This study utilized a justice framework to investigate punished subordinates' attitudinal reactions to specific disciplinary events. Results suggested that personality variables (negative affectivity and belief in a just world) influenced subordinate perceptions of the disciplinary event. In addition, belief in a just world had a direct effect on satisfaction with the supervisor, intention to leave, and organizational commitment. Contrary to expectations, harshness (a distributive aspect of the event) influenced perceptions of procedural justice and attitudes toward the institution (organizational commitment) and the leader (trust in supervisor), in addition to its influence on perceptions of distributive justice. The influence of procedural aspects of the event on attitudinal outcomes varied by dependent variable. The implications for future research and for management are discussed.  相似文献

Landmark welfare reform legislation passed in 1996 has been operating by legislative extensions since its expiration in September 2002. At this writing, reauthorization has been derailed by controversy over various legislative proposals. In this article, we contribute to the welfare policy debate by studying the importance of specific policy tools and the role of public administration in the dramatic fall in welfare caseloads from 1996 to 2000. Using administrative and survey data on welfare programs in 44 states, we test our theory that caseload reduction is a function of administrative commitments, policy design, and administrative actions linked to five sets of governance variables: environmental factors, client characteristics, treatments, administrative structures, and managerial roles and actions. We find strong evidence that administrative action to move clients into work, coupled with administrative commitments, can provide important links between policy goals and policy outcomes.  相似文献

As the 1990s began, state and local governments across the country found themselves in a situation of fiscal stress. That stress has been attributed to several sources. Recently, it has been suggested that governments themselves brought on the fiscal squeeze by their own profligacy —a profligacy rooted in excessive increases in employment and compensation of government workers during the 1980s. After summarizing some arguments presented for and against describing state and local practices of the 1980s as profligate, this article compares its evidence on the growth of employment and compensation and notes some different interpretations. The article concludes that a strong statement of the profligacy position has not been proved.  相似文献

This is an econometric study of factors behind filing growth since 1970 in state trial courts and, especially, appellate courts. The model posits two categories of variables: those affecting the supply of disputes and those affecting the costbenefit considerations of potential litigants. The study uses a pooled time-seriescross-section design and a fixed-effects regression procedure. The overall conclusion is that factors determining the supply of disputes overwhelm other factors entered in the model. At the trial level, economic conditions 2 years earlier strongly affect civil filings, and crime rates for the current and prior year have moderate impacts on criminal filings. The output capacity of trial courts, measured by the number of judges, has a strong impact on appeals. Economic conditions and trial court filings influence civil appeals in later years, and prison commitments influence criminal appeals. The great majority of cost-benefit factors, such as simplification of appellate procedure and interest-rate differentials, showed little or no impact on appeals.In view of the rising emphasis on replicability (Dewaldet al., 1986; Campbell, 1986; Cook and Zarkin, 1986), we stress that the data for this research are available from the Inter-Univarsity consortium for Political and Social Research, and we will provide copies of the computer printouts giving the programs (that apply SAS) and the results. In addition, Court Studies periodically updates the data set, and it will supply current data upon request.  相似文献

Concern regarding the risk of child maltreatment in adolescent parent-child dyads has moderated in recent study. Concern persists, however, in those relationships where demographic or dynamic aspects of the relationship predict greater stress. While the majority of research targeting these high-risk adolescent parent-child dyads has focused on the adolescent mother, there has been little attention directed to the possible role played by the father in the adolescent parenting situation. This paper examines the characteristics of 145 fathers in adolescent mother-child relationships previously determined to be “high-risk” for child abuse. The hypothesis that the fathers in these high-risk relationships may bring elements to the environment and relationship which exacerbate the existing risk (e.g., occupational, educational, and financial problems) was supported. In addition, speculation was off ered that certain personal characteristics of the fathers such as alcohol/substance abuse and criminal records would serve to predict greater rates of ultimate relationship failure.  相似文献

South Korea enjoyed high rates of economic growth until the mid–1990s. However in mid–1997 the country went into a severe economic crisis which ultimately resulted in a request for an IMF bailout. Leading up to the crisis, the government had embarked upon democratic liberalization but not much economic liberalization. This research explores why the government would lay the foundation for political reform without creating institutions capable of imposing economic reform on the politically powerful business sector. The absence of such institutions put the government in a position where it could not respond to the emerging economic crisis. The government's inability to act eroded its own position of power and governance. From this perspective, the government's inattention to economic reform appears irrational as it led to a weakening of its own position. We build a model of political and economic liberalization showing that the government was engaged in nested games (i.e., games in multiple arenas) with the political opposition, the labor unions, and the powerful business sector. We develop an argument that strong, antiliberal economic actors create incentive for the government in a democratizing state to refrain from economic liberalization, even while moving forward with democratic liberalization.  相似文献

The term “policy sciences” refers both to a distinctive tradition within the policy movement and to the broader policy movement itself. While the generic use of this term is sure to persist, the community of policy scientists trained in the tradition founded by Harold Lasswell and Myres S. McDougal faces challenges to its sustainability as a distinctive tradition of the policy movement. To motivate open discussion and debate, this essay follows the logic of a problem-oriented analysis, and also includes personal reflections and anecdote, with the following objectives: It suggests that the policy sciences tradition faces challenges to its sustainability because of the simple arithmetic of generational turnover in university faculty. It explores six factors internal and external to the policy sciences community militating against sustainability. The essay then critiques three different roles the policy scientist might play in contemporary academia, and concludes with a discussion of alternatives that might enhance the sustainability of the policy sciences tradition, should sustainability indeed be a desired outcome.  相似文献
