Both research and practical experience suggest that alternative forms of data analysis and presentation may affect their use
in the policy arena. The variable-wise alternative produces estimates of population parameters through conventional statistical
techniques. The case-wise alternative defines and identifies qualitatively distinct types of cases through techniques of numerical
taxonomy. In the experiment reported here, variable-wise and case-wise presentations of Census data on poverty were used to
compare the effects of the alternatives on policy makers in a priority-setting task. The results show that the case-wise alternative
can improve utilization, assimilation, recall, and recognition of the data. Under the circumstances examined here, the case-wise
alternative is a practical means of increasing the return on the public's investment in data resources to improve policy decisions. 相似文献

An experiment was performed to determine the effects of the size of the plaintiff population, the presence or absence of an outlier, defined as a plaintiff whose injuries were significantly more severe than other plaintiffs, and whether plaintiffs were tried individually or were aggregated in a group. Sixty-six person juries were assigned to one of eleven experimental conditions, listened to a 4-h toxic tort tria, and after deliberating, delivered verdicts on liability, and damage awards. The verdicts were increased significantly by the presence of an outlier and by an increase in the plaintiff population. While the punitive awards were higher in the outlier condition, there was also a tendency for juries to find the company not liable.The meaning of the above findings, as well as the fact that juries exhibited great variability in their verdicts was discussed. Evidence as to the decision-making process of the juries was also gathered and discussed.This research was supported by National Science Foundation Grant SES 860 9892 and by a University of Toledo College of Arts and Sciences Faculty Development Grant. This paper describes the recovery and identification of crew members lost during a collision at sea. On 9 February 2001, south of Honolulu, Hawaii, the Japanese fishing training boat, Ehime Maru was struck by the USS Greeneville (SSN 772), a Los Angeles-class fast attack submarine. Witnesses estimate that the vessel sank within 5-10 min after the collision. Nine of the 35 crew members remained unaccounted for after rescue procedures were completed. The U.S. Navy attempted the unprecedented procedure of moving the boat from a depth of 610 m (2000 ft) into shallower waters so that the missing could be located and recovered. Eight of the nine crew members were recovered and identified by their dental records. 相似文献

In public opinion research, response latency is a measure ofattitude accessibility, which is the ease or swiftness withwhich an attitude comes to mind when a respondent is presentedwith a survey question. Attitude accessibility represents thestrength of the association in memory between an attitude objectand an evaluation of the object. Recent research shows thatattitude accessibility, as measured by response latency, castslight on a wide range of phenomena of public opinion and politicalbehavior. We discuss response latency methodology for surveyresearch and advocate the use of latent response latency timers(which are invisible both to respondents and interviewers) asa low cost, low-maintenance alternative to traditional methodsof measuring response latency in public opinion surveys. Clinicians who treat patients using Community Treatment Orders (CTOs) face many potential dilemmas in their relations with involuntary outpatients and the exercise of their powers. We compare the dilemmas identified in the literature with those reported by responsible clinicians in New Zealand (NZ). These clinicians experienced a number of well-known dilemmas, such as determining the right moment for a person's discharge from a CTO, but they seemed less troubled by some other difficulties than might be expected, usually because they considered involuntary outpatient treatment the best option for the patient or the best way to manage the risks involved. Further dilemmas were identified by the NZ clinicians that have not been widely discussed, concerning the proper scope of clinical authority over patients under CTOs and the decision to revoke involuntary outpatient status. In conclusion, some suggestions are made as to how clinicians might best manage the dilemmas involved. 相似文献

Eliminating racial and ethnic disparities in health status and health care, a major focus of Healthy People 2010, remains on the national agenda and among the priorities for the administration of President George W. Bush. Even though the elimination of racial and ethnic health disparities challenges the whole nation, individual states are on the front line of many initiatives and are often the focus of important policy efforts. In addition, it is important to focus on states because they are already responsible for much of the health and public health infrastructure, and several states have developed initiatives dating back to the release of Margaret Heckler's report on the gaps in health outcomes by race in 1985. This article makes the case for an outcome-oriented approach and provides a summary of lessons learned based upon preliminary investigations into constructing and applying two indices, the disparity reduction profile to measure effort and the disparity index to measure outcomes. 相似文献
