International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help. 相似文献

The problem‐solving capacity and problem‐generating potential of multilevel systems entail the need for the delegation of authority. When the problem concerned is about how to put an abstract policy concept into a practicable policy tool, the choice of the respective delegation trajectory depends on the policy models or the policy‐relevant knowledge that the respective political levels can supply. When regarding the European Union (EU) level as the starting point of knowledge creation and delegation trajectories, and concentrating on transaction costs, policy knowledge and models generated at the international level provide the most cost‐effective solution. Only when the international level is not able to provide further policy knowledge and innovation does the EU delegate its definitional authority, first downward to the member states and then sideways to EU agencies. The literature on intelligence analysis contains many references to the ‘review process’, the mechanism by which analysts’ drafts are converted into corporate products. Analysts whose drafts consistently navigate the process quickly and smoothly are regarded as star performers. Divining the practical meaning of organizational definitions of ‘good’ analysis and the personal preferences of specific senior reviewers is not easy, however. Analysts occasionally commit their understanding of reviewers’ stylistic preferences to paper, effectively providing style guides to help others. The Laboratory for Analytic Sciences (LAS) at North Carolina State University, funded by the National Security Agency, is a collaborative, long-term research enterprise focused on improving intelligence analysis using Big Data. In its work, LAS has recently begun dealing with the trade-off between the collection, storage, and use of large unclassified data-sets and analyst privacy. We discuss particular privacy challenges at LAS, analyze privacy principles in the life cycle of LAS unclassified data-sets, what intelligence analysts themselves think about these privacy concerns, and recommend possible best practices potentially applicable to LAS, as well as future Big Data laboratories and research centers that collaborate with intelligence communities. 相似文献

The excessive violence that has spread across virtually all of Syria since the 2011 uprising against the regime of Bashar al-Asad has so far prevented a serious debate about feasible solutions. Together with internal power struggles and the intervention of external actors, ideational factors and identity construction are playing a key role in shaping the dynamics of the Syrian conflict. Fear of exclusion in a future order dominated by radical Islamist forces is keeping the minority groups and some secularists close to the regime. However, there are also grounds for cautious optimism: as this paper shows, most actors from the moderate opposition acknowledge the need to take the minorities’ fears seriously and to provide them with guarantees of participation in a future political order, while stopping short of the option of a power-sharing arrangement between community representatives. 相似文献

Abstract: The stages model of the policy process constitutes the conventional wisdom about the policy-making for much of political science and public administration. That model has performed a number of important tasks for these disciplines, but also contains a number of fundamental weaknesses. These include its assumptions concerning linearity and the temporal ordering of the stages, and the difficulty of the model in coping with policy change. Further, outcomes of the stages model tend to be determined by the environment of politics, rather than by the actors and institutions within government. The analysis presented in this article attempts to restore institutions (including the public bureaucracy) to a more appropriate central position in the formulation and determination of policy choices. The use of institutional analysis not only reflects more clearly the complex reality of policy-making and the interaction of organizations within the public sector, but it restores value concerns to a central place in the analysis and interpretation of public policy. Sommaire: Le modèle d'étapes utilisé dans le processus d'élaboration des politiques constitue le modèle conventionnel par excellence pour une bonne partie des sciences politiques et de l'administration publique. Bien que ce modèle ait permis de mener à bien des tâches importantes dans ces disciplines, il fait preuve de faiblesse sur certains points fondamentaux. Mentionnons notamment ses hypothèses sur la linéarité et l'ordonnancement temporel des étapes, ainsi que ses difficultés à tenir compte des changements de politiques.
