Flourishing retail in the post-soviet sphere? Potentials and constraints of small-scale retail activities in rural Kyrgyzstan

The demise of the USSR led to the collapse of its centrally organised retail system. With this collapse the supply of consumer goods dried up, especially in the remote parts of the former USSR. At the same time the advent of capitalism offered a new institutional framework for independent retail activities. In the Kyrgyz Republic, where the economic liberalisation followed strictly the Washington Consensus, a large number of small shops emerged in both urban and rural areas. This study analyses the reasons for this boom in retail start-ups as well as the constraints the mainly inexperienced merchants encounter. As will be shown, any success in retail activities depends greatly on the performance of other economic sectors. The main goal of starting a retail business is to minimize risks within the overall livelihood strategies of households in rural Kyrgyzstan.     

“We Weren’t Ready”: Provider Perspectives on Addressing Intimate Partner Violence Among Refugees and Immigrants in The United States

This study examined organizational factors influencing the availability and accessibility of IPV services for refugee and other vulnerable immigrant women in the U.S. from the perspectives of social service providers. This qualitative study used a purposive sampling approach to recruit 57 social service providers. Researchers analyzed data generated from individual interviews and focus group discussions using a thematic approach. The analysis generated four themes reflective of structural and systemic factors shaping the availability and accessibility of IPV services for immigrant and refugee women in the U.S.: (1) We weren’t ready, (2) No place to go, (3) Time is not on our side, and (4) Can’t do it alone. The analysis illuminated the extent to which service demands outweighed organizational capacities and the rigidity of service timelines that failed to meet needs. A pervasive thread of ethical dilemmas emerged, affecting the availability and accessibility of services. Overall, the findings form a compelling argument for structural shifts in policy and funding, and for fostering strong inter-sectoral coordination to combat barriers to services. The study reiterates the importance of addressing inter-agency collaboration in IPV research, policy, and practice.

     

Welfare Implications of User Innovation

Innovation by users is now understood to be an important part of innovative activity in the economy. In this paper we explore the implications of adding innovation by users to existing models of social welfare that currently assume innovation by manufacturers only. We find this addition removes several inefficiencies, and that social welfare is likely to be increased by the presence of user innovation. Implications for policies that can impact users' freedom to innovate are discussed.     

What's Love Got To Do With It?: Perceptions of Marital Positivity in H-to-W Aggressive, Distressed, and Happy Marriages

Husbands' and wives' perceptions of positive relationship behaviors and interactions (e.g., caring gestures, reasons for staying married, frequency of positive communication) were assessed in a sample of maritally happy (H), maritally distressed but non-aggressive (D/NA), and maritally distressed and husband-to-wife physically aggressive (D/H-to-W) couples. As expected, the relationship positivity reports of the two groups of maritally distressed couples differed from the happily married couples. In addition, D/H-to-W spouses gave different reasons for staying married than did D/NA spouses (i.e., love versus family roles and commitments). Spouses in D/H-to-W aggressive marriages were also less likely to report using intimate language with their partner than were spouses in either of the other two groups. Few gender differences were found. Results underscore the importance of considering the role of love and intimacy in husband-to-wife aggressive and distressed marriages.     

Implementing Democratic Equality in Political Parties: Organisational Consequences in the Swedish and the German Pirate Parties

This article theorises and empirically assesses some important intra‐organisational implications of maximising democratic equality in political parties both between followers and members and between members and elites. They include weak member commitment, passivity of the rank‐and‐file membership and – depending on party structure – high levels of internal conflict. To substantiate the arguments, two parties that implement principles of democratic equality in their organisations are examined: the Swedish and German Pirate parties. These cases show, first, that while organisational structures implementing norms of equality allowed them to rapidly mobilise a considerable following, the same structures systematically reduced their capacity to consolidate support in the longer term – a weakness that might eventually put these parties' survival at risk. Second, they show that differences in the extent to which subnational units provide a foundation for member mobilisation helps to explain variation in the level of internal conflict experienced by these parties.     

Understanding public agency communication: the case of the Swedish armed forces

This article suggests a diagnostic framework of public communication intended to capture new communication strategies used by Armed Forces across Europe to legitimize new tasks and recruit new personnel. Three distinct communicative models that impact differently on democratic values and public support are suggested: an Old Public Administration (OPA) model influenced by bureaucratic values, a New Public Management (NPM) model fuelled by market values and a deliberative model labelled ‘New Public Service’ (NPS) that is largely influenced by proponents of ‘e‐democracy’. A case study of the communication of the Swedish Armed Forces identifies a lingering bureaucratic (OPA) ideal. The market ideal (NPM) however clearly dominates. The article concludes that communication along market purposes, principles and practices risks distancing Armed Forces further from society. Yet, an embryonic deliberative ideal (NPS)—much fuelled by the use of social media such as blogs—was also identified. This growing ideal holds the potential of infusing deliberative vigor into the organization and presumably facilitates the bridging of the gap to society.
