Accountability is said to be about the management of expectations. Empirical studies reveal considerable variation in organizational interest, intensity, and investment in accountability relationships. Less is known, however, about what explains these observed variations. Drawing on accountability and reputation‐concerned literatures, this article argues that a reputation‐based perspective on accountability offers an underlying logic that explains how account‐giving actors and account‐holding forums actually manage these expectations and how organizations make sense of and prioritize among accountability responsibilities. Reputational considerations act as a filtering mechanism of external demands and help account for variations in degrees of interest in, and intensity of, accountability. The resulting accountability outcomes are coproduced by the reputational investment of both account‐giver and account‐holder, resulting in distinct accountability constellations and outcomes.  相似文献

Abstract

This analysis investigates the role of historical analogies in the influence that parliaments have in foreign policy. Our empirical focus is the UK Parliament’s unusual opposition to the Prime Minister on UK involvement in Syria in 2013. The vote challenges many conventional expectations about the role of parliament in security affairs. Important in this vote were lessons learned and strategically used from UK participation in the intervention of Iraq in 2003. This argument is developed theoretically based on research on historical analogies: parliaments, ‘learn’ (primarily negative) lessons about past foreign policy events which guide parliamentary preferences and procedures and can enhance parliaments’ role in subsequent foreign policy. The article contributes to research on analogies by extending the logic to lessons on process. This use of precedents can offer more structurally oriented perspectives that translate critical junctures into reforms in procedures and policy-making practices.  相似文献

Children's responses to interpersonal obstacles and the relationship of these responses to social competence were investigated using the Social Problem Situation Analysis Measure. In this procedure, children respond to standard vignettes and then have their initial response negated by the examiner. The data showed that indices of problem-solving skills instandard andobstacle situations were indeed complementary. Problem solving in response to obstacles was the strongest predictor of self-concept and teachers' ratings of studients' adjustment. Expectancies in standard situations were most predictive of behavioral problem solving and social isolation. The discussion emphasized implications for theory and research into the way in which social problem solving under obstacle conditions relates to different indices of social competence.This study was supported in part by grants to the first author from the William T. Recent changes in patterns of public service provision, sometimes associated with the 'regulatory state', have been said to have eroded citizenship and diminished accountability. This paper responds to these challenges by outlining a toolbox of four transparency mechanisms – information, choice, representation, and voice – as alternative devices that can be built into the architecture of public service regimes, to increase responsiveness and answerability. Using insights drawn from cybernetics and transaction cost analysis, this paper looks at the consequences of different choices of combinations of mechanisms in allocating authority in line with competing administrative doctrines of fiduciary trusteeship and consumer sovereignty. Attention is drawn to differences in 'cost profiles' between different public services that can facilitate or inhibit consumer choice as a basis for understanding the suitability of different combinations of mechanisms to specific public services. A contingency model determining the suitability of particular mechanisms to particular services of different 'cost-profiles' is presented. Given the variety of public services and among different public service architectures in the regulatory state, it is argued that this differentiated approach to transparency and accountability provides a more effective response to holding public services accountable than narrower traditional notions of political accountability.  相似文献

This paper reports the outcome of a 17-month follow-up of structured, community-based, offence-focused, intervention programmes designed to reduce rates of re-conviction amongst adjudicated offenders under probation supervision. Three separate programmes were examined, all derived from a cognitive social learning model of risk factors for repeated involvement in crime. Using a quasi-experimental design, the study compared male offenders who had completed programmes (n = 215) with a non-completion group (n = 181), a group allocated to programmes but who had not commenced them (n = 339), and a control sample (n = 194) not allocated to the programmes. Outcome data analysis employed (a) an “intent to treat” between-group comparison, (b) “treatment received” methodology. In order to take account of selection bias, data were further analysed using instrumental variables and propensity scores; results suggested a possible treatment effect for moderate and higher-risk cases. Factors influencing different interpretations of these findings were considered.

