by Greenpeace protesters in 1995. Shell intended to 'dump' the buoy in the deep North Atlantic. The aftermath of the occupation and associated publicity was a change of policy about the disposal of the Spar by Shell, Europe's largest multinational company. The article considers alternative explanations for policy change – most importantly the influential propositions by Baumgartner and Jones (1993). The general importance of their work means that the opportunity is taken to set out their themes at some length, but the particular case suggests that their notion of change stemming from a redefinition of the problem may only imperfectly fit sudden policy changes of the Brent Spar type. The article argues that their 'venue shopping' concept better illuminates the case – but the significant venue change was geographical – i.e. from Britain to Germany – rather than institutional – i.e. from a policy community to an issue network. The case study superficially accords with an influential body of literature in the 1980s and 1990s that sees outcomes as changing through the mobilization of a wider range of participants in issue networks, but it is argued that there is no automatic link between an expanded roster of participants and outcomes if the decisive decision-making power is retained in the original closed system. The case study suggests there can be an illusion of an issue network when the dominance of a policy monopoly is publicly challenged – but where decision-making power is retained among original participants. 相似文献

For a variety of reasons, performance budgeting has gained new life in the 1990s. Initially introduced in the 1950s by the Hoover Commission and others, performance budgeting efforts, in the 1990s, go beyond the workload productivity and efficiency focus of earlier phases and place greater emphasis on outcomes and accountability. This study reports on a survey of state executive-branch budget officers designed to determine the current status of state performance budgeting efforts including performance budgeting processes used by the states, their perceived impacts on budget decision making, and their probable future use. In addition, the study assessed the emerging role of performance funding as a further extension of performance budgeting processes. The linking of performance to the allocation or distribution of appropriated funds may be emerging as the next iteration of performance budgeting in the states. In addition to reporting on the survey, relationships between performance budgeting and various aspects of state budgeting practices are analyzed through crosstabulations, and regression analysis is employed to examine the states' organization, fiscal, and political capacity to implement performance budgeting and funding. 相似文献
