This article uses ITERATE data on international terrorism 1968–2004 to test Rapoport's wave-like behavior of modern terrorism. While the interpretation encompasses a much longer period of time than can be tested empirically with readily available data, it is possible to examine the past 3–4 decades of terrorist activity for traces of the coming and going of old and new groups. The article codes the type of group (anarchists, nationalists, leftists/Marxists, and religious fundamentalists) and then examines the type of tactics employed, deaths, and targets across time. The results confirm the presence of heterogeneous, wave-like behavior that conforms to the Rapoport interpretation as new and old groups/tactics/issues cycle in and out of activity. 相似文献
Participatory approaches for impact assessment are increasingly becoming popular with development organisations for engaging multiple stakeholders. We present our use of participatory impact diagrams as an evaluation tool within a mixed methods impact assessment of several drought-reduction interventions in Kenya. Results show that because men and women have different roles, their experiences of interventions vary. We discuss how this methodology encouraged communities to describe various intervention outcomes including unintended impacts, often overlooked by conventional impact assessment approaches. Methodological challenges included the integration of quantitative data; opportunities for its application within the wider discipline of monitoring and evaluation are considered.
Utilisation des diagrammes d'impact participatives pour évaluer un projet de développement communautaire au Kenya
Les approches participatives de l’évaluation de l'impact sont de plus en plus populaires parmi les organisations de développement pour faire participer des parties prenantes multiples. Nous présentons notre utilisation des diagrammes participatifs des impacts comme un outil d’évaluation dans le cadre d'une évaluation multi-méthodes de l'impact de plusieurs interventions de réduction des inondations au Kenya. Les résultats montrent que, les hommes et les femmes ayant des rôles différents, leurs expériences des interventions varient. Nous discutons de la manière dont cette méthodologie a encouragé les communautés à décrire divers résultats des interventions, y compris les impacts non désirés, souvent oubliés par les approches conventionnelles d’évaluation de l'impact. Parmi les défis méthodologiques figurait l'intégration des données quantitatives ; les occasions de les mettre en application dans le cadre de la discipline du suivi et de l’évaluation sont examinées.

Con el objetivo de involucrar a diversos actores, las organizaciones de desarrollo utilizan cada vez más los enfoques participativos durante la realización de evaluaciones de impacto. En este artículo, las autoras presentan una herramienta de evaluación que utilizaron en el marco de una valoración de impacto: los diagramas de impacto participativo. Éstos incorporan métodos mixtos y fueron aplicados a varias acciones realizadas para reducir los efectos de la sequía en Kenia. Los resultados demuestran que, dado los distintos roles ejercidos por los hombres y las mujeres, sus opiniones en relación a las acciones llevadas a cabo difieren. Las autoras analizan cómo esta metodología promovió que las comunidades describieran los distintos resultados de las intervenciones, incluyendo aquellos impactos no previstos, los cuales a menudo son ignorados por los tradicionales métodos de evaluación de impacto. Entre los retos metodológicos enfrentados destacó la integración de datos cuantitativos. El artículo analiza las oportunidades que existen de aplicar esta metodología en un contexto de monitoreo y evaluación más amplio.