James McGuire   is Professor of Forensic Clinical Psychology and Director of the Doctor of Clinical Psychology programme at the University of Liverpool, UK. He also holds an honorary post as consultant clinical psychologist in Mersey Care NHS Trust. He has conducted research in probation services, prisons, and other settings on aspects of psychosocial interventions with offenders; and has written or edited 14 books and numerous other publications on this and related issues. He worked for some years in a high-security hospital and has carried out psycho-legal work involving assessment of offenders for courts, for hearings of the Mental Health Review Tribunal, the Parole Board, and for the Criminal Cases Review Commission. In addition he has been involved in a range of consultative work with criminal justice agencies in the UK, Sweden, Romania, Canada, Australia and Hong Kong. Charlotte Bilby   is a Lecturer in Criminology at the University of Leicester. Her research interests include the role and politics of evaluation in UK criminal justice policy making, offenders’ experiences of probation and the processes of offender rehabilitation, reform and management. Ruth Hatcher   is a Lecturer in Forensic Psychology at the University of Leicester. Her research interests include the evaluation of offending behaviour programmes within community and custodial settings, the investigation of predictors and correlates of attrition from community offending behaviour programmes, bullying behaviour within custodial settings, and the psychological impact of working with forensic populations. Clive R. Hollin   is Professor of Criminological Psychology in the School of Psychology at The University of Leicester, UK. He wrote the best-selling textbook Psychology and Crime: An Introduction to Criminological Psychology (1989, Routledge). His most recent book, edited with Emma Palmer, is Offending Behaviour Programmes: Development, Application, and Controversies (2006, John Wiley & Sons). He is co-editor of the journal Psychology, Crime, & Law. Alongside his various university appointments, he has worked as a psychologist in prisons, special hospitals, and regional secure units. In 1998 he received The Senior Award for Distinguished Contribution to the Field of Legal, Criminological and Forensic Psychology from The British Psychological Society. Juliet Hounsome   graduated with a B.Sc. in Applied Psychology from John Moores University, Liverpool, in 1997 and obtained an M.Sc. in Psychological Research Methods from Lancaster University in 1999. She subsequently worked at the Centre for Public Health, John Moores University, conducting research on the trends of drug misuse in Merseyside over a 10-year period. From 2002 until 2005 she held research posts, first at Liverpool and then as a Fellow at Leicester University, working on a large-scale re-conviction study funded by the Home Office that aimed to evaluate the National Probation Directorate Pathfinder programmes. Her current post is as a systematic reviewer with the Liverpool Reviews and Implementation Group, conducting assessments for the Health Technology Assessment Programme and the National Institute of Health and Clinical Excellence. Emma J. Palmer   is a Reader in Forensic Psychology at the University of Leicester. Her research interests include the roles of parenting and social cognition (including moral reasoning) in the development of offending, assessment of offender risk and need, the design and evaluation of interventions for offenders, and interpersonal violence among prisoners. South Africa is experiencing record levels of protest. Interpretations of protest fall into two groups. First, there is the argument that protests represent only limited rebellion and that though unruly, they are a mechanism for political re-engagement. A second understanding links “new social movements” that address general grievances to wider hegemonic challenges. This article addresses the issue of whether these upsurges in militant mobilization threaten or complement democratic procedures. While the notion of governance has received considerable scholarly attention, much less is known about change, and its sources, across modes of governance within respective policy domains. This article explores these neglected issues in two policy domains characterized by multi-level governance characteristics: Land (state)-local relationships in the domain of building administration and relationships governing the prisons domain in Germany. It does so in three steps. First, the article explores governance and considers endogenous and exogenous sources of change. Second, it discusses the institutional arrangements in the two domains and analyses modes of governance and their change. Third, the article compares the different dynamics of change and links these findings to wider debates regarding change across and within modes of governance. The analysis of the two domains suggests that 'hunting around' effects (i.e. permanent instability) are less prominent than suggested by cultural theory, while external pressures for change are filtered by the preferences of the actors within the respective domains.  相似文献

‘Competency’ is a word that seems to have crept into the language of public administration and policy relatively recently, although largely under the radar of academic scholarship in Europe. This article introduces a symposium of papers that address key questions about competency management: how and why has it become popular and what are the implications of the spread of ‘competency’ approaches? As the introductory paper, it outlines the intellectual background to competency approaches and outlines three interpretations of their development. One interpretation sees them as a passing fad; a ‘difference’ interpretation sees them as a common label for widely varying patterns and practices; and a ‘sameness’ interpretation treats competency management as a symptom of broader politico‐administrative developments.  相似文献
