The fundamental objective of the United States in its efforts to reform justice systems abroad has been to develop effective institutions of criminal justice that can support transitions to democratic government. Unfortunately, the United States has not been doing this as well as it might, Iraq being the most dramatic case. These efforts lack coherent Congressional oversight and strategic vision, neglect improving the normative quality of local justice systems and developing the capacity to manage by results, and subordinate local reform to the security needs of foreign countries. To remedy these shortcomings, the United States needs to develop and coordinate justice assistance programs that are context specific, recruit and deploy justice specialists from all sectors and levels of the American justice system, incorporate a developmental perspective in justice assistance programs, and formulate programs that are based on proven “best practices.”  相似文献

This paper describes the use of games and simulations in teaching criminal justice students and those in the related social sciences. The authors have utilized a two-week interim session (following the spring semester) to use this approach in illustrating a wide variety of concepts such as political power, conflict, cooperation and negotiation as applied to criminal justice and other governmental agencies. Two types of teaching tools--small group board games and large group simulations--have been utilized. While the interim class sessions run two and one-half hours each, many of the games and simulations are adaptable to shorter time periods or multiple class periods and, thus, are useful teaching devices for regular school terms1.  相似文献

This article evaluates Russia's foreign policy after Vladimir Putin's reelection as president in March 2004. New challenges, such as the intensification of terrorist activities in the Northern Caucasus, the Orange Revolution in Ukraine, the destabilization of Central Asia, and the refusal by some European states to attend the celebration of the sixtieth anniversary of victory over fascism hosted in Moscow became important tests of Putin's strategy of great-power pragmatism. That strategy reflected a desire for Russia to be a normal great power and focused on cooperating with Western nations on a range of economic and security issues. This course had to be defended against criticisms at home in the context of intensified efforts by Western nations, particularly the United States, to influence developments in the former Soviet states. The article concludes by reflecting on some dilemmas that Putin's strategy is likely to encounter in the future.  相似文献

The Office of Management and Budget (OMB) annually submits the President's budget for the U.S. government to the Congress. The economic forecasts and revenue and outlay proposals contained in the budget have been criticized as biased, especially during the 1980s. Tests for bias in one year ahead proposals for the 1963–89 period show no bias in economic forecasts and revenue estimates, but substantial bias in outlay proposals. Most outlay proposals are consistently less than actual outcomes, accounting for underprediction of the Federal deficit. OMB outlay proposals appear to be influenced by politics. Republican administrations show more significant proposal biases, with defense proposals higher and domestic outlay proposals lower than outcomes.
