Low emotional responsiveness promotes utilitarian decision-making on moral dilemmas. Based on the assumption that fraudsters use their emotional competence to deceive their victims, their emotional responsiveness is not expected to be protective against utilitarian decision-making. The present study investigates the key role of emotional responsiveness in relation to moral decision-making in 11 imprisoned fraudsters, 10 imprisoned violent offenders, and 11 non-offenders. Participants’ neural baseline activation of bilateral anterior insula (AI) was used as an indicator for emotional responsiveness. Results indicate that fraudsters and non-offenders have a higher right AI baseline activation than violent offenders. Yet, fraudsters and violent offenders show a stronger tendency towards utilitarian decisions than non-offenders. The predictive power of AI baseline activation on moral decision-making reaches significance only for fraudsters. Results give evidence that fraudsters are highly sensitive to their emotional state of mind, which, contrary to our expectation, exerts a strong influence on their moral decisions.  相似文献

Currently, there is an intense debate on the pressures facing public professionals in service delivery. Several studies show increasing discontent among professionals toward policies they have to implement. In this article, we aim to contribute to this topic by analyzing this discontent of public professionals in terms of “policy alienation.” The policy alienation concept is used to frame the experiences of professionals in a coherent theoretical framework. We have used a qualitative comparative case study of Dutch insurance physicians and secondary school teachers to study the factors that influence the degree of policy alienation across different domains. Our article shows that facets of New Public Management are important in explaining the pressures on public professionals implementing public policies. However, others factors are also prominent, and the degree of the implementers' professionalism seems especially important. These insights help in understanding why public professionals embrace or resist the implementation of public policies.  相似文献

Zambia has held three multiparty elections since its restoration of democracy in 1991. This peaceful transition raised expectations of a smooth process towards democratic consolidation. But similar to experiences in other African countries and Eastern Europe, the Zambian democratic process has remained stuck in a ‘transitional zone’ between actual democracy and authoritarian systems. This article argues that Zambian elections fall short of the expectations of a democratic process due to the institutional uncertainty surrounding elections and the weakness of the Zambian Electoral Commission in particular. The continued uncertainty – of the rules and regulations guiding elections and electoral administration – has maintained the same party in power through three consecutive elections, despite an alarming economic record.  相似文献

This article examines the making and implementation of the 2009 European Union (EU) regulation on cars and CO2 emissions (Regulation [EC] No 443/2009). As the first legally binding measure to target the CO2 emissions of passenger cars, this regulation represents a milestone in EU efforts to reduce the climate impacts of road transport. The analysis draws on two central theoretical perspectives on EU policy making: liberal intergovernmentalism and supranationalism. Both offer important insights, but their explanatory power varies with the policy‐making phase in focus. The analysis shows that the Commission and the car industry were instrumental in shaping what eventually became an industry‐friendly regulation applicable in all EU countries. However, far from being a case of closed negotiations between the industry and the Commission, Germany and other EU countries defending the interest of manufacturers of high‐emission vehicles made use of their powers during the decision‐making phase and succeeded in watering down the Commission's proposal.  相似文献

The regulation of intellectual property rights takes place in a range of international venues. This proliferation of international venues greatly enhances the potential for venue shopping. We argue that different levels of domestic regulation and differing degrees of judicialization account for actors' preferences over institutional venues. We take into consideration two scenarios. Conceiving of judicialization as the delegation of adjudication to an independent third party and the enforcement through multilaterally authorized sanctions, we show that: (i) upward regulatory harmonization leads actors preferring weak regulatory intellectual property rights standards to strive for venues with low degrees of judicialization, whereas those favoring stringent intellectual property rights protection prefer highly judicialized venues; and (ii) downward harmonization leads to the opposite constellation of institutional preferences. We show how these expectations hold by way of in‐depth case studies of two instances of global intellectual property rights regulation: the regulation of plant genetic resources and intellectual property rights for medicines.  相似文献

Anders Behring Breivik, a lone wolf terrorist, killed 77 people in two terrorist attacks in Norway in 2011. This study uses framing theory from social movement studies to compare his Manifesto with the rhetoric of the anti-Islamic movement that inspired him. The anti-Islamic movement has a dual, and sometimes inconsistent, collective action framing. On the one hand, they portray Islam as an existential threat to the West and a warlike enemy; on the other, they promote peaceful and democratic opposition. The potential for radicalization is thus immanent. This case study reveals the importance of seeing lone wolf terrorists as acting from rhetoric embedded in larger social movements. It further demonstrates, in detail, the subtle and complex ways in which political narratives rejecting terrorism and political violence still end up inspiring such acts.  相似文献

Abstract:  The radiological determination of foreign objects in corpses can be difficult if they are fragmented or deformed. With multislice computed tomography, radiodensities—referred to as Hounsfield units (HU)—can be measured. We examined the possibility of differentiating 21 frequently occurring foreign bodies, such as metals, rocks, and different manmade materials by virtue of their HU values. Gold, steel, and brass showed mean HU values of 30671–30710 (upper measurable limit), mean HU values for steel, silver, copper, and limestone were 20346, 16949, 14033, and 2765, respectively. The group consisting of objects, such as aluminum, tarmac, car front-window glass, and other rocks, displayed mean HU values of 2329–2131 HU. The mean HU value of bottle glass and car side-window glass was 2088, whereas windowpane glass was 493. HU value determination may therefore help in preautopsy differentiation between case-relevant and irrelevant foreign bodies and thus be useful for autopsy planning and extraction of the objects in question.  相似文献
