AbstractThis article explores whether legal empowerment can address horizontal inequalities in post-conflict settings, and, if so, how. It argues that legal empowerment has modest potential to reduce these inequalities. Nevertheless, there are risks that legal empowerment might contribute to a strengthening of group identities, reduction of social cohesion, and, in the worst case, triggering of conflict. The cognitive intervention programme ‘New Challenges’ targeting adult men with a criminal lifestyle was evaluated in a pilot study. The participants were divided into a cognitive treatment group (n = 32) and a control group (n = 11). In the control group, six participants had no treatment and five participated in 12-step treatment. The participants were measured pre and post using the Psychological Inventory of Criminal Thinking Styles (PICTS), the abridged version of sense of coherence (SOC), Positive and Negative Affect Scale, and Bergström’s quality of programme delivery (QPD). The results of the treatment group showed that criminal thinking patterns dropped significantly from high values to close to normal level. SOC and positive affect increased significantly in the treatment group. Both SOC and positive affect showed positive correlation with QPD. Regarding the possible influence of the 12-step treatment, there was no difference in the control group between participants receiving 12-step treatment and those not receiving treatment. The main conclusion is that the cognitive treatment programme ‘New Challenges’ can contribute to reduced criminal thinking and increased SOC and positive affect, which may prove to be important precursors of reduced criminality. 相似文献

This article investigates how election information such as opinion polls can influence voting intention. The bandwagon effect claims that voters ‘float along’: a party experiencing increased support receives more support, and vice versa. Through a large national survey experiment, evidence is found of a bandwagon effect among Danish voters. When voters are exposed to a news story describing either an upwards or downwards movement for either a small or large party, they tend to move their voting intentions in the according direction. The effect is strongest in the positive direction – that is, when a party experiences increased support, more follows. Consistent effects are found across two different parties for a diverse national sample in a political context very different from earlier research on the bandwagon effects. Considering previous research and the fact that evidence is not found that suggests that the effect of polls vary across sociodemographic groups, the results imply that bandwagon behaviour is based not on social or political contingencies, such as media or political institution, but on fundamentals of political cognition. 相似文献

Field experiments have become popular in public administration. By allowing for the identification of causal effects in realistic settings, field experiments may become central in several research agendas of relevance to the field. Conducting field experiments is difficult and problems often occur along the way. However, researchers new to the method have few resources in public administration to consider the problems that arise when conducting field experiments. This systematic review identifies 42 field experiments in public administration and serves as an introduction to field experiments in public administration. The article discusses how field experiments developed over time and highlights trends in field experimentation in public administration. It then discusses issues to consider when designing field experiments. Among these are costs, practicality, ethics, and validity. Finally, the authors suggest a future research agenda for public administration field experiments. 相似文献

Public managers’ decisions are affected by cognitive biases. For instance, employees’ previous year's performance ratings influence new ratings irrespective of actual performance. Nevertheless, experimental knowledge of public managers’ cognitive biases is limited, and debiasing techniques have rarely been studied. Using a survey experiment on 1,221 public managers and employees in the United Kingdom, this research (1) replicates two experiments on anchoring to establish empirical generalization across institutional contexts and (2) tests a consider-the-opposite debiasing technique. The results indicate that anchoring bias replicates in a different institutional context, although effect sizes differ. Furthermore, a low-cost, low-intensity consider-the-opposite technique mitigates anchoring bias in this survey experiment. An exploratory subgroup analysis indicates that the effect of the intervention depends on context. The next step is to test this strategy in real-world settings. 相似文献

Most research on trends in physical aggression has shown declining levels among adolescents during the past two decades. However, few studies have attempted to explain such time trends. Based on two representative cross-sectional surveys of students in the final year of high school in 2007 (N?=?6631; 58.8% girls) and 2015 (N?=?4145; 60.3% girls), this study reports a substantial decline in physical aggression among Norwegian adolescents. Moreover, mediation analyses show that declining levels in problematic alcohol use and family violence during the same period are plausible explanations for some of this reduction. The results are discussed in light of contemporary changes in socialization of adolescents, and implications for violence prevention are presented. 相似文献

AbstractThe New Public Governance approach advocates a more flexible and participatory public administration as means to higher efficiency and increased legitimacy. Increasing flexibility and thereby public employees’ discretion, however, may pose a risk to equality and impartiality, core values in democratic and rule-of-law societies. Using a survey among Baltic public employees, this article explores this risk. We ask whether public employees’ preferences for flexible rule application go hand in hand with acceptance of bending the rules, even if it means a breach of impartiality. We find that this is the case. We also find that contrary to what the New Public Governance approach expects, neither citizen participation nor generalized trust works as a control on rule bending. On a positive note, however, we find that control mechanisms associated with Weberian Public Administration lessen acceptance for bending the rules. 相似文献
