Canada's Foreign Intelligence Interview Program, 1953-90

Canada's Interview Program, established in 1953, was a modest overt human intelligence collector conducting voluntary debriefings of persons with knowledge of ‘denied areas’. Interviews focused on East European industrial capabilities and orders of battle information. Initially housed with intelligence at National Defence, the Interview Program moved to External Affairs in 1968, where it remains.     

A Primer on Problem-Based Learning for International Relations Courses

In recent years advocates of educational reform have encouraged and demanded changes in public education at all levels. A teaching method called active learning addresses many such concerns, promising several advantages to both teachers and students. One version of active learning is called problem-based learning (PBL). PBL is a pedagogically sound, scholastically beneficial, and socially desirable response to concerns about educational reform. According to recent research, PBL is the most effective technique for students to learn, apply, integrate, and retain information. Many students also prefer to learn in this style. Many teachers will find PBL a valuable alternative to current teaching practices. This essay is a brief primer on PBL techniques and resources. Abridged sections survey the structure and process of PBL, discuss the role of teacher as facilitator, describe PBL 'in action' in my courses, and address implementation.

The evolution of suburban relative housing-unit diversity

The diversity of housing-unit supply in suburban areas has been a central concern for planners and policy makers for at least 50 years. Absence of census cross-tabulation data on housing unit structure-type by unit-size (number of bedrooms), has limited our understanding of the historical and regional evolution of relative suburban housing-unit diversity. I use census microdata to estimate measures of relative housing diversity between cities and suburbs, including the housing-unit portfolio compositions, and availability ratios of diverse housing-unit types. Data are presented for the US, regions, metropolitan areas, and across different time periods. Effects of housing-unit supply on household structure and location are estimated. Results indicate that suburban areas, while growing in terms of the absolute number of diverse housing units constructed, are relatively undersupplying diverse housing units, thereby constraining households’ housing opportunities.     

Turnout and Party Registration among Criminal Offenders in the 2008 General Election

This paper estimates the voter registration, turnout, and party registration in the 2008 general election for men with felony convictions in Florida, Georgia, Michigan, Missouri, and North Carolina. The findings indicate that turnout among felons is much lower than previous research has shown. Ex‐felon turnout in 2008 varied by state, averaging 22.2 percent. People captured and convicted for their first offense after the election voted at similarly low rates. Also contrary to the expectations of previous literature, the ex‐felon population does not seem overwhelmingly Democratic. In North Carolina and Florida, two states for which the data are available, party registration varies by race. Among registered black male ex‐felons, 71.7 percent in North Carolina and 84.2 percent in Florida are registered Democrats. Among whites, however, only 35.3 percent and 36.4 percent of ex‐felons are registered Democrats in North Carolina and Florida, respectively.     

Biosafety considerations for autopsy

An autopsy may subject prosectors and others to a wide variety of infectious agents, including bloodborne and aerosolized pathogens such as human immunodeficiency virus, hepatitis B and C viruses, and Mycobacterium tuberculosis. Other hazards include toxic chemicals (e.g., formalin, cyanide, and organophosphates) and radiation from radionuclides used for patient therapy and diagnosis. These risks can be substantially mitigated through proper assessment, personal protective equipment, appropriate autopsy procedures, and facility design.
