As in many other countries, the Swedish legislation on compulsory psychiatric care has been revised several times during the last four decades. Great regional differences within the country in the use of compulsory psychiatric care have been reported. The aims of this study were to describe the development of compulsory psychiatric care in Sweden 1979-2002, and to analyse differences between two groups of counties, one group with high and one with low civil commitment rates, in terms of psychiatric care structure, resources and processes. Data on civil commitments and forensic psychiatric care in Sweden 1979-2002 were collected from public statistics. At least one responsible person in leading position (administrative manager or chief psychiatrist) in each of the included counties was interviewed. The total number of involuntarily hospitalised patients decreased about 80% between censuses in 1979 and 2002, but the rates of forensic patients were unchanged. No clear-cut differences were found in the analyses of structure, resources and processes of psychiatric services between counties with high and counties with low levels of compulsory care. The equality before the law may be questioned. The importance of leadership is emphasised for future analyses. 相似文献

This work presents a procedure for the postmortem interval estimation in the presence of a rapid increase of ambient temperature occurred during the cooling phase. The resulting disturbance produced on the cooling curve is proved to obey a two-exponential law and is removed from the actually measured body temperature. It outlines the basic elements in the implementation of a programme aimed to be demand-based, and discusses the challenges encountered in combining collaborative research with the empowerment of farmers. Serving Clients When the Server Crashes: How Frontline Workers Cope with E‐Government Challenges 下载免费PDF全文
Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies. 相似文献

Policy makers have identified the non-discrimination principle as a key instrument to regulate vertically integrated firms
in control of upstream bottlenecks. It has been argued that the non-discrimination principle may create a level playing field,
but at the expense of higher consumer prices. However, this rests on the assumption that the firms do not respond strategically
to the regulation. We show that a non-discrimination requirement makes the vertically integrated firm behave more aggressively.
Consequently, non-discrimination regulation rarely creates a level playing field. Neither does it necessarily increase end-user
prices. Indeed, we show that end-user prices may fall.

Analogous to Lehmbruch’s model, two ideal types of representative democracy may also be distinguished in respect of local politics. Proportional democracy is characterised by a low degree of party politisation of both parish councils and mayors. This holds for the nomination period, on the hustings, for the election and during government, and induces the dominance of the mayor in all periods. Local competitive democracy, however, may be described in terms of a less influential mayor in all phases and a high degree of party politisation. There is empirical evidence that patterns of proportional democracy prevail in Baden-Wuerttemberg, whereas North Rhine-Westphalian communities are dominated by actors’ constellations similar to the competitive democracy model. These differences can be explained by diverging communal laws, a lower degree of party organisation in Baden-Wuerttemberg, and a lower average population size in the southern communities. Legal conditions, the degree of party organisation and population size as independent variables can be subsumed into an index of proportional democracy, which may be helpful for a preliminary indexing of communities in other German Laender states. 相似文献

The author argues that to be successful companies need to adopt a stakeholder view of how they interact with society—in short their communications need to be integrated. Rather than focusing purely on their consumer markets, advertisers should be aware of the impact of their messages on public opinion, pressure groups, politicians and others that make up the ‘political market’. Equally, public affairs practitioners should be more involved in the commercial activities of their colleagues in advertising and marketing. Integrated communications, in the author's view, is not only an operational necessity for companies, but a strategic imperative for sustainable success in a global world with differing local expectations.
