高校文化育人建设困境及其应对

文化承载着民族的历史与未来,文化育人是当今高校关乎立校之本的问题。目前高校文化育人面临着文化自觉意识不足,育人观念轻疏;古典文化待传承,汉语文学畏遽退;育人理论显不足,高校举措需加强;政策制度不完善,组织管理较落后的建设困境。实现高校文化育人,可以从提高文化自觉意识,树立文化育人观念;弘扬中国古典文化,兴汉语言学风;夯实文化育人理论,指引高校实践;加强高校文化育人制度建设,营造齐抓共管的良好氛围等方面着手。     

福州市节能减排与经济发展方式转变探析

大力推进节能减排工作是转变经济发展方式的重要途径。抓好节能减排工作,就抓住了当前转变经济发展方式的关键。由于福州市工业能耗指标、污染物排放总量指标总量基数偏低,随着福州市工业从轻型转向重型为主的结构转变,能源消费快速增长,节能减排任务仍然十分艰巨。必须以科学发展观为指导,以节能减排为突破口,加快福州市经济发展方式转变。     

Determinants of government size: evidence from China

This paper investigates the determinants of government size at the provincial level in China. We employ the panel data model as a platform for empirical analysis and control for endogeneity in the study. Our study shows that openness to trade and foreign direct investment (FDI) may curtail government expansion, and that the provincial-level public sector is characterized by economies of scale. This study also documents that Wagner’s law does not hold true for China. Moreover, both expenditure decentralization and revenue decentralization contribute to the expansion of China’s government.

中俄两国货币国际化的形势分析

实行本国货币自由兑换,最终成为世界货币是世界大国国家竞争战略的一个重要组成部分。从汇率制度改革的进度看,俄罗斯要领先于中国一步。从货币的国际影响来看,人民币在周边国家居民中已经逐渐被认可并接受,人民币作为交易货币和清算货币已是事实。货币国际化的前提是本国经济的国际化,而要达到这一点无论是中国还是俄罗斯,都还有很长的路要走。

新刑事诉讼法下的侦辩关系研究

刑事诉讼的历史就是辩护权不断扩大的历史。辩护权发展的核心在于辩护人介入刑事诉讼程度的不断深入以及辩护权的不断完善。公安机关需要正确理解辩护律师在侦查阶段的辩护人法律地位及会见通信权、讯问在场权、调查取证权等诉讼权利。辩护律师在侦查阶段主要是帮助犯罪嫌疑人行使辩护权并监督制约侦查机关的活动,维护犯罪嫌疑人的人权。     

论公安文化惠警工程之实践与成效——以福建省福清市公安局为视角

公安文化乃是隶属于警察队伍自身的各种文化元素的复合体。公安文化除了固有的历史传承性因素之外,其形式与内容往往伴随着时代与形势的发展而不断变化与更新。在新时期复杂的内外局势交集中,警察队伍所承受的前所未有的压力,使其自身的凝聚力与战斗力重新面临着检验。公安文化建设正是为此得到推动与深化,并在全国范围内呈现百花齐放之势。福建省福清市公安局文化惠警工程的实践与成效,无疑为新时期公安文化的建设展示了一个值得借鉴的发展方向。     

福建汉族人群亲权鉴定中基因突变现象的观察分析

观察福建地区亲权鉴定中常用STR基因座突变现象,分析福建汉族人群遗传突变率和一些常用位点的突变情况。在3702例亲权关系鉴定的案例中,观察到79例发生基因突变,D8S1179、D21S11、D7S820等15个位点发生突变。     

Globalization and Domestic Trade Policy Preferences: Foreign Frames and Mass Support for Agriculture Subsidies

Reforming agriculture trade policy is key to breaking the deadlock in multilateral trade negotiations. While existing studies have focused on institutions and interest group barriers to agriculture trade reform in developed countries, most have failed to recognize the broad support for agriculture protection among developed countries. In this article we examine one of the drivers of this support: the ability of politicians to frame their own agriculture policies as less generous relative to those of other countries. Drawing on existing literature on heuristics, we argue that voters are malleable to politicians’ comparative framing of agriculture policies. Using an original survey experiment in the United States, we find that framing US agriculture as less generous than other countries generates an additional 12% of respondents supporting increased farm payments to US farmers. These results speak to the difficulty in reforming agriculture and more broadly about the lack of public support for unilateral trade liberalization.
