This paper builds on work from the agrarian change and political ecology literatures to analyze the process of agrarian change among smallholder cotton farmers in southwestern Burkina Faso. Specifically, we use a rural survey of 72 heads of household in three villages to examine whether and how (1) access to agricultural inputs, (2) debt and (3) liberalization reforms combine to produce rural socio-economic differentiation based on wealth. We find that wealthier farmers use more mineral fertilizer and manure inputs than their poorer counterparts. Wealthier farmers are also better able to remain debt-free as cotton prices drop and input prices rise. Moreover, they are able to take advantage of the neo-liberal restructuring of cotton cooperatives to change polices on debt repayment and input provisioning to their favor. This growing divide has large implications for rural food security, particularly as land becomes scarcer, fallows disappear and the need to intensify production grows. This research addresses two gaps in the agrarian change literature in relating how liberalization reforms and biophysical elements drive rural socio-economic differentiation. This work also shows that merging the concerns of political ecology with the agrarian change literature allows for a deeper examination of rural socio-economic differentiation. 相似文献

This article introduces a discussion of gender dimensions into the growing debate on large-scale land deals. It addresses the current information gap on the differential gender effects of large-scale land deals through (1) an overview of the phases of large-scale land deals and discussion of related effects on rural men and women based on new literature on large-scale land deals and past literature on the gender effects of commercialization and contract farming; (2) a presentation of further evidence using several case studies on the gender effects of large-scale deals; and (3) a conclusion that looks at knowledge gaps and areas for further research as well as broad recommendations for gender equitable large-scale land deals. 相似文献

The legitimacy and accountability of polycentric regulatory regimes, particularly at the transnational level, has been severely criticized, and the search is on to find ways in which they can be enhanced. This paper argues that before developing even more proposals, we need to pay far greater attention to the dynamics of accountability and legitimacy relationships, and to how those in regulatory regimes respond to them. The article thus first seeks to develop a closer analysis of three key elements of legitimacy and accountability relationships which it suggests are central to these dynamics: The role of the institutional environment in the construction of legitimacy, the dialectical nature of accountability relationships, and the communicative structures through which accountability occurs and legitimacy is constructed. Second, the article explores how organizations in regulatory regimes respond, or are likely to respond, to multiple legitimacy and accountability claims, and how they themselves seek to build legitimacy in complex and dynamic situations. The arguments developed here are not normative: There is no “grand solution” proposed to the normative questions of when regulators should be considered legitimate or how to make them so. Rather, the article seeks to analyse the dynamics of legitimacy and accountability relationships as they occur in an attempt to build a more realistic foundation on which grander “how to” proposals can be built. The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process. 相似文献

ABSTRACT This study examines the recidivism rates of Finnish child sex offenders convicted in 2010 (n = 361) over a follow-up period of seven years. The results indicate that while reoffending for other types of offences was common (34%), offenders had very low sexual crime recidivism rates (1%). In terms of more persistent criminal careers, less than a quarter of the offenders had both a previous criminal history and at least one subsequent offence during the follow-up period. Offenders with child sexual abuse material-related crimes reoffended more rarely than did others. Study limitations and implications for policymaking, media and rehabilitation are discussed. 相似文献
