Does doctoral preparation in quantitative methods adequately prepare students to interact with the public affairs literature? Does the curriculum meet previously expressed ideals? Are incoming students prepared to complete this curriculum successfully? We present findings from a survey of 44 leading public affairs doctoral programs. Although almost all programs offer some quantitative methods training, our analysis of the survey data and course syllabi suggest that public affairs students may leave their programs only partially prepared to interact with the emerging public affairs literature and with less grounding in quantitative methods than some model curricula have prescribed. © 2005 by the Association for Public Policy Analysis and Management.  相似文献

Encasing with concrete and/or bricks are relatively rare forms of hiding or disposing of a body; criminologically, cases of this kind are often treated as "matters involving a missing person" at first. The article describes the circumstances and findings of 2 cases in which bodies were encased with concrete. Under the aspects of reconstruction it is of importance that bodies may be preserved quite well in concrete, which allows not only identification of the victim but also determination of the cause of death even after a prolonged post-mortem interval, the more so as occasionally tools used for committing the offense are also encased together with the body.  相似文献

Economic development in many Third World countries after independence has been biased in the sense that some, mainly urban, social groups have gained much more than the majority of the population who lives in rural areas or urban shantytowns. That bias is to a large extent caused by government policy and, accordingly, by an uneven distribution of political influence. This paper contains an analytical model reflecting the bias in the distribution of the benefits and costs of public sector activities, where those activities are determined by the distribution of political influence. The main elements of the distribution of political influence are determined in a rent-seeking game between society' different social groups.  相似文献

In commenting on ‘Decentralization, Local Governance and ‘Recentralization’ in Africa’ (Wunsch, 2001 ), this article concurs with the general thesis of Wunsch that the actual implementation as distinct from the rhetoric of decentralization in Africa has featured lingering central retention of power and resources and that genuine local control over important services and investments remains elusive. However, there is evidence that this is not invariably the case and that donors may have decisive roles to play in encouraging local assertiveness in the medium term in providing leverage for change through budget support and technical assistance to civic education, training local councillors, monitoring local government elections and encouraging local government associations to put to the test the national commitment to genuine local governance. These roles include helping to ensure the transparency of central transfers and, as in Uganda and Malawi for example, assisting with the development of intermediary fiscal mechanisms in this regard. Learning from such promising experiences will be vital in nurturing the longer term optimism heralded by Wunsch. Copyright © 2002 John Wiley & Sons, Ltd.  相似文献

Beginning with Eisenhower in 1953, newly elected presidents have proposed revisions to the budgets their predecessors submitted just before leaving office. Only Eisenhower and Reagan enjoyed substantial success in these efforts; the other four soon found that Congress has become increasingly determined to work its own will in budgetary matters. While we have only six cases of new presidents who tried to revise their predecessors' budgets, it seems clear that the two most significant determinants of success have been the personal popularity of the president and a favorable ideological (not partisan) balance in Congress.  相似文献

Drawing on a diverse array of archival and secondary sources, this analysis examines the role of Thomas Pelham Holles, First Duke of Newcastle, against the background of the famous Reversal of Alliances that ushered in the Seven Years War. Contrary to historical tradition, Newcastle showed an admirable grasp of finance, politics, and diplomacy—a precondition of the political stability that facilitated Britain’s successful pursuit of military operations during the war. Unlike most noble contemporaries, with a sound understanding of European/colonial developments, Newcastle was capable of pursuing coherent policies with intelligence and resolution. In a political system that relied heavily on social connexions and diplomatic ritual, Newcastle performed as well as any minister could hope; in an extremely dynamic international environment, contending with dubious allies, implacable enemies, and the vicissitudes of military fortune, he conceived, negotiated, and executed policies that raised necessary funds and sent British forces around the globe on an unprecedented scale. This should be remembered when assessing his historical reputation.  相似文献

This article reports on a study that uses participatory mapping with indigenous Tagbanua honey hunters and gatherers to understand the spatial distribution of giant honey bees in a community forest in Palawan, Philippines. Through the use of global positioning system devices, digital cameras, and a solar home system as an electricity source, local collaborators mapped 31 bee nests from April to June 2015. This study provides a replicable long-term participatory methodology and promotes participatory learning and mutual knowledge creation. By combining applied sustainability research with local stakeholder participation, the article suggests that novel knowledge and solutions can aid sustainable rural development.  相似文献
