Power and Paradox: Asian Geopolitics and Sino-American Relations in the 21 Century

The pattern of Asian geopolitics can be examined by employing three analytical perspectives. The first employs East Asia and the vigorous debate over the meaning of the rise of China as an intellectual prism to observe the currents of geopolitical continuity and change that are currently abroad in the Asian region. The second explores the extent to which the interacting forces of geopolitics and military modernization foster the rise of new force projection capabilities that may affect the strategic environment in Asia—particularly in East Asia. Here, the focus is mainly on the arsenals of the three indigenous Asian giants, China, Japan and India, all of whom have developed, or are in the process of developing, significant air and maritime assets whose operations have the potential to intersect in East and South East Asia. Russia is not as much a presence because it no longer possesses its powerful Soviet-era Pacific Fleet and has, in essential respects, retreated to its traditional role as a Eurasian land power.¹ The third examines the future of Sino-American relations in Asia in the context of the debate over China's ascent and U. S. decline—a discussion that has intensified since the implosion of the U.S. financial system in 2008 and the onset of the worst global recession since the 1930s.     

Status and Leadership on the Korean Peninsula

This article examines both South and North Korea's search for status in international relations. By exploring how these countries seek status for themselves, how states define status for themselves and others, and also what status they are willing to grant other regional states, this paper concludes that crafting a stable regional status hierarchy will be as important to future stability on the Korean peninsula as will be the crafting of a stable balance of power or deepening economic interdependence.     

Uncovering the Iceberg: Mandating the measurement of fraud in the United Kingdom

Having regard to the impact of the credit crunch on fraud, the 19% average cuts in public spending and the wide disparities in fraud loss data, this article will argue for the mandating of fraud measurement through the introduction of legislation in the United Kingdom. The proposed statute applies to both the public and private sectors and incorporates minimum standards of measurement accuracy and the publication of findings and subsequent reduction strategies. In support of this contention this paper offers empirical evidence provided by the United States (US) Improper Payments Information Act of 2002. Further options for change are also presented including developing the role of the National Audit Office and the creation of an infrastructure for knowledge management through the sharing of best practice.     

Internet auction fraud: The evolving nature of online auctions criminality and the mitigating framework to address the threat

Online auctions have emerged as one of the popular segments of e-commerce. The popularity of this technology-aided business model is evidenced by the continuous growth of eBay and other e-auction markets. However, this growth of online auctions has also led to a corresponding rise in deception and online criminal activity. This paper presents the findings of an original experiment undertaken to examine the evolving criminality associated with eBay auctions. The article examines eBay’s existing fraud prevention framework and evaluate its effectiveness in mitigating the risk. The research has identified foundation of eBay’s fraud problem - the inability of eBay’s fraud prevention architecture to identify and eliminate rogue traders with obscure identity and questionable reputation. The authors have proposed a proactive and holistic e-fraud prevention typology to enhance trader’s authentication to fight online auction fraud.     

What about Financial Sustainability of Local Government!—A Critical Review of Accountability,Transparency, and Public Assurance Arrangements in England during Austerity

Austerity strained the financial sustainability of governments and ability of policy-makers to address policy challenges, and so having appropriate accountability and transparency arrangements to assure the public they were getting value for money took on renewed urgency. Comparing and contrasting findings from a critical review of policy developments in English Local Government during the Conservative led coalition central government 2010–2015 with those from related studies on accountability and transparency more generally, the article offers key themes for practitioners and policy-makers seeking to build stronger democratic systems of governance that go well beyond the UK jurisdiction.     

“Strangers in the new homeland?” Gendered citizenship among non-Jewish immigrant women in Israel

As part of the recent wave of immigration from the former Soviet Union (FSU), about 300,000 non-Jews came to Israel as spouses of Jews or partly-Jewish offspring of ethnically-mixed families. The purpose of this article is to examine the experiences of non-Jewish women, wives of Jewish husbands, who came to Israel after 1990 under the Law of Return. The study is based on the qualitative analysis of 20 semi-structured in-depth interviews with these immigrant women, aiming to explore their perceptions of religious practices, Jewish holidays, conversion (giyur), and their political views — in order to understand their constructions of Israeli citizenship. The issues of citizenship and loyalty to the Jewish state are resolved by Russian immigrant women in a variety of ways. Some women (a small minority) opt for ethno-national citizenship through religious conversion — giyur, typically for the children's sake. Others prefer to become part of Israeli society through experiences connected to the military service of their children and grandchildren, which can be seen as a version of republican citizenship. For most women in this study, the process of getting closer to the Israeli society and its traditions often occurred via embracing local culinary customs and specific holiday foods. In any case, the gender roles as wives and mothers appeared to be central in our informants' understanding of Israeli citizenship. The adoption of political views of Israeli Right and militant anti-Arab discourse also served as a venue for their ‘nationalization’ through republicanism.     

Smoke in the Looking Glass: Effects of Discordance Between Self- and Peer Rated Crowd Affiliation on Adolescent Anxiety, Depression and Self-feelings

Peer crowds serve as an identity marker for adolescents, indicating their image and status among peers; but adolescents do not always endorse peer appraisals of crowd affiliation. We report on two studies—one with 924 adolescents in grades 7–12 and a second with a more diverse population of 2,728 students in grades 9–11, followed for 2 years—that examined how congruence between peer and self-appraisals of crowd affiliation relate to self-esteem and internalizing symptoms. Analyses indicate that high-status crowd members may suffer and low-status crowd members benefit by denying their peer crowd affiliation, but effects are modest in size and not entirely consistent across the two studies. Findings underscore the value of symbolic interactionist principles concerning reflected appraisal processes in understanding how peer crowd affiliation affects adolescent self-image.