As abordagens participativas de avaliação de impacto estão se tornando cada vez mais populares entre as organizações de desenvolvimento em seu objetivo de engajar múltiplos colaboradores. Apresentamos aqui nosso uso de diagramas participativos de impacto como uma ferramenta de avaliação dentro de uma avaliação de impacto com métodos variados sobre várias intervenções para redução da seca no Quênia. Os resultados mostram que pelo fato de homens e mulheres terem diferentes papéis, suas experiências de intervenção variam. Discutimos como essa metodologia incentivou comunidades a descreverem vários resultados de intervenção, inclusive impactos não-intencionais, frequentemente negligenciados por abordagens de avaliação de impacto convencionais. Os desafios metodológicos incluíram a integração de dados quantitativos; são consideradas também as oportunidades para sua aplicação dentro da disciplina mais geral de monitoramento e avaliação. 相似文献
Competency, a long-standing concern with the skills and capabilities of bureaucrats and bureaucracies, has recently attracted renewed attention for public service reformers and consultants. This study explores three questions about the recent fashion for competency language in public management. First, it considers whether contemporary approaches to competency have been diffused from a single source by briefly examining the history of the competency movement in three countries. Second, it analyses, on the basis of case studies drawn from the UK Department of Trade and Industry and the German Federal Economics ministry, how government departments organise competency by assembling policy teams that reflect the problem constellations for particular policy issues. Finally, it raises the issue of whether national administrations have adopted appropriate responses to competency in the light of contemporary demands placed in national bureaucracies. It concludes that there is only a limited tendency to diffusion, that departments respond to problems more by inertia than design and that the national responses offer only limited solutions to justified concerns about competency. 相似文献
In this paper a direct comparison is made between the cognitive content of ideological and partisan belief systems. A quasi-experimental design was used in a two-part study. Subjects were randomly assigned to either a partisan or ideological condition and asked to categorize and then scale contemporary leaders, groups, and issues as either Democrat or Republican, liberal or conservative. Results indicate that the meanings of partisan and ideological belief systems are quite similar — their cognitive attributes (issues, groups, and leaders) are interchangeable at the categorical level and highly correlated (r=0.86) in their degree of typicality. Political sophistication is determined to contribute significantly to the degree to which partisan and ideological belief systems are related. For politically sophisticated subjects (Ss) the two belief systems are highly related (r=0.90), whereas for low sophisticates, the belief systems are only moderately related (r=0.50). Sophistication also plays an important role in structuring Ss' own issue preferences. High sophisticates in both the liberal-conservative and Democratic-Republican conditions exhibit a greater level of issue constraint, which can be interpreted as either ideological or partisan constraint.Paper delivered at the Annual Meeting of the American Political Science Association, September 1983. 相似文献
All contemporary models of candidate evaluation are memory-based models in that they treat the direction and strength of evaluation as a function of the mix of positively and negatively valued (valenced) information retrieved from memory. Yet, oddly enough, despite the assumption that memory mediates judgment, none of the major models looks at the processes involved in what information voters recall and how that evidence was integrated into a summary evaluation. In this sense then, political science models of vote choice are black-box models: They are silent about how voters actually go about interpreting information and integrating the evidence into a summary evaluation of the candidates. In this article we critique the major political science models, call attention to the implicit assumptions they make about what evidence is assumed to be in memory, and conclude with an argument for introducing process into our explanations of vote choice. 相似文献
The Legal Education and Training Review identified gaps in law students’ key skills development and this paper considers how skills training in three key areas of mooting, negotiation and client interviewing can be maximised so that law students have a sense of themselves as lawyer as well as law student from the beginning of their legal education. The research identifies numerous benefits to learning law through skills-based activities, but also discovers some possible apprehensions about participating from a student perspective. This paper draws on data taken from students who engaged in short-term optional courses in client interviewing, negotiation and/or mooting and considers the responses to a survey conducted prior to participation, a reflective survey post-completion and a focus group exercise. In total 64 students responded to the questionnaire. The research explores the expected and actual benefits of participating in the courses, discusses how these impact on students’ perceptions of their employability and the types of activities considered most valuable. The article considers how, in light of the research, experiential learning can be put to best use within the law curriculum. 相似文献
Torture has reappeared in liberal democracies in the guise of anti-terrorism strategies. The acceptance of its use and the
fascination with the images and documents that indicate the pain and suffering of the tortured point to more than a belief
in the need for torture to counter terrorist threats. This fascination implies an enjoyment on the part of the liberal subject
who is looking on while the other subject is being beaten. In this article I consider the liberal subject’s acceptance of
and fascination with the scene of torture. I argue that the scene of torture, as imagined by the subject looking on, provides
a formula for the relief of anxiety in the liberal subject who does not know if s/he will be subject to torture at any time.
To consider this scene I analyze Donald Rumsfeld’s annotation to the ‘Action Memo’ which sanctioned torture and, through the
work of Freud, Lacan and Santner, I explore the position of contemporary sovereigns in their function as providing transcendental

AbstractThe move from territorial defence to ‘wars of choice’ has influenced the domestic politics of military interventions. This paper examines the extent to which both the substance and the procedure of military interventions are contested among political parties. Regarding the substance, our analysis of Chapel Hill Expert Survey data demonstrates that across European states political parties on the right are more supportive of military missions than those on the left. On the decision-making procedures, our case studies of Germany, France, Spain and the United Kingdom show that political parties on the left tend to favour strong parliamentary control whereas those on the right tend to prefer an unconstrained executive, although with differences across countries. These findings challenge the view that ‘politics stops at the water’s edge’ and contribute to a better understanding of how political parties and parliaments influence military interventions. 相似文献
