Abstract One of the most effective cultural tools used by the colonial governments in Africa to make their rule acceptable to African indigenous populations was film. In Rhodesia (now known as Zimbabwe) the colonial government created the Central Film Unit whose major aim was to teach Africans new agricultural methods. The response by Africans to this colonial initiative was mixed. Some welcomed and enjoyed the films and made use of the skills that the films popularised, but others were cynical and viewed these films as a tool to consolidate British white settler rule in Rhodesia. This article analyses six colonial films produced in the 1940s and 1950s. The article argues that through the use of colonial films, the Rhodesia government was able to persuade African communal farmers to adopt modern methods of farming. The irony of this is that the use of modern farming methods made it possible for the same colonial authorities to later blame Africans for the ecological disaster in the communal areas. 相似文献

The authors examine the track record of applying performance‐based budgeting (PBB) across three time periods within a sample of U.S. state governments: (1) throughout the 1990s, (2) in the early 2000s, and (3) during the Great Recession. State‐level PBB is analyzed according to four elements: (1) the development of performance measures, (2) its applicability to budgeting and management processes, (3) its utility across the business cycle, and (4) its usefulness for budget players. An analytical framework is devised that highlights the “publicness” of American government, draws on the principal–agent model, and considers incentive mechanisms theory. Findings confirm that a good performance measurement system takes time to develop and operate well and that PBB functions more effectively for executive management than legislative purposes. PBB is used more by the states during strong economic times as opposed to during economic downturns. More importantly, PBB is only selectively applied by legislators in most states, whereas top executive policy makers, middle managers, and staff embrace and utilize PBB systems more extensively. 相似文献

Chinese state-owned enterprises (SOEs) have gradually localized their workforce since they began operating in Ghana in the 1980s. Examining their workforce localization patterns, the Chinese SOEs in Ghana appear to be diverse in their business practices and highly autonomous from the Chinese state. Our hypothesis on the substantial autonomy of Chinese SOE overseas subsidiaries, which is consequent to the lack of management control from the Chinese central authority since the Chinese economic reform, contrasts the dominant assumption in the China–Africa debate, in which Chinese SOEs are depicted as closely linked to the Chinese state and/or as the arms of the new Chinese policy in Africa. The workforce localization process of Chinese SOEs in Ghana is largely determined by factors like profit maximization objective, market competition and political pressure. The localization experience is similar to those of Western companies in Africa where complete workforce localization takes a long time to achieve. 相似文献

Abstract: The Food and Drug Administration does not require surgical sutures to be tracked by manufacturer, physician, or patient; thereby, surgical sutures have been of little use to forensic practitioners who are tasked with establishing a positive identification with biological evidence. This study demonstrates the investigative process used to pinpoint suture manufacturers by presenting a case where surgical sutures were a distinctive characteristic that aided in the positive identification of skeletal remains. The suture’s manufacturer, construction material and structure, size, and medical use was determined by contacting a local surgical suture and orthopedic implant manufacturer and utilizing publicly available manufacturer websites, which provide catalogs and specific product details. This research was one of many lines of evidence used to establish the positive identification of a 47‐year‐old male. 相似文献

Neighborhood watch grew out of a movement in the USA during the late 1960s that promoted greater involvement of citizens in
the prevention of crime. Recent estimates suggest that over a quarter of the UK population and over 40% of the US population
live in areas covered by neighborhood watch schemes. The current paper presents the results of a recent systematic review
of evaluations of neighborhood watch. The main findings of the narrative review were that about half of the schemes evaluated
showed that neighborhood watch was effective in reducing crime, with most of the other evaluations having uncertain effects.
The main findings of the meta-analysis were that 15 of the 18 studies provided evidence that neighborhood watch reduced crime.
While the results of the review are encouraging, it was concluded that more high-quality research needs to be done to help
explain why study variations exist.
